Job Description & Major Responsibilities:

• Responsible for delivering and meeting the service performance KPI for building managment services to comply with regulatory QOS requirement and customers SLA .
• Understand system parameters and interactions to allow process development and extensive electrical and mechanical troubleshooting.
• Being a operation manager, this person is to support the team in meeting customers’ expectations and company’s expectations.
• Responsible for Service Operation for Mobile VAS, including proactively Monitoring, Detecting, Analysing, Investigating, Responding and Mitigating potential Service alerts/incidents. The operations should leverage on proactive OSS/tools to monitor and analyze activity on networks, servers, databases, applications, services and other systems, looking for anomalous trending and event that could be indicative of a degrades or possible incident.
• Support Tier 1 Integrated Network Operation Centre (7 x 24) on Incident Management and Service Recovery in accordance with Singtel Networks Incident Management framework and Crisis Management.
• Responsible for Service Transition to support rollout of new systems/platforms to deliver new services or capabilities, such that these new rollouts meet agreed project-KPIs in areas of timeline, service-quality and service-feature deliverables. This includes tender technical-specs definitions, tender evaluations, technical system-rollouts and verifications followed by system commissioning and operations.
• Support CustCare to investigate/resolve customer complaints on service quality and service difficulties in the Machinery Value Added Services platforms.
• Lead in the Incident Management and Service Recovery during service difficulties/outages to restore services in the most time-effective manner and minimize impact to customers.
• Accountable for Continuous Service Improvement (CSI) process by using methods from quality management to learn from past successes and failures to improve service reliability, service quality, SLA and customer experience, and also review/improve the Playbook for Incident Analysis and Response to manage service degradation, outages or denial of service. Participate in Networks Operation Excellence Forum to lead Continuous Improvement (CI) initiatives to reduce fault rate and trouble tickets.
• Support Network Incident/Crisis Management Team (IMT/CMT) as recovery team during Major Network Crisis (Severity Level 2 and higher)
• Implement Business Continuity Management System (BCMS) including creating Business Continuity Plans and Procedures, Risk Assessment (RA), Business Impact Analysis (BIA), conduct yearly audit for BCMS compliance and certification.
• Accountable for ensuring SSO meets Capex/Opex budget and Newton Cost Transformation objectives whilst meeting the desire Service Level Agreement (SLA) and cost optimization for Technical Support Agreement (TSA).
• Manage a cluster of maintenance projects.
• Define and lead the implementation of support services
• Able to coach Support Engineer to provide L1, L2 and L3 support to assess, classify, prioritise and diagnose issues in a timely and collaborative manner within the team
• Identify and review maintenance processes to maintain the service level
• Define, automate and improve system monitoring activities to ensure continuity of service
• Establish performance metric for service level measurement and dashboard reporting
• Maintain a good knowledge base for L1 screening prior to L2 escalation
• Coach team on best practices in root casual and defect trend analysis for continuous improvement
• Define and implement preventive measures to achieve proactive maintenance
• Manage the release management process
• Reporting to management on the operational status across the cluster of maintenance projects
• Involve in capacity management of the team resources

RESPONSIBILITIES

The main responsibilities of this role are to ensure effective and efficient coordination of our Pool vessel operations. Liaise closely with the Pool partners, Fleet Technical Managers, Commercial, Bunker, Claims and Controls teams to identify opportunities within operations for effective fleet performance monitoring and management. Influence the fleet operations team and other associated stakeholders in aligning with the vessel performance management goals and objectives in optimizing TCE. Assist in developing KPI, scorecards, workflow charts, and process maps for the operations team with regard to vessel's operational performance.

• Responsible for daily vessel operations, including issuance of voyage instructions, planning, optimizing and managing voyage bunkers, appoint agents, optimize voyage PnL taking into account speed and tank cleaning instructions.
• Ensure that all financial requirements, funding and invoicing for each voyage are promptly arranged and correctly disbursed
• Process and ensure compliance with relevant charter party requirements and company procedures, relevant voyage or time charter operational information between vessels, brokers, charterers and agents
• Maintain account of bunkers on board and plan for optimized uptake for spot market ships
• Monitor and record all details of voyage performance including off-hire, stoppages and delays within the vessel voyage performance report system, including trends / gap analysis
• Identify opportunities within operational practices which influence performance of vessels
• Arrange all routine invoicing and funding for voyage costs, including agency appointments, non- compulsory pilotage and surveyors' attendance
• Check and advise as necessary relevant voyage, cargo and port documentation required by principals for raising demurrage and off-hire claims
• Maintain and manage all department / fleet operational records, files and databases as per departmental procedures and documentation system
• Render pre-fixture support to commercial department concerning any vessel information requirements, questionnaires, certification and scheduling
• Render post fixture support to commercial department as required during the course of the voyage with pertinent operational information, routing, ETA / ETD, cargo operations, terminal and navigational issues
• Render post fixture support to Claims & Controls team as required for follow up of voyage claims, including providing information on charterer claims, insurance claims & other insurance-related matters to Claims, Commercial and Insurance departments
• Assist with departmental targets and projects
• Actively participate in the development of processes and procedures for the continuous improvement of company procedures
• Undertake activities as guided by company's fuel and operational efficiency initiatives and identify / execute new improvement initiatives within the area in close cooperation with energy management to ensure company-wide alignment
• Analyse vessel voyage performances to identify any underperformance, downtime or any other operational issues and initiate corrective actions
• Proactively analyse, review and make recommendations for improvements in costs, turnaround time, etc. for assigned region
• Liaise with Pool partners/Technical Managers for vetting status and information on voyage screenings by oil majors
• Liaise with the Pool's fleet technical and fleet manning teams for effective co-ordination of spares delivery and personnel transfer.

Requirements

• Minimum 5 years relevant experience in the marine industry
• Sailing experience as a senior officer on Oil/Chemical tankers
• Familiar with the oil tanker industry, especially vessel operations
• Singaporean, PR preferred
• Self-driven person, able to work independently & as a collaborative team player
• Fluent in written and spoken English
