• Develop, review and update hospital's data-related policies to ensure alignment with Ministry of Health’s (MOH) and National Healthcare Group’s (NHG) data policies (e.g., MOH’s HealthTech Instruction Manual - Data Management (HIM-DM) and NHG Data Access & Sharing Policy).
• Oversee the management and maintenance of Platform for one-stop request in hospital (PorT) to facilitate data requests by hospital and NHG staff. Put in place protocol that complies with relevant data access, sharing, and security policies.
• Serve as a point-of-contact to liaise with other NHG institutions’ DXOs and external parties for data request as well as to contribute to NHG’s analytics and digitalization effort.
• Develop and implement proper data assets management standard operating procedures and workflows across the Data Life Cycle from data acquisition, fusion, access and distribution, to disposal (e.g. tracking and maintaining registries of data access, monitoring of data handling and disposal processes).
• Collaborate with relevant departments/units to build staff literacy, competency, capabilities, and knowledge in safe, efficient, and effective data exploitation and management on various platforms such as Oracle OBIEE/OAS, SharePoint, NGEMR, etc.
• Oversee the secretariat support for departmental and hospital working committees to support hospital’s digital transformation agenda and build communities of practice to share knowledge and best practices (e.g. Data Management Working Committee (DMWC) and Artificial Intelligence and Data Analytics (AiDA) Digital Innovation Technologies (DIT) committee).
• Lead change management, engagements, and communications with different levels of stakeholders, on issues pertaining to data management, data sharing, and data exploitation.

The ideal candidate will need to have the following qualities and experience:

• Degree in Computer Science, Computer Engineering, Computing in Information Systems, Information Management or Management Information Systems or related fields
• At least 5 years of relevant working experience in business data management and governance with experience in developing data strategy as a strong advantage
• Experience in handling compliance reviews or overseeing data management / IT systems is preferred
• Experience in data analytics is an added advantage
• Possess strong data and technological knowledge, covering recent topics such as data governance, data policies and data domains.
• Familiarity with public healthcare operations with working knowledge of data management, handling, and governance, and the regulatory requirements pertaining to the usage and sharing of data will be an added advantage

Role Summary:

The Infrastructure Project Manager is responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle.

Responsibilities:

• Develop full-scale project plans and associated communication documents
• Effectively communicate project expectations to project team members and stakeholders in a timely and clear fashion.
• Estimate the participants needed to achieve project goals.
• Set and continually manage project expectations with team members and other stakeholders.
• Identify and manage project dependencies and critical path.
• Plan and schedule project timelines and milestones using appropriate tools.
• Develop and deliver progress reports, proposals, requirements documentation, and presentations.
• Coordinate with all the Technical SMEs, PMs and vendors
• Raise appropriate Changes, Service request and Incidents required for project execution.
• Arrange appropriate downtime with Client PMs and stakeholders
• Manage the overall Infrastructure projects
• Effectively manage communications to all the stakeholders and owners before any scheduled change.
• Participate in Major Infrastructure weekends and client communication calls.
• Attend, including chairing where appropriate, all the Project Management and Client technical meetings.

Qualifications And Key Technical Skills:

• Bachelor’s Degree or equivalent education and/or work experience.
• 6+ years direct work experience in a project management capacity, including all aspects of process development and execution.
• Demonstrable experience of large scale Sever, Storage or any other Data Centre infrastructure migrations.
• PMP or Prince2 certified or any other relevant PM certification.
• Knowledge of ITSM tools and have prior experience in managing changes.

Below Skills/experience will be an advantage:

• Understanding of core IT protocols and systems (virtualization, servers, networks, storage, databases, data centers, and security).
• ITILv4 Certification.
• Banking/Finance IT domain experience.
