Chinese Restaurant in Ang Mo Kio looking for Part Time Human Resource & Administrative Executive

1. Ensure day to day and end to end management of HR functions which include recruitment, payroll, staff training, employee benefits, CPF contributions, leave administration, MOM rulings, Year end IR8A, IR21 submission and all HR related duties.
2. Good understanding of MOM, CPF, IRAS and other Government agency policies related to HR.
3. Familiar with MOM quarterly survey and OED submission.
4. Develop a well-managed HR department with good HR practices.
5. Maintain human resource records by designing an effective filing and retrieval system, keeping past and current records.
6. Prepare monthly payroll reports.
7. Application, renewal and cancellation of work passes.
8. Knowledge of group insurance
9. Familiar with HRIS System
10. Proficient in Microsoft Excel & Word
11. Able to read, speak and write Mandarin
12. Any other duties as and assigned.

Job Description

• Ensure Legal and Statutory Compliance: Oversee compliance with legal regulations (e.g., MOM, RBA) and ensure adherence to headquarters' requirements in the C&B function.
• Competitive Compensation: Conduct benchmarking exercises to ensure compensation packages are competitive with companies in the manufacturing, contract manufacturing, and semiconductor industries.
• Merit and Appraisal Process: Plan, oversee, and ensure timely execution of annual merit increments and employee appraisals.
• Salary Adjustments and Promotions: Propose competitive compensation packages for salary adjustments, promotions, and employee upgrades.
• Bonus Planning and Execution: Lead bonus planning and ensure payouts are in line with guidelines and approved budgets.
• Annual Budgeting: Drive participation in the annual budgeting process for compensation and benefits.
• Stay Current on Market and Regulatory Changes: Keep updated on market trends and changes in government regulations that affect compensation and benefits systems.
• HR Procedures and Documentation: Develop and maintain HR procedures and documentation related to compensation and benefits.
• HRI and HRMC Liaison: Serve as a liaison between HRI and HRMC for compensation and benefits-related matters.
• Continuous Improvement: Lead continuous improvement initiatives and HR projects to enhance processes and systems.

Training and Development

1. Guide HR Administrator: Provide support and guidance to HR Administrators on training and development matters.
2. Training Needs Assessment: Oversee the identification and assessment of employee training needs to support career development and meet business goals.
3. Program Sourcing and Recommendations: Identify, recommend, and source training programs based on competency models and organizational needs.
4. Internal Consultant for Learning Solutions: Act as an internal consultant to design and implement learning and development solutions.

Job Requirements

• Educational Qualifications: Degree in Human Resource Management or a related field.
• Experience: Minimum 5 years in a managerial role, preferably within a manufacturing environment.
• Knowledge: Strong knowledge of Singapore’s employment laws, regulations, HR best practices, C&B analysis, and training functions.
• Skills: Excellent analytical, interpersonal, and communication skills (both oral and written).
• Attributes: Detail-oriented, adaptable, positive attitude, hands-on, and capable of engaging teams. Experience with Responsible Business Alliance (RBA) requirements is a plus.

Human Resource (HR)

- Determine, plan and hire for company's human resource requirements including being involved in the recruitment, interviewing and training of new staff across the company

- Structure and provide constructive and timely performance evaluations

- Consult and provide recommendations to management for strategic planning, including monitoring trends and analyse data relating to human resource deployment and performance

- Identify and groom individuals with leadership potential and path growth planning for the Company

- Optimise job scopes to ensure productivity and engagement for all staff

- Administer and execute routine and extraordinary tasks in management of human resources of the Company including but not limited to, attendance and leave tracking, appraisals, payroll, accommodating delicate circumstances, providing reasonable accommodations, investigating allegations of wrongdoing, termination of staff and formulation of policies

- Identify and formulate policies in compliance with local labour laws

- To carry out duties and responsibilities as may be assigned to you.

Operations (OPS)

- Oversee day-to-day operations and to assist in resolving issues in a proper and timely manner

- Consult and provide recommendations to management for strategic planning, monitors trends via data analysis for the daily operations and future projects

- Identify and formulate policies and workflows, thereafter enforcing and overseeing staff’s compliance

- Create protocols and assist with primary recovery in cases of customer complaints / dissatisfaction

- To coordinate and work with the stakeholders

- To carry out duties and responsibilities as may be assigned to you

REQUIREMENTS

- Strong organizational, follow-up and excellent communication

- Have basic/intermediate experience in working with Excel or Google Sheet

- Able to work independently and in a team, willing to take on ad-hoc duties as assigned by the Director / Managing Director

- Previous experience in human resource, operational support and/or change management will be an added advantage
