Human Resource Management:

· Manage recruitment activities, including job postings, interviews, and candidate selection.

· Oversee employee onboarding and orientation programs.

· Address employee grievances, promote a positive workplace culture, and handle disciplinary actions.

· Ensure accurate payroll processing and maintain historical salary records.

· Administer employee benefits, manage leave policies, and process statutory claims (e.g., maternity, childcare leave, paternity, NSmen).

· Develop, update, and enforce HR policies and procedures in compliance with labor laws.

· Prepare and submit IR21 tax declarations for departing employees.

Office Management:

· Supervise daily office operations and ensure smooth workflows.

· Manage office supplies, facilities, and vendor contracts.

· Act as a liaison between departments to improve operational efficiency.

· Organize meetings, events, and company-wide initiatives.

· Oversee workplace safety, implement health and safety protocols, and address emergencies.

· Handle office maintenance and facility-related issues.

ERP System and IT Support:

· Monitor in-house ERP system performance, ensure data integrity, and maintain system functionality.

· Troubleshoot ERP issues and coordinate with the system provider for prompt resolution.

· Perform basic IT troubleshooting for office systems and equipment.

Monday - Friday 8:30am -5:30pm

Advise on work permits, visa and documentation required for international workforce. Analyse assessment effectiveness. Analyse various sourcing approaches and tools.

Attend recruitment events to seek interest from external talent pools. Communicate employment offers to candidates. Conduct background search of job applicants to identify any critical issues.

Conduct reference document authenticity checks on the candidates. Deliver orientation briefings and programmes for new hires. Determine effects of current and future needs on hiring requirements.

Develop content for new hire orientation programmes. Develop hiring collaterals based on organisation's Employee Value Proposition. Develop new hires information packs for new employees.

Implement Standard Operating Procedures (SOPs) in selection, assessment and hiring, in accordance with fair employment practices. Implement talent outreach plans. Manage external stakeholders and vendors involved in the sourcing of talent.

Negotiate terms and conditions of offer to selected candidates within standard operating Guidelines. Propose assessment tools to be used for selection.

Propose improvements to the sourcing processes. Review opportunities to convert potential employees into new hires. Shortlist candidates for hiring managers based on assessment results.

Analyse data gathered from line managers on competencies required and gaps identified. Analyse employee participation rate. Analyse evaluation scores and effectiveness of learning programmes. Analyse external vendors' learning course content, checking for suitability to meet training needs.

Audit completion of mandated learning courses, and identify lapses for enhancements. Communicate developed learning courses' schedule and objectives to employees. Develop post-learning feedback forms using learning systems. Evaluate business impact of investing in learning needs.

Facilitate payments to vendors. Focus on learning needs based on current and future business requirements. Include profiling tools into the learning needs analysis process. Liaise with internal trainers and external vendors for scheduling and conducting courses.

Liaise with trainers on resources and logistical arrangements. Manage virtual learning community platforms. Monitor budgets and grant schemes for learning programmes. Refresh e-learning content.

Select suitable trainers in consultation with business units. Support development of materials with content experts for learning programmes following Technical and Generic Skills and Competencies (TSCs and GSCs) of the Skills Frameworks. Track the usage of technology in learning programmes. Work with business units to develop business case course content when necessary.

insurance claims.

11, Attend to Governmental Agencies survey, e.g., MOM HR survey,

BCA, etc.

12, Handle worker's accommodation such as dormitory rental

contract, check in & out and all related matters.

13, Any other ad-hoc duties which may be assigned.

Qualifications:

● Experience in the construction sector or recruitment sector with

knowledge of local and foreign labour laws and regulations is an

added advantage.

● Ability to multitask, prioritize work, and manage workloads

independently.

● Strong attention to detail, adaptability, and integrity.

● Strong knowledge of Singapore employment legislation and HR best

practices.

● Excellent interpersonal skills to collaborate with internal and external

stakeholders.
