Purpose of Job

The Senior Finance Manager is responsible for overseeing the financial health and strategic financial operations of the company. The role involves leading the finance team in financial reporting, budgeting, cash flow management, and audit and tax compliance. This position will also be involved in business planning, financial analysis, mergers and acquisitions, and internal controls. Job Duties

· Reporting & Management: Oversee the preparation of accurate financial statements, management reports, and group consolidations. Ensure compliance with local accounting standards (IFRS, Singapore FRS) and statutory reporting requirements.

Experience:

· Minimum of 8 years of relevant accounting and finance experience, including at least 3 years in a senior finance or leadership role.

Roles and Responsibilities:

Funding and utilization monitoring and reporting

· Manage Ministry funded IT budgets. Verify, prepare and submit claims to Ministry on the timely basis.

· Track IT projects utilization. Work closely with IT PMs to project, prepare and submit cash flow projections to Ministry..

· Budget reporting. Provide and furnish up to date budget utilisation and balance details. Submit and update monthly utilisation and projection reports. And any other reports requested by Ministry with respect to IT funding.

Workplan and Budgeting

· Track IT Projects Total Cost of Ownership (TCO)

· Co-ordinate and consolidate workplan budget submission.

· Prepare work plan documents for sign off.

IT Projects Finance operations

· Determine funding activities for projects and assist budgeting process at cluster level.

· Provide guidance to IT PM with regards to creation of Purchase Requisitions and Project Charters.

· Invoices processing and verification to ensure billing amount is as per Purchase Order and approved Transfer Pricing (TP) Key.

· Monitor, track closely and work with IT PM on renewal of IT project maintenance.

· Track budget utilization and process invoices

· Undertake any requests as directed by the IT Lead and Team Lead of the staff in alignment with institution objectives and goals.

Requirements / Qualifications:

1. Diploma/Degree in Accountancy, Finance or equivalent.

2. Minimum 5-6 years of relevant Business Finance working experience in Accounting/Finance.

3. Strong proficiency in MS Office – Word, Powerpoint and Excel, especially with formulas like pivot tables, vlookup, dropdown list, sumif formulas, etc.

Job Description

1. Boarding fee management

• Liaising and coordinating of Boarding financial processes with internal and external stakeholders, including Ministry of Education (MOE).

• Apply for credit lines to banks when appropriate.
• Manage the term sheet discussion for new credit facilities & negotiation on the terms and conditions and pricing with the banks.

Manage ad hoc change processes and various interface operational projects.
• Verify and make payment for subsidiaries.
• Responsible in obtaining receipts and issuing receipts voucher.
• Perform Bank Accounts opening and closing.
• Receive bank statements from banks.
• Perform check on daily bank balances
• Obtain bank charges and interest and preparation of ledger.
• Perform as cashier for petty cash.
• Cash flow management and forecasting of cash flow

Competencies

• Banking/Finance degree or professional qualification.
• Trade Finance, Treasury or Banking certifications will be advantageous.

Job Purpose:

The Finance Manager is responsible for overseeing the financial management and reporting activities of the company, including budget planning, financial analysis, and providing strategic financial advice to support the executive management team in making informed business decisions.

Key Responsibilities:

Financial Management and Reporting:

• Manage the accounting processes for Singapore operations, including documentation and all related entries, such as posting General Journals.
• Ensure the Trial Balance is accurate and that all ledgers (GL, AR, AP, PA, Assets, Inventories, and Liabilities) are regularly reviewed, updated, and reconciled.
• Prepare and submit monthly management/flash reports, and quarterly reports for Board meetings.
• Coordinate and prepare financial operating budgets, interim financial forecasts, and variance reports on a monthly, quarterly, and annual basis.
• Review the Group’s quarterly order book and provide timely and accurate operational results and financial statements to management.
• Review and approve payment and journal vouchers, petty cash claims, and monthly intercompany balance reconciliations.

Financial Analysis and Compliance:

• Assist in formulating and implementing corporate financial policies.
• Collaborate with the Operations department to ensure effective internal controls are in place.
• Prepare cash flow reports and forecasts, and review major active projects within Singapore operations to evaluate valuation accuracy and identify potential risks and opportunities.
• Ensure positive cash flow by coordinating collections and working with Purchasing and Project Managers to establish reasonable vendor terms.
• Ensure compliance with all tax, licensing, and statutory obligations, including the preparation and filing of quarterly GST returns and other statutory filings such as ACRA and XBRL.

Stakeholder Management:

• Liaise with bankers to manage bank resolutions, banker’s guarantees, etc.
• Maintain up-to-date finance and audit schedules and work closely with auditors and tax agents to provide necessary documentation for annual financial audits.
• Supervise and support the Associate Accountant and finance team to ensure timely and accurate reconciliation of all accounts.

Ad-hoc Responsibilities:

• Complete various surveys for the Department of Statistics, BCA, and other regulatory bodies.
• Assist the CFO with Board matters, such as resolutions for guarantees, ad-hoc reports, and investment activities, including due diligence, feasibility studies, legal reviews, M&A, and JV assessments.
• Oversee the Accpac accounting system, troubleshoot any issues, and provide support to the organization
• Provide support to other associated operational units (e.g., Asophir / OSCG accounts).
• Assist the CFO with additional financial and investment-related tasks as needed.

Requirement:

• Bachelor's degree in Finance, Accounting, or a related field; CPA certification preferred.
• Over 10 years of experience in a similar role, with a strong background in managing financial budgets across multiple projects.
• Proven experience in financial management, budgeting, and reporting.
• Audit experience is added advantages.
• Expertise in statutory compliance and internal controls.
