1. Reporting to the Vice President, Human Resources, this generalist role will be responsible for managing the full spectrum of HR and end-to-end employee lifecycle processes.
2. Partner Business Units to advise stakeholders and support in HR matters, such as manpower planning and budgeting, recruitment, remuneration, performance and talent management, learning and development, disciplinary and grievances etc.
3. Support in developing, reviewing and updating of HR policies. Keep abreast of HR regulations and best market practices, to recommend enhancement of practices and streamlining of processes.
4. Plan and lead in driving employee engagement programs and events to promote a positive and inclusive workplace culture.
5. Oversee the assessment of learning and development needs, and administration of training budget and course registrations.
6. Lead in HR System and maintain accurate HR reports, records and documentation. Conduct data analysis to identify trends and insights to support decision making and reviews.
7. Lead and manage office administration, which includes office planning, employee travel management, procurement of office stationery, equipment and other supplies etc.
8. Support in other relevant duties as assigned.

• Degree in HR, Business or related discipline.
• Minimum 7 years of relevant experience. Prior experience from public sector will be an added advantage.

What you will be working on

In this role, you will:

• Partner business stakeholders through a proactive and consultative approach in various strategic HR areas (onboarding, development, engagement, retention, disability inclusion), and collaborate with HR counterparts on the implementation of solutions and employee communication.
• Support officers through the employee life cycle from onboarding, deployment, development, and off-boarding, and offer professional advice on HR policies, initiatives, and processes as well as employee well-being support.
• Establish a strong partnership and engagement with the core management team to develop HR strategies that support achieving organisational goals, as well as to improve work relationships and build morale to improve productivity and retention of officers.
• Manage specific projects as determined in the annual business and HR strategic plan (e.g.,strategic workforce planning), and contribute to functional and cross-functional initiatives.
• Apply frameworks, tools, and techniques to diagnose issues and co-develop solutions that ensure buy-in from senior leaders and other stakeholders (including sharing relevant practices in the market and data analytics/insights).
• Be an effective people catalyst between the business and HR, and forge trusted partnerships via the development and communication of the organisation’s strategies and policies to officers with proper feedback channels.

What you will be doing :

• Recruitment & Selection: Drive continuous improvement and consistency to strengthen partnerships with local HR Business Partner & COE teams, and improve visibility and collaboration. Ensure effective recruitment solutions are delivered within agreed upon time frames and cost. This will include recruitment solutions and transitions for new client accounts to deliver required headcount.
• Ensure global platforms and careers portal are effectively leveraged. Proactively promote Cushman & Wakefield's Brand & EVP to attract and retain our top talent, critical to our ongoing success.

• HR Systems and Technology: Work closely with the HR Operations COE, Global Technology team to leverage technology platforms (Workday, Phenom People, LinkedIn, and other HR related business applications such as the internal and external websites and external job and careers sites) to deliver value to business leaders and individuals using simple, streamlined processes. Provide ongoing education to HR teams, business leaders and individuals to maximize the value they receive from HR technology so that the platforms are business enablers, not obstacles.
• Governance & Compliance: Effectively anticipate and manage risks associated with people and take a holistic approach to proactively audit and monitor HR systems and processes for compliance and consistency with relation to legislation and global requirements. Including the DOA (Delegations of Authority) is followed for all Employment related activities.
• Reporting: Ensure high confidence in TA metrics through effective requisition management and governance activities. This includes ensuring the metrics accurately reflects the recruiting activities, and placing requisitions on hold or closing them if the hiring manager is not ready to engage.
• Financial Stewardship: Be effective in utilizing various tools and vendors to deliver on cost effective and efficient recruitment services.

About You:

• Bachelor’s degree required, preferably in business or human resources.
• Minimum of 4 years of Talent Acquisition experience in an in-house or RPO environment, ideally within a high-volume hiring environment
• Industry knowledge of Commercial Real Estate / Facilities management and experience in Singapore is preferred
• Knowledge of full-cycle recruiting and employer branding techniques, familiarity with a variety of different selection methods (interviews, assignments, psychological test etc.) is advantageous
• Demonstrated ability in implementing recruitment and selection management programs to support business strategy and provide efficient and effective services to secure talent. Partnering and working with a variety of human resources centers of excellence and local recruitment teams
• Experience in using WorkDay or Phenom CRM preferred

POSITION DESCRIPTION AND RESPONSIBILITIES

• Assist the HR Manager for the full spectrum of human resource and administration functions which include recruitment, staffing, performance evaluations, onboarding and offboarding.
• Perform day-to-day operations of HR function and work according to company policies and SOP.
• Handle work passes related issues such as application, renewal, cancellation, expiration, follow up with medical check-ups, updating information to MOM etc.

ROLE SUMMARY

The Human Resources Executive supports all aspects of the HR Department. He/She must possess strong HR generalist competencies and be the go-to person for all employee-related issues.

This job position is important to the College’s educational success as faculty and staff are our most important assets. Influencing a cohesive and productive workplace and promoting the College’s values where everyone works to realize the College’s established mission and objectives is key.

The scope of work will involve administering the full spectrum of HR’s day-to-day functions and support the HR Leader/s in strategic HR management, organization development and HR relationships with internal and external stakeholders. Coordination of schedules and general admin support to the Key Leadership are also part of the responsibilities from time to time.

KEY FUNCTIONAL RESPONSIBILITIES

· Proactively keeps up to date with the regular changes in labour regulations and HR practices/new ideas to ensure the HR policies and procedures are well communicated and in compliance with labour laws.

· Builds relations with and supports employees in relation to work visas, contracts, family relocation, insurance etc matters with empathy.

· Update and maintain all HR digital files, drives and records are kept meticulously and confidentiality is not compromised.

· Coordinates and supports the complete talent acquisition process cycle ensuring all necessary documents, checks, compliance and announcements are followed through for on & off-boarding with proper processes, digital filing and records.

· Prepares and submits all claims and monitor employee entitlements with clear records and tracking reports eg L&D applications, leave, medical, insurance etc.

· Source and coordinates staff activities, programs and vendors that support and encourage employee engagement and communication eg prayer meetings, new employee/farewell gatherings, mental wellness, staff retreat, L&D talks/workshops, fund raising, volunteers engagement etc.

· Support HR administration for HR systems, government funding initiatives, various applications for work visas, statutory regulations, HR calendar, recruitment drive, College events, annual appraisal, operations safety and crisis management etc.

· Update and coordinate HR reports, data and trends research, grants and funding opportunities that benefit the College

· Performs other duties/projects as assigned.

PRE-REQUISITES

Education and Experience

· Singaporean or Singapore PR only.

· Diploma or Bachelor’s degree in Human Resources, Business Administration or related field.

· A minimum of 2 years of human resource practitioner experience is preferred but fresh grads who desires to be trained are welcome.
