The Finance and HR will be oversee the day-to-day accounting activities and full set of accounts, and also manage the administrative HR matters. He/She will work closely with the outsource accounting company to ensure that the accounting functions are up to date and in compliance. The individual is also accountable for the accuracy of the financial reports and will act as the main contact for all audit related matters.
As a secondary role, the individual will provide administrative support to the National Team, Events and Marketing teams, and General Manager, when required.
PRIMARY ROLES AND RESPONSIBILITIES
Finance Functions
- Accountable for all day-to-day accounting activities and full set of accounts.
- Full accountability and accuracy for production of reports; including financial reports, cash flow management, bank reconciliation.
- To ensure all Procurement guidelines are adhered to in line with the Sport Singapore Financial Regulations, SSRA Finance SOP and Code of Governance for Charities.
- Checking and matching of invoices against quotations, if any.
- Preparation of AP and AR documents in accounting system, including submission for bank transfer process.
- Proper filing of all AP and AR documentation in storage and Cloud.
- Ensure all AP and AR balances are cleared in a timely manner.
- Work with outsource accounting company to ensure all AP and AR documents are reconciled in a timely manner.
- Ensure selected bank balances are tallied with the restricted and unrestricted funds.
- Monthly checks of payroll related documents, including tallying of CPF contributions submitted.
- Ensuring that all non-cash transactions are booked into the accounting system.
- Produce quarterly reports on account balances based on fund types.
- Produce all required Statement of Accounts required by Sport Singapore.
- Act as liaison for CPF, IRAS and other relevant government agencies.
HR Functions
- Manage and check that all payroll matters are correct and in accordance with Ministry of Manpower (MOM) standards.
- Process all National Service (NS) pay related matters.
- Maintain and manage all staff leave records.
- Manage and process all staff claim procedures.
SECONDARY ROLES AND RESPONSIBILITIES
When required:
- Support the National team with administrative matters such as booking of flights, accommodation, visas and other requirements, when required.
- Support SSRA General Manager and events on admin and financial matters.

Skills, Qualifications and Personal Traits
- A degree in Accounting, Finance, CPA, ACCA or relevant discipline is preferred, with minimum two years of relevant experience.
- Experience with HR is an added advantage.
- Experience in accounting software required; Xero software will be an advantage.
- Proficiency in MS Excel is essential, literacy in other MS Office suites required (Word, PowerPoint, Outlook).
- Ability to exercise judgment in managing confidential or sensitive information.
- Meticulous attention to detail and follow-through; perform tasks with high degree of accuracy and efficiency with the ability to meet deadlines.
- Must be technologically savvy to an acceptable level.
- Proficient oral and written communication skills.
- Willingness to be adaptable and compromise when required.
- Able to work independently without much supervision.
- Organised and work well with deadlines.
