This is an operational position within the Asia Centre for Health Security (ACHS). The incumbent will be part of the team to support the core functions of the centre. • The Assistant Director, Community and Youth Mental Health (CYMH) Services is responsible for overseeing and managing the delivery of community services and youth mental health programmes. He/she will provide professional and operational oversight for clinical and social work components in CYMH.

• This position will supervise the Manager, Youth Development Centre (YDC) to ensure smooth planning and implementation of programmes for youths at the drop in centre, child access services and youth mental health programmes. This will include guiding staff and executing the pivoting of YDC from its current focus to professionally grounded youth mental health and developing the activities and programmes needed from scratch.

• Provide professional oversight for clinical and social work components in CYMH and KIP.

• Supervise the Manager, Youth Development Centre to ensure smooth planning and implementation of programmes for youths at the drop-in centre, child access services, and youth mental health programmes.

• Guide staff and execute the pivoting of YDC from its current focus to youth mental health.

• Provide professional oversight to develop and implement youth mental health programmes that are able to reach a broad spectrum of youths to develop healthy coping mechanisms, build resilience, and navigate life's challenges.

• Supervise the Manager, Kids in Play (KIP) to ensure strategic planning, and where appropriate review, for all KIP programmes to ensure KIP's standing in correctional sector remains strong.

• Foster strong collaboration with key stakeholders such as Prisons and NCSS to ensure continual financial support for all KIP programmes.

• Maintain close working relations with Prisons authorities to ensure all kids in play continue to develop.

• Ensure that funder's KPIs and obligations for all community and YMH programmes are met, as well as work with relevant partners such as MER in HQ and NCSS Research to ensure evaluations are fairly executed for.

• Be involved in service development and supervision for other new community services.

Duties and Responsibilities

Clinical Care

• Make frequent rounds and attend to residents’ needs. Ensure the safety, comfort and well-being of the residents and report residents’ needs to the nurse

Associate Medical Laboratory Technologists (AMLT) are responsible for the daily operations of the laboratory which include phlebotomy, electrocardiogram, spirometry and clinical laboratory work.

Responsibilities

• Perform daily operations of the laboratory
• Perform all procedures in accordance with laboratory standard operating procedures (SOPs)
• Perform phlebotomy, Electrocardiogram (ECG) and spirometry in an accurate, efficient and professional way.
• Perform Point of Care Testing (e.g. Prothrombin Time, glucose) and clinical laboratory tests such as urinalysis (e.g. Urine FEME, dipstick, pregnancy), haematology (e.g. full blood count, peripheral blood film, erythrocyte sedimentation rate, prothrombin time), biochemistry (e.g. HbA1c, neonate bilirubin), microscopy examination (e.g. fungal smear, high vaginal swab) independently.
• Ensure specimen identification, processing and storage of test specimens are in consistent with good laboratory practices
• Perform and verify quality control for all analysers prior to patients sampling
• Use of Laboratory Information System (LIS) to perform functions such as result entry, result validation and tracking for outstanding tests
• Ensure all test results provided for clinicians are accurate and reliable
• Ensure analysers/equipment are functioning properly and are well maintained.
• Notify medical technologist/lab in charge when instrument malfunction and make arrangements with BME or instrument vendor to service the instrument
• Notify inventory person in charge when reagents and stocks supplies run low.
• Perform and record internal and external quality controls and calibrations. Troubleshoot outliers in accordance to work instructions.
• Ensure ‘critical value’ are reported to the relevant personnel within 30 minutes
