Work Scope

This role is responsible for managing the end-to-end recruitment process, from screening candidates to coordinating interviews and facilitating offers. The position involves collaborating with hiring managers to develop recruitment strategies, maintaining strong relationships with candidates and external partners and ensuring compliance with local regulations. Additionally, the role includes business development responsibilities such as identifying potential clients and closing details, as well as aligning recruitment efforts with company KPIs. The individual will also assist with special projects and support initiatives assigned by management.

Job Requirement

Managing the full cycle of recruitment process of screening of resumes, conducting initial interview to assess candidate’s suitability, coordinating and scheduling of interviews between candidates and hiring managers, to understand their staffing needs and develop effective recruitment strategies.

Build and maintain strong relationship with candidates, hiring managers and external partners.

Managing candidate pipeline and maintain accurate records in the applicant tracking system (ATS)

Negotiate offers and facilitate the hiring process, ensuring a seamless transition for both the candidate and the client.

Identify and research potential clients, market and industries to expand our business reach.

Lead the entire Sales cycle, from prospecting and qualifying leads to closing details and managing client relationship.

Work closely with the HR and/or Business Development team to understand and align with KPIs set by management.

Assist with special projects and initiatives as assigned by the Management/HR Manager.

Ensuring compliance to Singapore Laws, regulations, standards, guidelines, and norms in the course of work.

Knowledge, Skills & Competencies

Preferably posses CEI Licence

HR Generalist or similar role, preferably with experience managing foreign employees, Strong knowledge of HR Practices, Labour Laws and regulation related to foreign workforce Management. Ability to handle sensitive and confidential information with discretion.

Proficient in HR Software and Microsoft Office Suit

Strong organisation and time management skills.

Recruitment

• Support recruitments for Operations teams with recruitment. administrative, organizational and logistical tasks.
• Serving as the logistical point of contact for both internal and external candidates at the written offer stage, including interacting directly with the candidates and ensuring signed paperwork is received in a timely manner.
• Managing various aspects of the candidate experience post offer acceptance, including ensuring accurate start dates and compliance of onboarding paperwork.
• Maintain accurate record keeping and consistent storage of new hire candidate records.
• Completing daily, weekly, monthly and quarterly reports as required.
• Conduct new employees’ orientation, exit interviews, referral programs.
• Updating of handbooks, orientations programs and documents templates when required.
• Any other ad-hoc tasks that are assigned.

Key Responsibilities:

1. Recruitment & Talent Acquisition:Source, screen, and recruit skilled workers, engineers, project managers, and other construction-related roles.
   Partner with site managers to understand workforce needs and plan manpower accordingly.
   Manage onboarding processes for new hires, ensuring proper induction into construction operations and safety practices.
   
2. Employee Relations:Act as the primary point of contact for employee queries and concerns.
   Foster a positive work environment by addressing grievances, mediating disputes, and promoting open communication.
   Conduct regular site visits to engage with employees and address any site-specific issues.
   
3. Compliance & Documentation:Ensure compliance with labor laws, safety regulations, and company policies.
   Maintain accurate and up-to-date employee records, including contracts, attendance, and certifications.
   Oversee worker permits, visa processing (if applicable), and ensure proper documentation for migrant labor.
   
4. Training & Development:Coordinate and deliver safety training, technical skills enhancement, and leadership development programs.
   Identify skill gaps and design training programs tailored to construction project needs.
   Maintain a database of certifications and ensure workers remain compliant with mandatory training requirements.
   
5. Performance Management:Monitor employee performance, especially site-based workers, to ensure project efficiency.
   Support managers in conducting appraisals, setting performance benchmarks, and recognizing high performers.
   Develop retention strategies for critical construction roles.
   
6. Workforce Planning & Deployment:Collaborate with project managers to plan manpower allocation across multiple construction sites.
   Manage workforce schedules, shift rotations, and site transfers as needed.
   Forecast workforce requirements based on project timelines.
   
7. Health & Safety Compliance:Partner with safety officers to promote a safe working environment.
   Address occupational health concerns and manage insurance claims related to workplace injuries.
   Organize health and wellness programs for employees.
   
8. HR Policies & Procedures:Develop, implement, and communicate HR policies specific to construction operations.
   Ensure policies are inclusive, promote diversity, and respect local cultural norms (especially on international sites).
   Regularly review and update policies to align with industry and organizational changes.
   
9. Payroll & Compensation:Assist with payroll processing, ensuring accurate salary payments for site and office staff.
   Handle benefits administration, such as overtime, bonuses, and allowances for construction workers.
   Address payroll discrepancies and resolve issues promptly.
   
10. HR Reporting:

• Provide regular reports on recruitment, attrition, workforce demographics, and training outcomes.
• Analyze trends in employee data to improve HR practices and support business objectives.

Responsibilities

• Assess and identify organizational training, learning, and development needs, while managing training budgets, expenses, and claims, including government funding schemes.
• Create and maintain training calendars, enhance competency frameworks (skills matrix), and oversee HR training systems and audits.
• Plan and execute internship programs from start to finish.
• Manage end-to-end recruitment processes, including consultations with hiring managers, screening candidates, and extending final offers.
• Handle onboarding processes for new hires and manage recruitment-related administrative tasks and reporting.
• Organize and lead employee engagement activities, including town hall meetings and internal events, while maintaining effective communication within the organization.
• Draft organizational announcements and support internal communications to ensure consistent messaging.
• Foster a dynamic, connected work environment through effective networking and relationship-building strategies.

Job Requirements:

• Diploma in Human Resources or Business with 1 year of relevant experience in recruitment and Learning & Development.
• Strong communication and interpersonal skills, with the ability to connect with diverse teams.
