We are looking for a Facilities Manager to join us!
The Facilities Manager is responsible for maintaining high standard of operations and maintenance of the assets, leading operational staff to deliver, monitoring the administration and processing of documents and fees to ensure Company and statutory standards are met, and acting as the primary stakeholder liaison to support the operations of the property.
Key Accountabilities:
Procurement, Contract Delivery, and Vendor Management
The Facilities Manager is responsible for procuring services and managing service contractors to deliver high standards of services.
- Manage and support Procurement Executive in sourcing and negotiations with reliable and reputable vendors / suppliers / utilities providers;
- Review and/or prepare tender documents, budgets, calling of quotations, evaluation of bid proposals including undertaking cost comparisons and preparing recommendation of awards for contractors / vendors;
- Review and/or prepare and issue Services Contracts / Purchase Orders / Work Orders / Letter of Award in a timely manner;
- Manage daily procurement and contract administration requirements;
- Review and/or prepare evaluations and recommendations for approval of Variation Orders;
- Review and/or prepare certifications of sub-contractor / vendors’ payments claims & final accounts,
- Ensure the term contracts are renewed and bulk tenders are called in timely manner;
- Maintain and update the procurement database;
- Monitor costs against budget;
- Work closely with the Property Management department on the procurement of goods and services required;
- Liaise closely with Finance for the monthly closing;
- Work closely with the project teams and relevant business partners to ensure successful delivery of project objectives;
- Assist Management in all contractual and costing matters;
- Prepare and submit regular reports as required by the Business; and
- Undertake any other ad hoc duties as assigned by the management
Asset Operations and Maintenance
The Facilities Manager is responsible for supporting the Asset (Building) property management teams to ensure smooth day-to-day operations, including both soft services, i.e. housekeeping, security, landscaping, pest control, waste management etc. and hard services, i.e. building works, mechanical and electrical systems.
- Ensure safety, functionality and cleanliness of portfolio premises;
- Develop and implement maintenance schedules for building Works and M&E systems;
- Engage professional services providers to undertake the mandatory regulatory inspections e.g. periodic structural and façade inspections;
- Develop strategies, set realistic targets, oversee and lead the operation team to achieve operation excellence;
- Ensure all services and systems are operating according to standard at all times, including but not limited to trouble shooting, visiting to sites and assets regularly, actively engaging relevant teams and stakeholders, and attending to complaints;
- Identify any gaps and opportunities, develop solutions (including exploring new technologies/ innovative ideas) and execute plans to improve operations; and
- Lead and manage facilities’ operations personnel including recruitment, mentoring, identifying training opportunities to enhance competency levels, undertaking performance reviews etc.
Tenancy Delivery
The Facilities Manager is required to coordinate with relevant teams to ensure smooth delivery for tenants.
- Understand and able to review building works, mechanical and service design drawings and specifications;
- Identify defects and manage rectification works required, including but not limited to procurement of works, organizing hoardings, signages and security, liaising with shopfitters and contractors, managing loading/ unloading, parking, etc.
- Ensure Tenants’ compliance with obtaining the required statutory permitting approvals prior to commencing works and upon completion; procure and maintain copies of all relevant regulatory approvals and permits for the tenancy renovation works.
Operational Assurance
The Facilities Manager is required to be familiar with relevant company and statutory requirements, and apply the knowledge in managing operations services, systems, and processes to ensure compliance at high standards.
- Understand company and statutory requirements on all aspects i.e. operational health & safety, sustainability, risk management, asset operations etc., assist in the development and implementation of all relevant documents, process, systems, audits and assessments, and training, to ensure that the assets adhered to these requirements and policies; and
- Notify, investigate and manage incidents and claims, including preparation and submission of reports as per company procedures.
- Develop and implement contingency plans for facility related emergencies in accordance to the Group Business Continuity Plan as well as conduct the relevant drills and training sessions for staff.
Financial Management
The Facilities Manager is responsible for managing budgets for overall operations and various projects.
- Provide regular financial reporting on overall asset operations and all projects including budget, commitments and expenditures, forecast final cost, cash flow, and other relevant parameters;
- Assist with review and monitor the budgeting, forecasting and management of OPEX, CAPEX, Sinking Fund budgets and provide operational financial inputs in developing necessary reports, including operation budget, annual business plan, asset review reports, where applicable.
Essential requirements for this role :
- Degree or Diploma in quantity surveying, procurement, supply chain management, estate management, building, engineering, mechanical or related discipline
- Strong experience in managing hard and soft services, with minimum 7 years of experience in procuring and managing facilities and M&E systems
- Strong building operations and technical experience with risk management focus
- Strong financial management skills, with experience in managing budgets
- Excellent people management, with minimum 3 years of experience in leadership roles
- Excellent stakeholder management, with minimum 3 years of experience in working with relevant stakeholders
- Experience with innovative solutions and technologies in assets is an advantage
- Experience in using Yardi is an advantage
- Experience in asset planning and management is an advantage.
