About the role

This role will develop and drive people strategies for all of our businesses in Singapore. They will be part of the Singapore Leadership Team as well as a valuable member of a regional South Asia Pacific HR Leadership team.

Key Responsibilities:

As a Senior Manager, Human Resources, you’ll be responsible for:

• Partnering with leadership teams to develop key strategies and objectives for the organization, ensuring that the HR initiatives and programs are clearly aligned with business priorities.
• Lead the organization change management process in response to business strategies.

HOW WILL YOU EXPERIENCE SUCCESS WITH US?

What skills do you need to succeed:

• At least 12 years of working experience in HR, with significant leadership track record in big MNCs - ideally in an international, fast-paced environment (e.g. consumer goods, technology, retail or creative industries with a matrix organization).
• Proven leadership capabilities and create a cohesive team environment in a multi-market sub-region, also in virtual, remote settings.
• An eye for talent and the capability to build and develop talent pipeline.

What you will be working on

As a member of the Governance & Resource Planning section, you are responsible for devising operational strategies, engaging with external stakeholders on strategic issues, and developing and implementing a robust resource management framework.

In this role, you will:

• Formulate and implement operational strategies that align with organisational goals and engage external stakeholders on critical strategic issues related to healthcare financing.
• Collaborate with stakeholders to design and deploy an effective resource management framework, including processes and standard operating procedures (SOPs) that enhance operational efficiency.
• Develop and implement necessary legislative and governance structures to support healthcare financing schemes administrated by CPF Board.
• Plan, manage, and execute cross-functional projects that impact the administration and optimisation of healthcare financing schemes.
• Provide secretariat support for relevant committees, including coordination of meetings, preparation of agendas and minutes, and management of various reports, audits, and submissions.
• Build and maintain relationships with both internal and external stakeholders to facilitate effective collaboration and communication.

What we are looking for

• Relevant experience in governance, resource planning, or project management, with a strong track record in healthcare finance or public sector administration preferred.
• Experience in data analytics and proficiency in statistical and visualisation tools such as Power BI, Tableau, R, or Python will be advantageous.
• Experience in developing and implementing resource management frameworks and SOPs preferred
• Good project management skills with the ability to handle multiple cross-functional projects.
• Good analytical and numeracy skills
• Good communication and stakeholder engagement skills.

The seniority of appointment and actual corporate job title will commensurate with individual work experiences.

Position is on a 1-year full-time contract directly under the payroll of CPF Board with an option to renew, contingent upon confirmation and subject to organisational needs.Additionally, there is potential for emplacement into a permanent position.

JOB DESCRIPTION

You will develop and drive people strategies for Singapore and SEA, covering multiple businesses including TVD, UPI, Networks & DTC and other businesses on site. You will partner closely with key executives to cultivate an inclusive, positive and productive workplace culture; identify, develop and retain talents; create and implement local employee experiences and learning & development initiatives. You will report to Vice President, Human Resources APAC and partner closely with broader HR community as well as business leaders in Singapore and SEA.

Key Responsibilities:

Strategies

• Partnering with senior leaderships teams to develop key people strategies and objectives for the organization, ensuring that the HR initiatives and programs are clearly aligned with business priorities.
• Participate in and be a thoughtful contributor at key senior management meetings and provide HR input for strategic business projects and long-term planning and budgeting processes.

Talent

• Partner with TA team to ensure timely supply of quality talents to meet business needs.
• Play a leading role in key HR processes including talent review, compensation, performance management, talent planning etc.

• Provide HR leadership and coaching to employees and managers regarding employee relations issues. Ensure prompt and effective management of employee relations issues and grievances.
• Offer guidance and counseling to employees and managers concerning work-related issues and work to resolve issues in a proactive and positive manner.
• Manage and communicate HR policies; develop and implement HR practices and procedures aligned to meet the needs of the business. Ensure compliance with relevant local laws.
• Work with leaders and employees to establish and maintain a positive work environment which encourages the full use of the organization’s diverse talents and abilities.
• Create and execute on Employee Survey action plans and engagement and communications activities.

QUALIFICATIONS

Basic Requirements:

• Must be willing and eligible to work in Singapore.

• Thorough understanding and significant experience of employment law in Singapore/SEA region and experience in change management.
