The Finance Manager is responsible for overseeing the financial management and reporting activities of the company, including budget planning, financial analysis, and providing strategic financial advice to support the executive management team in making informed business decisions.

Key Responsibilities:

Financial Management and Reporting:

• Manage the accounting processes for Singapore operations, including documentation and all related entries, such as posting General Journals.
• Ensure the Trial Balance is accurate and that all ledgers (GL, AR, AP, PA, Assets, Inventories, and Liabilities) are regularly reviewed, updated, and reconciled.
• Prepare and submit monthly management/flash reports, and quarterly reports for Board meetings.

• Review the Group’s quarterly order book and provide timely and accurate operational results and financial statements to management.
• Review and approve payment and journal vouchers, petty cash claims, and monthly intercompany balance reconciliations.

Financial Analysis and Compliance:

• Assist in formulating and implementing corporate financial policies.
• Collaborate with the Operations department to ensure effective internal controls are in place.
• Prepare cash flow reports and forecasts, and review major active projects within Singapore operations to evaluate valuation accuracy and identify potential risks and opportunities.
• Ensure positive cash flow by coordinating collections and working with Purchasing and Project Managers to establish reasonable vendor terms.
• Ensure compliance with all tax, licensing, and statutory obligations, including the preparation and filing of quarterly GST returns and other statutory filings such as ACRA and XBRL.

Stakeholder Management:

• Liaise with bankers to manage bank resolutions, banker’s guarantees, etc.
• Maintain up-to-date finance and audit schedules and work closely with auditors and tax agents to provide necessary documentation for annual financial audits.
• Supervise and support the Associate Accountant and finance team to ensure timely and accurate reconciliation of all accounts.

Ad-hoc Responsibilities:

• Complete various surveys for the Department of Statistics, BCA, and other regulatory bodies.
• Assist the CFO with Board matters, such as resolutions for guarantees, ad-hoc reports, and investment activities, including due diligence, feasibility studies, legal reviews, M&A, and JV assessments.
• Oversee the Accpac accounting system, troubleshoot any issues, and provide support to the organization
• Provide support to other associated operational units (e.g., Asophir / OSCG accounts).
• Assist the CFO with additional financial and investment-related tasks as needed.

Requirement:

• Bachelor's degree in Finance, Accounting, or a related field; CPA certification preferred.
• Over 10 years of experience in a similar role, with a strong background in managing financial budgets across multiple projects.
• Proven experience in financial management, budgeting, and reporting.
• Audit experience is added advantages.
• Expertise in statutory compliance and internal controls.

The Senior Finance Manager will be a strategic thought-partner, and report to the Executive Director. Reporting to the HOD of Finance & Risk Management, you will play a pivotal role in supporting the Foundation’s delivery of healthcare service by leading and managing the Finance Operations, accounting and financial reporting functions. 1. Leadership of Finance Operations & Accounting management

Role Description

This position reports to the Head of Treasury and interfaces with internal (Finance, Trading, Operations, Business & Risk Control, Internal Control) and external (financial institutions) stakeholders. Specific Responsibilities

Individual to be involved in:

Trade Finance

• Apply for credit lines to banks when appropriate.
• Manage the term sheet discussion for new credit facilities & negotiation on the terms and conditions and pricing with the banks.
• Negotiate & coordinate with banks for financing transactions and ensuring that the deals are followed through. e.g. LC Issuance.
• Coordinate with banks on loans repayment, and ensuring timely repayment of loans.
• Ensure sound working capital management and optimal utilization of the credit facilities.
• Maintaining strong relationships with banks and other financial institutions.
• Ensure financial security for each shipment is in good order before giving the approval to load/discharge.
• Work closely with the Structured Trade Finance team on structured trade transactions.
• Ensure adherence to contractual terms and credit policies.
• Oversee and train Trade Finance Executive
• Dealing with other bank-related issues.

Treasury

• Daily settlements and reconciliations of the financial instruments including FX, money market, interest rates, etc. Handle documentations such as ISDA and credit support agreements, and ensuring the daily settlement and confirmation of the financial instruments. Manage ad hoc change processes and various interface operational projects.
• Verify and make payment for subsidiaries.
• Responsible in obtaining receipts and issuing receipts voucher.
• Perform Bank Accounts opening and closing.
• Receive bank statements from banks.
• Perform check on daily bank balances
• Obtain bank charges and interest and preparation of ledger.
• Perform as cashier for petty cash.
• Cash flow management and forecasting of cash flow
• Verify that incoming/outgoing payments are made on time.
• Oversee and train Treasury Executive

Competencies

• Banking/Finance degree or professional qualification.
• Trade Finance, Treasury or Banking certifications will be advantageous.
• Minimum 5 years relevant working experiences in Corporate Treasury, Banking or Commodities Trading industries.
• Strong knowledge of financial instruments, settlement or fund management services.
• Good verbal and written communication skills.
• Microsoft Office skills.
• Proficient in English and Mandarin (to deal with China’s associates).

Job Purpose:

The Finance Manager is responsible for overseeing the financial management and reporting activities of the company, including budget planning, financial analysis, and providing strategic financial advice to support the executive management team in making informed business decisions.

Key Responsibilities:

Financial Management and Reporting:

• Manage the accounting processes for Singapore operations, including documentation and all related entries, such as posting General Journals.
• Ensure the Trial Balance is accurate and that all ledgers (GL, AR, AP, PA, Assets, Inventories, and Liabilities) are regularly reviewed, updated, and reconciled.
• Prepare and submit monthly management/flash reports, and quarterly reports for Board meetings.
• Coordinate and prepare financial operating budgets, interim financial forecasts, and variance reports on a monthly, quarterly, and annual basis.
• Review the Group’s quarterly order book and provide timely and accurate operational results and financial statements to management.
• Review and approve payment and journal vouchers, petty cash claims, and monthly intercompany balance reconciliations.

Financial Analysis and Compliance:

• Assist in formulating and implementing corporate financial policies.
• Collaborate with the Operations department to ensure effective internal controls are in place.
• Prepare cash flow reports and forecasts, and review major active projects within Singapore operations to evaluate valuation accuracy and identify potential risks and opportunities.
• Ensure positive cash flow by coordinating collections and working with Purchasing and Project Managers to establish reasonable vendor terms.
• Ensure compliance with all tax, licensing, and statutory obligations, including the preparation and filing of quarterly GST returns and other statutory filings such as ACRA and XBRL.

Stakeholder Management:

• Liaise with bankers to manage bank resolutions, banker’s guarantees, etc.
• Maintain up-to-date finance and audit schedules and work closely with auditors and tax agents to provide necessary documentation for annual financial audits.
• Supervise and support the Associate Accountant and finance team to ensure timely and accurate reconciliation of all accounts.

Ad-hoc Responsibilities:

• Complete various surveys for the Department of Statistics, BCA, and other regulatory bodies.
• Assist the CFO with Board matters, such as resolutions for guarantees, ad-hoc reports, and investment activities, including due diligence, feasibility studies, legal reviews, M&A, and JV assessments.
• Oversee the Accpac accounting system, troubleshoot any issues, and provide support to the organization
• Provide support to other associated operational units (e.g., Asophir / OSCG accounts).
• Assist the CFO with additional financial and investment-related tasks as needed.

Requirement:

• Bachelor's degree in Finance, Accounting, or a related field; CPA certification preferred.
• Over 10 years of experience in a similar role, with a strong background in managing financial budgets across multiple projects.
• Proven experience in financial management, budgeting, and reporting.
• Audit experience is added advantages.
• Expertise in statutory compliance and internal controls.
