Job Responsibilities

• Take on all aspects of hands-on HR duties, including employee recruitment, work pass application, payroll, compensation, employee benefits, etc.
• Review and propose improvement to the workflow and procedures. Propose, implement/improve, and maintain HR system data integrity.
• Support Directors to establish and upgrade HR system and policies and propose improvements thereof.
• Perform daily HR duties to cover the absence of other HR staff or subordinates.
• Ensure compliance with statutory reporting and filing requirements.
• Manage and allocate employee schedules for qualification renewal, training, health checkups, etc.
• Attend physical/on-line seminars to learn and collect up-to-date HR information and apply to MPCS HR system, as necessary.

Requirement

• Diploma/Degree in business, management or human resource discipline.
• A minimum of 3-5 year of dedicated HR role covering full HR spectrum.
• Proficient in Japanese language (JLPT N2 level). This position requires accurate and precise communication regarding HR matters with expatriates from Japan as well as Japanese-speaking counterparts such as multiple departments (HR, Finance, IR, Sales, Internal Audit) of the parent company in Japan, JCCI, JETRO, and recruitment agencies.

Job Responsibilities:

· Handle end-to-end processing of monthly payroll

· Process CPF, IR8A, IR21, NS make-up pay claim, Government-Paid Leave claim, and government grants

· Submit statutory report and survey to the authorities such as MOM surveys, wage surveys, etc

· Support Increment/Bonus Exercise

· Draft and prepare HR related letters (i.e. Disciplinary, Contracts, Confirmation, Extension of Probation, Promotion, etc.)

· Leave Administration

· Work closely with Operations and Finance department on payroll and billing matters

· Assist in Foreign Worker Levy matters

· Administer work injury compensation (WICA) matters (MOM iReport and claim submission)

· Process foreign worker medical insurance, public liability insurance and medical claims in a timely manner

· Maintain accurate HR database and update employee records in HR information system

· Follow up and ensure that all employees’ employment status is updated and processed timely

· Ensure all documentations are properly filed (i.e. P-Files, E-P Files)

· Design, implement, and manage employee engagement programs (i.e. employee communication platforms and activities, etc.)

· Work pass applications, renewals, cancellations, appeals, etc.

· Coordinate training and development need for employees

· Involve in ISO Audit Preparation and license renewals process

· Review work processes and standard of procedure (SOP) for HR Department

· Review all work done by HR and Admin team

· Assist in yearly performance appraisal exercise

· Administer new project preparation

· Prepare relevant reports for Management review

· Any other duties assigned

Job Requirements:

· Diploma in Human Resource Management and/or related field

· Minimum 2 years’ of experience in HR Function, preferably with payroll and WICA processing experience

· With strong analytical skill, integrity with strong sense of confidentiality

· Proficiency in HR information systems and payroll software

· Good knowledge of Employment Act, IRAS and MOM regulations and HR best practices

· Strong organizational and communication skills

· Ability to handle multiple tasks and prioritize effectively

· Attention to detail and accuracy in documentation

· Highly adaptable and able to perform a variety of fast and change assignments quickly on short notice

· Independent, proactive, and problem solver

· Meticulous and pleasant disposition

To support daily Finance and HR matters.

• AR duties – Assist to prepare invoices and timely update of incoming receipts in the accounting system. Prepare Ageing report and following up with customers on all outstanding payments.
• Assist to upkeep of fixed asset register.
• AP duties – Assist to post invoices, prepare payments, checking of cash claims and processing of payments.
• Assist in year-end audit process.
• Assist in month-end closing.
• Assist to perform stock-take and reconcile inventories.
• Assist in handling full spectrum of HR functions including recruitment & onboarding process.
• Assist in Compensation & Benefits administration.
• Assist in monthly payroll processing.
• Assist to administer work pass application.
• Assist to administer all government claims (Maternity leave, ns claim, Child-care leave claim etc)
• Ensure proper filing and maintenance of employees’ records etc.
• Any other responsibilities that may be assigned from time to time

EDUCATION

• Diploma in Accountancy / Human Resources or equivalent discipline

SKILLS, KNOWLEDGE AND RELEVANT EXPERIENCE

• Ability to multi-task and meet tight timelines.
• Meticulous and process-driven
• Minimum 2 to 3 years of relevant experience. Experience in the Healthcare/Retail industry will be advantageous.
• Proficient in both English and Chinese. Chinese is a must as the job requires communication with Chinese-speaking associates.
• Proficient in MS Office and familiar with Navision and Hyperion preferably
• Resourceful and independent with strong ability to work in a team.
