Key Responsibilities:

1. Payroll Management:Oversee and execute end-to-end payroll processes, ensuring accuracy, timeliness, and compliance with statutory requirements.
   Handle CPF submissions, IRAS tax filings, and other government-mandated reporting.
   Address payroll discrepancies and resolve employee queries.
   
2. Compliance and MOM Regulations:Ensure compliance with employment laws, MOM guidelines, and workplace safety requirements.
   Prepare and submit mandatory reports, including work pass applications and renewals.
   Conduct regular audits to ensure adherence to statutory obligations and company policies.
   
3. HR Policy Development:Develop, implement, and update HR policies and procedures in line with MOM regulations and industry best practices.
   Provide guidance to management and employees on labor laws and workplace standards.
   
4. Employee Relations and Engagement:Address employee grievances, mediate disputes, and foster a positive work environment.
   Conduct training sessions on compliance topics, including workplace ethics and safety.
   
5. HR Operations:Maintain and update employee records in compliance with data protection regulations.
   Support recruitment and onboarding processes, ensuring seamless integration of new hires.
   Monitor and manage leave, attendance, and benefits administration.
   

Requirements:

• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• Proven experience (3+ years) in HR management, with a focus on payroll and compliance.
• Strong knowledge of MOM regulations, employment laws, and statutory requirements in [specific country/region].
• Proficiency in HR software and payroll systems
• Excellent organizational, problem-solving, and communication skills.
• Ability to handle sensitive and confidential information with discretion.

Human Resources

• Develop and implement HR strategies and initiatives aligned with the overall business strategy and Bank’s values.
• Plan, coordinate and ensure the effective implementation of HR policies and procedures, adhering to legal and regulatory requirements
• Oversee the complete payroll cycle ensuring accurate and timely processing of wages, bonus, incentives, claims and deductions
• Manage all personnel matters, including employee welfare, attendance, leaves, discipline, benefits and compensation, training, claims and other HR administration functions
• Oversee recruitment processes, including sourcing, interviewing, and selecting candidates, including working with selected Recruiters
• Develop, review, and maintain the HR policies and procedures, Employee Handbook, and all HR forms/documents of the company to ensure that it meets the requirements of Employment Law
• Manage employee relations issues and address employee concerns and grievances, provide guidance and support to employees on HR-related issues

Administration

• Oversee overall general administration affairs of the Branch, including planning and coordinating administration procedures
• Oversee facilities services and maintenance, including renovation and improvement works. Responsible for management of office equipment and fixtures
• Responsible for management of general affairs contracts and monitoring of general affairs costs, including but not limited to contracts on maintenance, office rental, corporate insurance and procurement.
• Oversee general affairs, including stationery orders, office supplies, mails management, Head Office/SG Branch memo dissemination and visitors management
• Organize Branch Management meetings.
• Assist CEO on HR and general administration matters as assigned

Job Requirement

• Bachelor’s degree in human resources or related discipline preferred
• More than 10 years of HR Generalist and administration experience with at least 5 years in a leadership role in Banking or financial industry preferred
• Strong understanding of local employment law, compliance requirements and industry best practices are highly preferred.
• Ability to work in a fast-paced environment, multi-task and deliver within tight deadlines
• Possess good interpersonal skills, confidence and maturity to interact effectively with stakeholders and all levels of staff within the organization and within our Taiwan Head Office
