The HR & Admin Executive will ensure smooth operations by supporting the commercial diving business unit’s workforce needs, maintaining compliance with labor laws, and coordinating essential administrative activities to optimize productivity.

Key Responsibilities:

Human Resources Responsibilities:

1. Recruitment and Onboarding:
   • Assist in the recruitment process for divers, project managers, safety officers, and other key roles within the commercial diving business unit.
   • Post job advertisements, screen resumes, schedule interviews, and coordinate candidate selection.
   • Oversee the onboarding process, ensuring new employees are properly introduced to company olicies, safety standards, and job expectations.
2. Employee Records and Documentation:
   • Maintain and update employee records, including personal details, certifications, attendance, leave, and performance evaluations.
   • Ensure all employee documents comply with local labor laws and industry regulations.
3. Payroll and Benefits Administration:
   • Process and manage monthly payroll for the commercial diving business unit, ensuring accuracy in salary, overtime, and allowances.
   • Administer employee benefits, including leave requests, medical insurance, and other company-provided perks.
   • Ensure all payroll processes are compliant with the Ministry of Manpower (MOM) and other relevant regulatory bodies.
4. Employee Relations and Welfare:
   • Address employee inquiries and resolve issues related to HR policies, benefits, or workplace concerns.
   • Assist in handling disciplinary actions, grievance procedures, and conflict resolution.
   • Promote a positive work culture, focusing on employee welfare and maintaining high morale.
5. Training and Compliance:
   • Assist in organizing mandatory training programs for employees, including safety certifications, diving certifications (IMCA, ADCI), and other industry-specific training.
   • Ensure all employees are compliant with industry regulations and hold the necessary qualifications to perform their duties.

Administrative Responsibilities:

1. Office Management:
   • Oversee day-to-day office operations, ensuring smooth and efficient workflows.
   • Manage office supplies, equipment, and facilities to ensure the team has the resources required for their tasks.
   • Handle the scheduling of meetings, conferences, and appointments, ensuring effective time management.
2. Documentation and Reporting:
   • Assist in the preparation and management of company documentation, including contracts, employee records, and regulatory reports.
   • Prepare and maintain HR and administrative reports on recruitment, training, attendance, and payroll.
   • Ensure that all company documents are stored securely and comply with data protection regulations.
3. Coordination with Other Departments:
   • Work closely with the commercial diving operations and safety teams to ensure employee requirements are met in terms of training, certifications, and operational needs.
   • Coordinate administrative support for various projects, ensuring timely completion of tasks.
4. Compliance and Regulatory Support:
   • Stay up-to-date with relevant labor laws, industry standards, and safety regulations applicable to the commercial diving sector.
   • Ensure that the company complies with all local and international regulations concerning employee welfare, workplace safety, and employment standards.

General Administrative Support:

• Assist with invoicing, procurement, and other ad-hoc administrative tasks as needed.
• Maintain an organized filing system, both digitally and physically, to ensure easy access to important documents.

Required Skills and Qualifications:

• Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).
• Minimum of 2 years of experience in HR and administration, preferably in the marine, offshore, or commercial diving industries.
• Familiarity with HR processes such as recruitment, payroll, performance management, and employee relations.
• Strong understanding of local labor laws and employment regulations in Singapore.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and HR management software.
• Excellent organizational and multitasking abilities with attention to detail.
• Strong communication and interpersonal skills with the ability to interact effectively with employees at all levels.
• Knowledge of safety regulations and certifications related to the commercial diving industry is a plus.

Preferred Qualifications:

• Certification in HR or administration (e.g., SHRM, CIPD) is a plus.
• Experience working in a fast-paced, operational environment like offshore or commercial diving is advantageous.
• Knowledge of HR software systems such as payroll and employee management systems.

d. Employee Benefits and compensation are fair, and commensurate to employee performance. Manage the payroll and the timely and punctual issue of salary, allowance and claims.

e. Manage all personnel matters such as Recruitment, Training, Leave, Payroll, Grants, and other benefits.

f. Make a conducive workplace environment with good management for cleanliness and upkeep of the workplace; managing the cleaning schedule for the general office and pantry. Responsible for general office cleanliness and its upkeep, supervise and be responsible for the outcome of the company cleaners

g. Look after employee welfare through events, group buys, celebratory events. Constantly improving these for the good of the employees. Purchasing the replenishments of office stationery and pantry refreshments. Regularly plan fun & active company recreational activities such as outings, meals, birthday celebrations, trips, etc.

5. To manage the full HR Functions in its full spectrum

a. Manage and Maintain the digital HR system (Infotech) for the company. Be the competent person and provide in-house training for managers and employees as required.

b. Liaise with external agencies viz. JTC, IRAS, CPF, MOM, Banks, Corporate Secretary, Company Auditor, Non-Executive Directors as may be required.

c. Manage all MOM related issues (Application, Renewal of all passes)

d. Manage the Control Card Access & Email addresse.

e. Manage all company insurances including for assets.

f. Function as the focal point for all external communication (fax, email, mail and courier services).

g. Manage all Employee exit interviews.

h. Execute tasks to raise Employee happiness and Morale as mentioned above , implied or otherwise.

6. Perform other related duties as instructed by the CEO (or through the General Manager) from time to time.

General HR and administrative matters:

Develop clear understanding of business needs and objectives, to provide effective HR solutions to support the achievement of business objections of the various departments in the organization.

Performance Management:

To provide advice and guidance to line management on performance management related matters. To process performance appraisal exercises, mass salary reviews, year-end bonus exercises etc.

Recruitment and Selection:

To establish internal hiring and recruiting practices and to liaise with various project, department as well as the management on the recruitment needs. Understand the hiring requirements and manage the end-to-end recruitment process, candidate screening, selection, offers, onboarding and offboarding matters.

Payroll matters:

To establish and well organize the filing system of the master list of the employees. Administer payroll, benefits and leave management with precision and efficiency. To ensure the Company is fully compliance with labor laws and internal policies, addressing any discrepancies proactively.

Work pass application, Monthly CPF submission, IRAS 21 tax clearance, NS leave claim etc. matters.

Benefits and Compensation:

Manage and process employee welfare benefits, medical insurance. Ensuring all compensation and benefits strategies remains relevant and competitive while maintaining internal equity.

Employees Relations and Engagement:

Drive and coordinate employee engagement and wellness activities.

Plan and coordinate Company events, enhancing team collaboration and engagement.

Manage and resolve employee relation issues and disciplinary actions as wells as address grievances, fostering a positive and compliant work environment.

Learning and Training Development:

Talent Management and succession plans. To develop HR plans and initiatives and to support achievement of business objections of the various departments in the organization.

Oversee the entire training and development functions. Develop and implement learning and development programs to foster and facilitate ongoing learning and skills improvement of the employees.

Analysis in-house training, on the jobs training to internal employees.

Employment Practice & Regulations:

Tripartite Standards Introduction, Grievance Handling, Disciplinary Actions and Dismissals, Conflict of Interest.

Good working knowledge of employment regulations and HR best practices.

ISO45001 and bizSAFE Star, BCA work head CRS contractor registration system SY08 L6, ME11 L1 application and renewal matters. To assist with corporate service provider to submit the statutory declaration, Company ACRA Annual return filing, register of controllers etc.

JOB REQUIREMENTS:

• Candidate must possess at least Diploma/Bachelor's Degree/Post Graduate Diploma/Professional Degree, major in Human Resources Management or Business Administration Management or equivalent.
• At least 3-5 Year(s) of working experience in the related field is required for this position.
• Required language(s): English, Mandarin fluency in written and spoken (to coordinate with the Chinese speaking client, supplier, HQ Colleague etc.)
• Required skill(s): MS Office.
