Responsibilities

ROLES AND RESPONSIBILITIES

A. Onboarding

We are looking for an experienced HR Manager to manage end-to-end HR operations and the full spectrum of HR functions.

This is a sole contributor role and the incumbent will be based in our office in Jurong East.

Job Responsibilities:

• Responsible for the full spectrum of HR functions.
• Implement and manage company policies and procedures according to the Management's direction.
• Provide HR support and recommendations to line managers in people and operational issues.

Duties/Responsibilities:

• Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

Manage the full spectrum of HR management functions (manpower planning, recruitment, onboarding, training & development, policies review, payroll verification, monthly HR reports, etc)
Handle the full spectrum of recruitment and hiring process of management staff and workers, including work pass matters
Provide HR direction and support to the management team
Plan, budget, and execute employee welfare program
Check, reconcile and validate to ensure all payroll transactions and claims are processed accurately and timely
Process accurate and timely reports for submission to IRAS, CPF, and other relevant authorities

3. Performance Management

• Manage the performance management process, facilitating goal-setting, appraisals, and development plans for staff.
• Identify training and development needs through performance assessments and collaborate with managers to implement development plans.

4. HR Administration and Operations

• Maintain accurate HR records, ensuring data privacy and compliance with data protection regulations.
• Oversee the processing of HR documentation, including employment contracts, job changes, and terminations.
• Continuously improve HR processes to enhance efficiency and service delivery to employees.

5. Compliance and Policy Development

• Ensure compliance with labour laws, banking regulations, and company policies, keeping up to date with relevant employment legislation.
• Develop, implement, and regularly review HR policies and procedures, promoting consistency and compliance throughout the organization.

6. Compensation, Benefits, and Payroll Processing

• Payroll Processing: Oversee the end-to-end payroll processing, ensuring accuracy, timeliness, and compliance with local tax and labor regulations.
• Manage employee benefits programs, including health insurance, retirement plans, and other perks.
• Conduct market research and benchmarking to ensure competitive compensation and benefits packages.
• Address employee inquiries regarding benefits and manage the annual benefits enrollment process.

7. Leadership and Team Development

• Provide leadership to the HR team, guiding and mentoring junior HR staff members to build their capabilities.
• Foster a collaborative and high-performing HR team environment, focusing on continuous improvement and professional growth.

Job Requirement

1. Minimum of 10 years of HR experience, with at least 3 years in a managerial role, within banking industry.
2. Proven expertise in talent acquisition, employee relations, performance management, and compliance within a highly regulated environment.
3. Strong knowledge of labour laws, HR policies, and best practices within the banking sector.

Requirements

• Diploma/Degree in Human Resource Management or Professional Certificate in Compensation & Benefits

• Min. 2 years of related working experience in construction sector

• Familiarity and experience working with Ministry of Manpower

• Team oriented with good time management skills and attention to detail
