Job Description & Requirements
A medium size SME looking for an experienced HR Professional to lead and guide a team of HR personnel in its day-to-day operation.
Role Objectives: -
This incumbent is responsible for the full spectrum of HR functions from resource management (ie full suite, both onboarding and offboarding), payroll for a large number of non-executive personnel, compensation and benefits management, HR administration, policies, and procedures to HR system integration.
Responsibilities: -
- Manpower planning – leading a team of Recruiters in the planning, and execution of recruitment plans & processes to attract, hire, develop and retain the right resources to meet the Company’s operational demands.
- Handling all HR reports such as manpower reports, recruitment reports and vacancy reports including employment quota and all work pass-related issues.
- Oversee payroll administration.
- Develop and implement competitive Compensation & Benefits plans.
- Design and implement sound policies and procedures to promote a healthy work environment and proper governance.
- Support and suggest improvements and ensure full compliance in all Company’s HR practices.
- Monitor HR-related metrics such as cost per hire and turnover rates, and budgets and recommend corrective actions.
- Conduct internal checks on the health of the Company’s human resources, and recommend and coordinate employees’ training and development initiatives.
- Addresses employees’ grievances, and health & safety needs. Ensure all basic essential insurance coverages are in place and effectively administered.
- Ensure proper record-keeping and data-processing procedures are in place to comply with regulatory requirements
- Any other responsibilities or projects assigned by management.
Requirements: -
- Degree in Business Administration, preferably major in Human Resources Management or its equivalent
- Minimum 5 - 8 years of extensive HR experience as a Human Resources Manager or its equivalent.
- Effective leadership, someone who is hands-on, especially in manpower planning and resourcing of non-executive personnel.
- Sound knowledge of the local Employment Act, Industrial Relations Act, Workmen Compensation, and all other related legislation.
- Experienced and familiar with the Progressive Wage Model scheme, HRIS, and payroll management systems.
- Experience in payroll outsourcing management or its equivalent
- Experience in designing and implementing compensation and benefits programs
- Excellent communication skills both written and spoken
- Excellent interpersonal skills with strong employee service focus and aptitude with a passion for continuous improvement
