Its Centre for Health and Healthcare focuses on enhancing healthcare systems by scaling solutions for resilience, efficiency, and equity through diverse stakeholder engagement.

The Centre has launched the “Digital Healthcare Transformation (DHT) Initiative,” a multi-year program to boost public-private partnerships in digital health, data, and AI. This initiative complements the Global Health Equity Network (GHEN), which promotes health equity and patient-centred system transformation.

Singapore, a leader in healthcare delivery and equity due to its investment in digital health, will be highlighted as a World Economic Forum Centre for Health and a Healthcare Country Lighthouse. This collaboration aims to showcase Singapore’s healthcare success globally and identify opportunities for Public-Private Partnerships to advance health equity through digital transformation.

Job Description

The Fellowship role will manage projects and provide expertise on Health Equity, access to care, and social determinants of health. The Fellow will support the Forum’s work in developing Singapore as a Country Lighthouse, conduct research on its health system transformation, and share insights on health equity. He/She will also coordinate with regional working groups and engage with local and global partners, including the Centre for the Fourth Industrial Revolution (C4IR) Network and the Accelerators Network, and contribute to the Forum's Health Equity strategy and broader global efforts.

The Health Equity effort in Singapore as well as the proposed pilot place-based change programme(s) will link to a broader global Global Health Equity strategy and pre-existing place-based change work (launching by the GHEN in 2024). This will provide existing best practice and networks that can be adapted to the new regional efforts in ASEAN.

This role is based in Singapore and hosted within the NUS Centre for Research in Health Systems Performance (CRiHSP). The Fellow will be involved in projects from the Forum’s Centre for Health and Healthcare. The Fellow will report directly to the NUS Principal Investigator, as well as to the Forum's Lead for Health Equity.

The fellowship is for 3 years (or until January 2028, whichever comes first, if applicable). Initially, a 1-year contract will be offered, renewable based on performance.

Main Duties and Responsibilities

• Research and draft a White Paper on Singapore’s health system transformation journey, including leading interviews with key Health Equity stakeholders and identifying future opportunities for collaboration.
• Develop and execute a dissemination plan for key learnings from the paper, including public engagement opportunities and convening interested stakeholders to share best practice.
• Support the broader GHEN team to incubate and manage a regional public-private working group focused on specific Health Equity gaps and opportunities identified in the research, to support the building on existing Singapore-led work in Southeast Asia to scale regional health equity development and innovation; and incorporating key topics in health equity such as access, trust, and impact measurement.
• Contribute to the Forum’s broader global Health Equity strategy with Singapore-based insights and case studies - linking also to the Digital Healthcare Transformation Initiative in partnership with the Digital Healthcare Transformation Fellow.
• Drive partner engagement opportunities in Singapore with all relevant stakeholder groups across sectors.

Qualifications

Introduction

ETH Zurich is one of the leading universities of the world with a strong focus on science and engineering. In 2010 it established the Singapore-ETH Centre (SEC) in collaboration with the National Research Foundation (NRF) to do interdisciplinary research on pressing problems.

In collaboration with the National University of Singapore (NUS), the Nanyang Technological University (NTU), Duke - NUS, the National Health Group (NHG), National University Health System (NUHS), and SingHealth, SEC is undertaking a research programme on "Future Health Technologies (FHT)". It addresses some immanent health challenges by developing a future-oriented Mobile Digital Health Conceptthat tackles the increase in patients suffering from chronic diseases such as diabetes, osteoporosis, obesity and stroke, as a consequence of a rapidly ageing population with mobile digital technologies, covering the value chain from acute care to patient's private homes.

Project Background

The healthcare systems of the future must effectively harness data to empower clinicians so that they can focus on delivering patient care while leveraging AI to uncover patterns beyond human capacity to detect, enhance diagnostic accuracy, optimize workflows, and improve risk communication. For effectively utilizing AI to achieve this end, access to large datasets from clinical practice remains a challenge as data privacy can prevent the transfer of sensitive data from sites of collection to large compute infrastructure. One approach for overcoming this in development of AI models for health, is federated analysis that has only been utilized for this purpose to a limited extent. For widespread use of federated methods, software infrastructure is needed that can handle diverse data sources as well as for optimizing model training across different consumer hardware.

One area of particular interest for research on AI for health is seamless incorporation of scientific models (which frequently are image-based) into AI toolchains. Examples for use of such models in health research are e.g. CFD models for cardiovascular applications and FE models in musculoskeletal health assessment. Merging scientific modelling technologies with other important data sources from clinical practice will allow researchers to leverage established laws and insights to drive the development of sophisticated learned models that can revolutionize diagnosis and care.

With this project, we aim to develop robust infrastructure that supports large-scale, expert-driven scientific endeavours, ensuring the effective application of AI in the field of musculoskeletal health. Focus will be on the seamless integration of advanced model-based biomechanical markers of bone health into AI workflows.

Job Description

The multidisciplinary team of researchers in health systems (health services and policy researchers, data scientists, social scientists, and others), and administrators working in CRiHSP will provide an exciting and dynamic place in which people of diverse backgrounds collaborate towards the common goal of achieving excellence in Health Systems Research. This is an operational position within the Asia Centre for Health Security (ACHS). The incumbent will be part of the team to support the core functions of the centre. Their duties would include administration, education and training, collaboration and partnership, and secretariat functions.

Duties & Responsibilities
Working under the direction of the Director and Head of Operations at the ACHS, the Assistant Manager will be part of the team to support the core duties of the centre:
a) Centre Administration
- Point of contact between researchers and various administration departments to support the management of research projects

• Final year diploma student in Business Administration/ marketing, or equivalent, Mass Communication, New Media.

• Relevant knowledge in biology and chemistry is a strong advantage

• Experience in basic data analytics.

• Social Media Marketing skills (e.g. Facebook, LinkedIn, Instagram) and up-to-date with trends in social media use.

Job Responsibilities

Corporate Planning and Development

• Work with stakeholders to review the strategic workplan priorities for Regional Health System Office in response to changes in operating landscape and MOH’s directions
• Coordinate and prepare annual workplan and financial budget for collective appreciation and decision-making
• Prepare presentation slides on development of corporate strategy, annual workplan and budget;
• Provide secretariat support, including minute taking, and staffing meetings and conversations as part of the Pophealth Headquarters
• Oversee and maintain the calendar of events and coordinate strategic-level meetings

Performance Management

• Facilitate reporting of work targets and workstreams by various departments and divisions
• Review and monitor corporate KPIs and goals; staff and facilitate discussions to drive consensus among stakeholders

Space Management

Job Responsibilities

Strategic, organisational planning and development:

• Support organizational planning, developmental and implementation of workplans based on MOH/NUHS/RHSO strategies
• Research, plan and provide support for management retreats, prepare presentation materials, document templates, reading materials and meeting minutes to achieve strategic outcome.
• Support and/or organise PopHealth HQ activities to strengthen the positioning and growth of the Regional Health System.

Secretariat Functions:

• Facilitate meeting proceedings, e.g., ensure quorum, project slides and processes for an effective and efficient meeting, including helping out in logistical preparations as part of the team
• Write accurate, coherent, and succinct notes of meeting and other needed documentation for timely approval and clearance.

Workplanning and Budgeting:

• Coordinate key strategic meetings to meet organisational objectives
• Coordinate RHSO’s workplanning and strategic planning cycles, working with management and IT/Finance departments to identify overall goals and priorities to shape RHSO’s future workplans and direction

Overview

To lead and manage a team to functional Screening Operations. The role includes but not limited to: ensure smooth running of operations at Functional Screening events, monitor and track programme KPIs to ensure KPIs are achieved, review and update policy on a timely basis.

Job Responsibilities

1. Plan and implement health screening events calendar to meet annual target.
2. Ensure programme KPIs, service standards and operational targets are met.
3. Events are carried out efficiently and within timeline.
4. Workflows are reviewed, documented and communicated to all stakeholders within timeline. All workflows are carried out according to guidelines, standards and policies.
5. Adverse events are attended to promptly and followed through according to guidelines, standards and policies.
6. Manage the resources and improve processes to deliver the KPIs of the programme.
7. Ensure the internal policy and procedures are properly documented.
8. Ensure follow up of functional screening (L2) within the target timeline.
9. Ensure accurate and timely submission of data to MOH.
10. Maintain the health screening database.
11. Analyse the screening and follow up data.
12. Engage and ensure team members are guided to deliver the desired team results.
13. Carry out projects/assignments as and when assigned to deliver expected results of projects/assignments.

• Bachelor degree in any discipline
• Minimum 5 years of working experience, preferably in healthcare.
