Job Responsibilities:

• Negotiate and draft contracts, subcontracts, and other legal agreements with clients, subcontractors, and vendors for Accredited Checking and Building Engineering projects.
• Review contract terms and conditions to ensure compliance with company policies, legal requirements, and project specifications.
• Monitor subcontractors or vendors’ performance and address any issues or concerns to ensure adherence to contract terms and project requirements.
• Preparation of bidding and tender proposals for accredited checking and building engineering projects.
• Define, plan and review staffing requirements and direct allocation of available resources - both internal and third party to the project.
• Advice Finance department on invoicing the clients and making payments to sub-consultants/vendors for the projects handled.
• Work together with director and top management to procure new projects both in private sector and government sector.
• To perform site inspections or technical audits when necessary.

Job Requirements:

• Bachelor’s degree in Civil Engineering, Construction Management, Quantity Survey, or a related field.
• Minimum of 4 years of experience in contract management, specifically within the construction engineering or building sectors.
• Proven experience in negotiating and drafting contracts, subcontracts, and legal agreements.
• Experience managing subcontractors, vendors, and suppliers in a project-based environment.
• Excellent communication and interpersonal skills to liaise with clients, subcontractors, and internal teams .
• Ability to conduct site inspections or technical audits as necessary.

Job Overview:

Reporting to the CFO, you will oversee operational risk management, internal audit, tax and compliance requirements. You will provide operational risk management support to the heads of department and work with them to review Enterprise Risk Management controls in their process and establish a strong risk management culture based on the code of governance and regulatory compliance requirements for Charities and Institutes of Public Character.

Key Responsibilities

Operational Risk Management

• Proactive Risk Mitigation: Develop and implement a proactive strategy for managing emerging risks and taking preventive actions to reduce the impact of potential incidents.
• Control Environment Enhancement: Collaborate with stakeholders to strengthen internal controls, addressing ineffective measures and ensuring overall compliance.
• Policy Implementation: Lead the implementation of organization-wide risk frameworks, policies, and procedures within the department, ensuring adherence to regulatory standards.
• Risk Advisory: Serve as the primary advisor on risk matters, resolving routine inquiries and escalating complex issues as necessary.
• Operational Risk Tools: Oversee the use of risk management tools, leading the team in identifying and addressing operational risks, and recommending improvements in processes and controls.

Risk and Compliance Culture

• Risk Awareness and Communication: Promote a culture of risk awareness, encouraging open communication and alignment among all lines of defense.
• Training and Development: Partner with compliance and risk teams to design and deliver training that enhances risk and compliance knowledge across the department.
• Culture and Capability Initiatives: Lead projects and initiatives to raise awareness of risk and compliance issues within the team, supporting an organization-wide risk-conscious culture.

Regulatory Compliance

• Compliance Advisory: Act as the first point of contact for regulatory compliance matters, offering expert advice on compliance requirements and best practices.
• Gap Analysis: Conduct regulatory gap analyses and implement the necessary controls to ensure compliance with updated regulatory requirements.
• Monitoring and Reporting: Oversee the completion of compliance self-assessments, monitor risk indicators, and ensure timely reporting on compliance issues, including Anti-Money Laundering (AML) and Counter Financing of Terrorism (CFT) concerns.

Other Supporting Requirements

• Cross-Departmental Collaboration: Lead or participate in projects related to risk management, defining business requirements, coordinating testing phases, and liaising with IT, Business Units, and vendors to resolve any issues.
• Business Continuity: Management of the overall Business Continuity Framework
• Secretariat: Provide Secretariat Services to the Audit and Risk committee
• Vendor Management: Principal Point of contact for the Internal Auditor, AML service provider, Risk Related Training Vendors, Business Continuity Vendors

Qualifications:

• Education: University Degree or Diploma; professional certifications (e.g., Chartered Accountant, CFA, MBA) are highly preferred.
• Experience: Minimum 10 years of experience in risk management, compliance, audit, or control roles within financial services or a similar industry.
• Technical Skills: Proficiency in operational and compliance risk frameworks, a thorough understanding of financial services processes, and experience with regulatory compliance.

Job Description

• Monitor Contractors' safety performance and participate actively in site safety management in highlighting to the relevant parties on immediate actions to be taken
• Follow up on all safety matters related to Design for Safety (DfS), WSH etc
• Conduct safety inspections including taking photos of unsafe acts and conditions and bringing to main contractor's attention
• Issue and closely follow up on field observation notices including safety non-conformances notices and respond to site incident(s) in ensuring contractors' carry out emergency response as required

• lead and conduct monthly safety inspection of the Site and submit the report to Superintending Officer
• Organize and participate in regular Safety Site Walk and Inspection with client and stakeholders
• Submit monthly reports on safety indicators & trending analysis on monthly safety performance
• Report any accident/incident/near miss on site to the OIC and provide all necessary detailed information
• Conduct Inspections for precast elements

Criteria

a. Minimum 5 years of relevant experience in the construction industry

preferably 3 years with developer/main contractor.

b. Minimum 2 years of experience in tunneling and/or deep excavation

works.

c. Must be a registered Workplace Safety and Health Officer with MOM.

d. Has obtained certificate in development of a Risk Management

Implementation Plan (bizSAFE Level 2) or equivalent.

e. Class 3 Qualified Driving License.

• To attend / acknowledge mails received from various clients and brokers and ensure response given within a reasonable time

Additional Responsibilities:

Policy & Compliance

• Ensure adherence to Procurement policies and guidelines at the local level, aligning with regional and global directives.

• Management Reporting

Qualifications

• 5-8 years of professional experience, with at least 4-5 years in procurement roles.
• Strong understanding of procurement processes, with experience in managing indirect categories and/or working in the luxury industry a plus.
• Excellent communication and project management skills, with the ability to effectively manage stakeholders across the Region.
• This includes strong presentation and negotiation abilities to drive initiatives and achieve results.
