RESPONSIBILITIES (E.g. Job Scope) :

• Responsible for M&E aspects of 12.7m Dia. EPB ACH TBM operations including planning, execution, monitoring, budgeting, cost control & contracts & administration of all projects.
• Planning, controlling and coordinating of mechanical and electrical works for bored tunneling project
• Coordinate and liaise with various related parties including customer, consultants, sub-contractor on site to ensure project requirement are met.
• Checks discrepancies between project drawings and technical specification
• Follow up on the TBM operation progress
• Plan, purchase, install and maintain all the machines and all electrical related facilities at site.

REQUIREMENT (E.g. Qualifications, Certifications, Experience) :

• Degree in Mechanical Engineering / Electrical & Electronics or equivalent.
• Min 12 years hands on site experience in bored tunnelling operations with minimum 10 years experience in managing tunnelling works with contract value of more than S$200 million
• The experience must include in EPB TBM
• Able to read electrical and mechanical drawings and create drawings by AUTO CAD
• Familiar with EPB TBM tunnel facilities such as Multi Service Vehicle, Tunnel conveyor system, tunnel drainage, various mobile crane & gantry crane operation

You will serve as the main point of contact for clients, understanding their needs, and coordinating with internal teams to deliver solutions that meet or exceed expectations.

The jobholder’s primary role is to plan and execute procurement functions. This role includes the managing of the full spectrum of procurement activities. In addition, the jobholder needs to ensure procurement activities comply with company’s procurement strategy and processes. The procurement of goods and services will be based on the business requirements. Process alignment to procurement approvals is essential and mandatory.

Responsibilities:

1) Ensure adherence to company’s procurement strategy and policies for execution of procurement activities to meet targets and objectives. Align to Process and ensure approvals reviews are in place prior to execution.

2) Work with Internal and external Stakeholders to:

a. establish scope of work for services and/or requirements for products, and

b. validate scope of work and requirements

c. ensure timeline for delivery is in place and monitored

3) Source and identify new product or service providers, validate potential new vendors or existing incumbent for cost effective procurement

4) Price Competitiveness of the Product/Solution/ Services needs to be checked

5) Evaluate and negotiate with vendors/suppliers on the submitted quotations/proposals

6) For complex Project requirements, ensure Management guidance is in place for the procurement process and negotiation phases are in place especially for RFPs

7) Work with internal stakeholders to review service agreement/contracts and prepare proposal for Management’s approval

8) Feedback on Terms and Conditions and ensure contracts are in place

a) Review of Contractual Terms and Conditions

b) Tighten the Terms and Conditions, where applicable

9) Monitor and maintain office supplies and equipment inventory.

Requirements:

1) Minimum Degree in Procurement/ Business Administration or related studies with 5 years of procurement experience

2) Has an eye for detail and possess a dynamic, committed attitude with strong sense of initiative

3) Able to work independently

4) Proficient in written and spoken English

5) Strong communication and negotiation skills

6) Proficient in MS Office (Word, Excel and Powerpoint)

7) Able to present on the Procurement Recommendations

8) Experienced in Procurement is required. Familiarity with vendors management process is a plus
