Mondays to Fridays from 9 am to 6 pm, including a one-hour lunch break.

The client practices flexi-hours, which entitles you to start earlier or later or take more or longer breaks. Under normal circumstances, you are allowed to work 100% from home. Occasionally, you may be required to go to the office for meetings or conduct training if you are deemed to be consistently performing poorly.

Responsibilities

Oversee the full spectrum of assurance client portfolios. The ideal candidate is single-minded in their pursuit of ensuring compliance and ethical behaviour. They achieve this goal through optimizing reporting procedures and driving the successful function of the audit team.

• Manage a portfolio of assurance clients.
• Developing new client relationships to ensure business growth.
• Responsible for audit engagements and ensuring quality complies with professional standards and requirements, delivery, and budget, including billings and payment collection control.
• Possesses and conformance with up-to-date technical knowledge of auditing, IT, and accounting.
• Coach and develop people by sharing knowledge with team members and helping team members attain experiences that cultivate technical competencies.
• Actively impart technical skills to team members through on-the-job training (OJT), constantly check on the team's performance and try to resolve any discrepancies.
• Manage multiple engagements concurrently with various teams to efficiently meet client deadlines.
• Ensure that auditing functions are completed in a professional manner and on the given time.
• Collaborate and communicate with the respective partners on client issue resolution and make recommendations for any legal, regulatory, and accounting issues that arise during an audit engagement.
• Conduct internal training for assurance and other departments on SSA, SSQM and FRS when required.

Requirements

• Must possess a Practice Certificate and be registered as a Public Accountant with ACRA (Accounting and Corporate Regulatory Authority).
• Must hold the Chartered Accountant (CA Singapore) designation and be a member of the Institute of Singapore Chartered Accountants (ISCA).
• Proven track record in auditing Singapore-incorporated companies, demonstrating deep knowledge of relevant regulations and standards.
• The ability to sign an audit report is required for this position.

About the Department:

The Group Finance Corporate Services (GFCS) has established a Business Risk & Control Management (BRCM) function to strengthen its operational risk management practices. A critical part of the BRCM mandate is to conduct independent control testing on key processes, identifying issues early and enhancing operational controls as needed. Contract resources are required to perform this control testing on a periodic basis (monthly/quarterly) and to provide findings and recommendations to GFCS BRCM and stakeholders for implementation.

What we are looking for:

1. Corporate Training & Development:

Perform independent testing to assess if controls are operating as intended.

Document samples, test steps, results, and findings.

Monitor the progress of action plans and report to BRCM.

Work closely with Country BRCM to roll out independent assurance reviews, incident escalation reporting, and operational risk programs to ensure compliance with related Group policies.

Organize and support the delivery of GFCS people development and engagement agenda, including the Finance Academy, conference/town hall/staff engagement events and activities, staff communications/newsletters, and related business management and ad-hoc activities under the Group CFO Office.

Support the GFCS BRCM team to deliver operational risk management book-of-work, including risk culture reporting & communications, independent assurance review and control testing, action-plan progress tracking and other related responsibilities.

Job Requirements:

Bachelor’s degree in Human Resources, Training & Development, Business Administration, or a related field.

Proven work experience as a Corporate Trainer or in a similar role.

Responsibilities:

• Overall accountable and responsible for delivery of testing services one or more applications and/or projects for Retail Banking
• Manage and oversee the day-to-day delivery of test services by Bank appointed vendors in the conduct of testing ; Ensure communications with country team for testing and status reporting, conversing in Vietnamese language
• Works with the testing service providers and other BANKSstakeholders both group (SG) and country (Vietnam) to review, provide feedback and sign off on the test strategy, test plans and other test service providers’ artefacts for the testing service delivery.
• Coordinates with the Test Governance team to ensure adoption of testing methods, standards and tools, and to coordinate any health checks or audits.
• Ensures that any changes to the scope of services are communicated to the respective test service providers and the impact is factored into the plan.
• Engages with various BANKS stakeholders (including but not limited to, application, security, infrastructure, business), testing service providers to ensure testing services meet the banks’ objectives and demand.
• Act as the first point of escalation for any issues raised by BANKS stakeholders, testing service providers.
• Quantify, manage, track and report test related statuses, SLA and KPIs, and ensure that defined testing transformation SLA and KPI targets are met for the portfolio accountable.
• Drive and collaborate with all BANKS stakeholders and test service providers to plan all testing related deliveries for the portfolio accountable.
• Participate and contribute in forums, as required, to drive testing transformation and innovation.
• Works closely with the Test Engineering Lead to provide inputs around domain specific test engineering requirements and ensure that they are met.
• Establishes and maintains effective working relationships with the Vendor Test Managers/Test Leads for the respective domains.
• Engages stakeholder communities to get their feedback on testing service delivery and identify improvement opportunities to be fed back to the Test CoE team.

Requirements:

• Bachelor’s Degree or master’s degree in computer engineering or related field.
• Must have oral and written communication abilities for both English and Vietnamese languages
• Proven working experience in test delivery or equivalent role with at least 10 to 15 years relevant experience in large and complex organisations preferably in Banking and Finance and at least 5 years’ senior manager experience in testing.
• Extensive experience in managing end to end delivery of testing services from multiple vendor test service providers.
• Good knowledge in managing data migration projects including conversion testing.
• Proven experience in testing standards, tools, processes & methodologies, frameworks, and various delivery methodologies e.g. Agile, Hybrid Agile and Waterfall, DevOps.
• A proven, successful track record of managing shared IT service development and/ or IT Testing Services.
• Demonstrated success in developing highly effective working relationships with internal and external stakeholders to deliver collaboration, partnerships and services.
• Strong domain knowledge on Core Banking, Cards and Secured Loans. Experience in managing testing one or more areas of these domains will be an advantage.
• Strong attention to details, excellent analytical and problem-solving skills.
• Experience in managing multiple external testing service providers.
• Experience in managing multi-cultural, diverse, direct and virtual teams.
• Experience in various testing tool suites like JIRA, TOSCA, UFT/QTP, Loadrunner/Performance Center, ALM / Quality Center, Selenium etc.

Testing or quality certifications, PMP certifications, and Test Maturity Model integration (TMMi) Framework awareness will be preferred.
