Assists the Operations Manager in the overall management of the Building Services & Tenant Management (BSTM) operations of One Raffles Place to surpass Grade A office building standards.
Responsibilities:
- Assists to develop plans and manage daily operations for One Raffles Place to ensure excellent standards are achieved and requirements are met according to agreed service levels.
- Assists to develop policies to improve operational efficiency and productivity.
- Assists to develop and improve SOPs and departmental BCP.
- Assists to ensure effective communication within the team and with internal/external stakeholders to achieve their assigned KPIs.
- Assists to review contracts' specifications to ensure cost effectiveness and competitiveness.
- Assists to manage capital replacement works, asset enhancement initiatives and maintenance repair/replacement whenever assigned.
- Assists to liaise with government authorities and consultants on regulatory requirements.
- Assists to ensure compliance with building and statutory requirements/regulations.
- Assists to ensure safety and health procedures are in place according to WSH Act and other prevailing laws/regulations.
- Assists to prepare budgets for OPEX/CAPEX works and manage the annual maintenance/expenditure within approved budget.
- Assists to prepare and conduct tender exercises for OPEX/CAPEX works such as replacement, upgrading or redevelopment works and manage such works according to timelines.
- Assists to prepare and draft approval papers for OPEX/CAPEX requests.
- Assists to manage service providers and their processes that support the core business of the organization.
- Assists to manage the work quality of service providers and ensure a high standard of maintenance, operational efficiency of the buildings is achieved at the agreed service levels.
- Administers all contractual obligations and timely renewal of maintenance contracts.
- Assists to plan and organise preventive maintenance for all facilities-related works.
- Assists to identify defects or irregularities and ensure completion of rectification works thereafter.
- Assists to plan building inspections.
- Assists to develop facilities-related emergency plans.
- Assists to plan building improvement strategies, propose rectification & preventive works/programmes for the building and champion ad-hoc projects whenever required.
- Assists to develop, improve and maintain the Fit-Out Guide.
- Assists to manage and attend to tenants’ services requirements.
- Assists to plan tenancy-related works, e.g. fit-out, additions & alternations, reinstatement, moving in/out, etc.
- Assists to ensure effective and efficient coordination with other departments for all sub-division or tenancy improvement works for retail and office units.
- Assists to ensure proper handing over and taking over of premises to/from tenants with proper documentations and as-built drawings.
- Assists to ensure building records are maintained and updated.
- Assists to manage the tenant survey process.
Requirements:
- Degree in Facilities Management with at least 3 years of supervisory experience in Grade A office buildings.
- Competent in reading and understanding technical/structural drawings, e.g. as-built drawing.
- Experience in sustainability practices, Green Mark Accredited Professional.
- Strong written and verbal communication skills.
- Good knowledge of statutory requirements/codes of practice on building services, facility operations, maintenance and safety.
- Preferably able to start work within short notice.
