HR Recruitment and Administrative Work

• Recruitment: Managing the end-to-end recruitment process, including job postings, sourcing candidates, conducting interviews, and onboarding new hires.
• Administrative Work: Maintaining employee records, processing HR documentation, payroll processes and ensuring compliance with HR policies and regulations.

Rostering

• Scheduling: Developing and managing staff schedules for "My Queen," ensuring adequate coverage and meeting operational requirements.
• Flexibility: Adjusting rosters based on employee availability, workload demands, and unforeseen changes.
• Tracking: Monitoring attendance and leave for HCAs
• Communication: Providing timely updates and instructions to staff regarding their shifts.

Operational Matters

• Process Management: Overseeing day-to-day operations
• Problem Solving: Addressing and resolving operational issues in a timely manner.
• Collaboration: Coordinating with other departments to ensure smooth functioning operations.
• Procurement: Sourcing and purchasing goods and services
• Inventory Management: Tracking inventory levels / Conducting audits and addressing shortages promptly

Funding and Administration

• Funding Management: Researching funding opportunities and preparing proposals.
• Claim and Documentation: filing for claims, preparing and maintaining reports or records required for funding purposes.

Training Matters

• Training Coordination: Identifying training needs, organizing training sessions, and ensuring employees receive the necessary skills development.
• Compliance: Ensuring all training meets organizational standards and regulations.
• Evaluation: Measuring the effectiveness of training programs and making improvements as needed.

General Administration Work

• Office Management: Handling day-to-day administrative tasks such as correspondence, filing, and record keeping.
• Communication: Acting as a liaison between teams and stakeholders to ensure clear and efficient communication.
• Support: Providing general support to other departments or staff as needed.

Developing and implementing HR policies and procedures that align with the organization's goals and objectives

Managing the talent management process, including recruitment, selection, onboarding, and determining hiring processes for new hires

Designing interview questions, conducting interviews, and creating employment offers and packages for successful candidates

Be quite familiar and can handle all the duties concerning the foreign workers recruitment on MOM portal

Monitoring training needs and developing and managing employee training programs

Ensuring compliance with MOM labor laws and regulations, including health and safety rules

Managing employee compensation and benefits programs, including salary reviews and bonuses

Managing employee relations and conducting conflict management and resolution

Enforcing company policies and leading disciplinary procedures

Developing and managing performance management systems to track employee performance and conduct performance evaluations

Developing and implementing employee retention and employee engagement programs to increase employee retention

Streamlining the company’s business travel programs, including establishing a travel policy and implementing software that allows employees to self-book trips and produce travel reports

Conducting employee surveys and analyzing the results to identify opportunities for improvement

Engaging in project management to devise new HR strategies

Managing employee records and maintaining accurate and up-to-date HR databases

Developing and managing employee engagement initiatives to foster a positive work environment

Staying up-to-date with changes in MOM labor laws and regulations and updating HR policies and procedures

Managing HR budgets and providing reporting HR activities to the HR director and other senior managers

Providing guidance and support to managers and employees on HR-related issues

Basic accounting ability to be cooperative with the accounting department for workers payroll management.

Fluent in English and Mandarin.

Diploma or Degree on the related HR management and more than 4 years experience

• Recruits, interviews, hires, and trains new staff in the department.
• Oversees the daily workflow of the department.
• Provides constructive and timely performance evaluations.
• Handles discipline and termination of employees in accordance with company policies
• Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise.
• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
• Oversee and manage performance appraisal system that drives high performance.
• Creates learning and development programs and initiatives that provide internal development opportunities for employees.
• Carry out employee disciplinary meetings, terminations, and investigations.
• Maintains compliance with local employment laws and regulations and recommended best practices; reviews policies and practices to maintain compliance with local employment laws.
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
• Performs other duties as assigned by management.

Requirements:

• Bachelor's degree in human resources, Business Administration, or related field required.
• Minimum of 5 years of human resource management experience, preferably working in the construction industry.

• Excellent organizational skills and attention to detail.
• Strong analytical and problem-solving skills.
• Ability to prioritize tasks and to delegate them when appropriate.

• Proficient with Microsoft Office Suite or related software.
• Proficiency with or the ability to quickly learn the organizations HRIS and talent management.
