Job Description & Requirements

• Attend to all telephone and visitors’ enquiries at frontdesk.
• Administer receiving of all company mails/parcels.
• Sorting, scanning and filing of documents.

Job Overview:

We are looking for a dedicated HR Executive to support the HR department in day-to-day operations, covering key areas such as Employee Records, Compliance, Recruitment Support, and Employee Engagement. Reporting directly to the HR Manager, this role will provide essential operational support across HR functions, ensuring efficient workflows and a positive employee experience. This position is suited for an HR professional with at least 3 years of generalist experience, ideally within a fast-paced or customer-focused industry. The HR Executive will play a pivotal role in maintaining HR standards, supporting team activities, and fostering a collaborative workplace culture.

Key Responsibilities:

1. HR Operations and Administration

• Oversee and maintain employee records, ensuring data accuracy and compliance with company policies and regulatory requirements.
• Support payroll processing by managing leave data and preparing payroll inputs, ensuring timely and accurate payroll cycles.
• Administer HR systems, manage HR documentation, and coordinate corporate procurement related to HR needs.

2. Compliance and Policy Implementation

• Assist with the implementation of HR policies and procedures to ensure regulatory compliance and alignment with best practices.
• Administer government training grants, claims, and statutory reporting requirements, ensuring all submissions are timely and complete.
• Support work pass applications, renewals, and other MOM compliance activities, ensuring full adherence to Singapore labor laws.

3. Recruitment and Onboarding

• Assist in the recruitment process by coordinating job postings, screening candidates, and arranging interviews.
• Partner with the HR Manager to improve recruitment workflows and enhance the onboarding experience.
• Manage new hire documentation, orientation programs, and initial training to ensure smooth integration into the company.

4. Employee Engagement and Welfare

• Organize employee engagement activities and welfare initiatives that foster a supportive and inclusive work environment.
• Oversee employee benefits, including corporate and staff insurance plans, reviewing and ensuring competitive and cost-effective coverage.
• Conduct periodic surveys and gather feedback to support continuous improvement in employee satisfaction and engagement.

5. HR Data and Reporting

• Maintain HR analytics and generate regular reports on key HR metrics, such as turnover rates and training hours.
• Support budgeting and management reporting by compiling data and insights for the HR Manager and senior leadership.

Requirements:

• Education: Bachelor’s degree in Human Resources or a related field.
• Experience: Minimum of 3 years in an HR Generalist role, with experience in recruitment, compliance, and HR operations.
• Good understanding of Singapore MOM regulations, CPF, and other key employment guidelines.
  • Strong organizational skills, attention to detail, and the ability to handle multiple priorities.
  • Excellent interpersonal and communication skills, with a collaborative, team-oriented mindset.
  • Proficiency in HR software and MS Office Suite; experience with data reporting tools is a plus.

• Assist HR Manager on preparation of the organisation training plan
• To utilise Oracle Netsuite to allow HR and employees to better track their training activities during the course of the year
• Administer and arrange the mandatory core skills training program required by BCA (CSOC, coretrade), ensure the yearly BCA coretrade renewal is in place and training requirements are met
• Administer grants/ fund application for eligible training courses

Recruitment – Site Staff

• Coordinate staff recruitment and selection process (site staff) by following the current hiring procedure and liaising with the project managers. Review and provide suggestions to the current hiring procedure by ensuring current practice is timely and comprehensive
• Deal with the administration required by the HR policies relating to the appointment of newly recruited site staff. This includes BCA verification of new worker, security bond purchase, drafting of the letter of appointment, processing of staff access pass, arrangement of pre – employment medical check-up for work pass holders and assisting on bank account opening. PPE arrangement – ensure store supervisor submit the items collection form back to HR after issuance
• Provide advice and assistance to hiring project managers on staff recruitment for site staff by checking on their pre-employment history on WPOL and coretrade/multiskilling status on construction workforce registration system (CWRS)
• Ensure recruitment process for site staff are compliant to local laws and fair employment practices
• Administer exit process (site staff) – booking of return flight ticket, return of staff access card, work permit, cancellation of work pass etc.

Personnel Administration/ Compensations and Benefits – Site Staff

• Maintain all personnel documents and ensure their confidentiality. Administer and update employees’ database onto HRIS and employees’ personnel file.
• Random checks on attendance. Investigate and understand causes for site staff absences or OT overclaim
• Administer work pass application, renewal and cancellation (site staff)
• Process renewals for site staff, and ensure salary increment on renewals are approved by the project directors, submitted together with the performance appraisal and increment is in line with the compensation and benefits policies

Other HR Related Projects & Administrative Tasks

• Updating of vehicle repair and petrol costs (all vehicle related issues)
• Monitoring vehicle COE expiry and insurance renewal and purchase of road taxes for full fleet of company vehicle system. Updating vehicle info on the vehicle fleet management system

JOB REQUIREMENTS

• Candidate must possess preferably diploma in Business Studies/Administration/Management, Human Resource Management, Psychology or equivalent. Nitec holders can be considered.
• Candidates with relevant experience with non-related qualification are highly encouraged to apply
• Need for a passion for human resources and a people-centric mindset
• Good English writing and communication skills is a MUST for this role
• At least 1-2 Year(s) of working experience in the related field is preferred for this position, diploma holders with limited working experience are welcome to apply too.

Requirements:

Job Responsibilities:

• HR Systems Administration and Data Management: Maintaining the HR database, ensuring data accuracy, generating reports, managing organizational charts, and overseeing electronic filing.
• Onboarding and Offboarding: Managing the full onboarding process, from pre-employment contact to induction and probation, as well as managing leaver processes. This includes creating onboarding materials and coordinating induction programs.
• Learning and Development (L&D): Coordinating all L&D activities, including training courses, seminars, appraisals, compliance training, CPD tracking, and maintaining training records and equipment.
• Talent Acquisition: Managing the full recruitment lifecycle for specified Asian region client groups, from needs forecasting and job posting to offer acceptance.
• Payroll Support: Assisting with payroll administration, development, and management in the Asian region.
• General HR Administration: Handling ad-hoc HR duties and providing general administrative support to the HR function.
