Senior Human Resource Executive/Assistant Manager (with Office & Grants Management Responsibilities)
We are seeking a proactive and resourceful Senior Human Resource Executive/Assistant Manager to drive top talent recruitment, HR strategies, office management, and government grants optimization. This individual will play a critical role in hiring and retaining the best talent, implementing HR best practices, and ensuring the company maximizes available government grants to support workforce development and business growth.
Key Responsibilities
Talent Acquisition & Recruitment (Primary Focus)
• Develop and execute strategic recruitment plans to attract, hire, and retain top talent.
• Manage the end-to-end recruitment process, including job postings, resume screening, interview scheduling, and conducting initial interviews.
• Partner with department heads to understand hiring needs and proactively build a strong talent pipeline.
• Strengthen employer branding through recruitment marketing, job fairs, and partnerships with universities and industry networks.
• Oversee a structured and engaging onboarding process to integrate new hires effectively into the company.
HR Strategy & Operations
• Develop, implement, and improve HR policies and procedures to align with business goals and compliance requirements.
• Manage employee relations, including conflict resolution, grievances, and disciplinary actions, ensuring a positive work environment.
• Drive performance management processes, including goal setting, appraisals, and feedback sessions.
• Coordinate and execute employee training, upskilling, and development initiatives to support career growth and company objectives.
• Handle employee benefits administration, including insurance, leave, and payroll-related inquiries.
• Maintain HR records and databases, ensuring accuracy, confidentiality, and compliance with Singapore’s employment laws.
• Stay updated on HR best practices, labor laws, and regulatory requirements to mitigate risks and ensure compliance.
Government Grants & Workforce Development
• Stay on top of available government grants (e.g., Enterprise Development Grant (EDG), Productivity Solutions Grant (PSG), SkillsFuture Enterprise Credit, and Workforce Development Grants) and assess their relevance to the company.
• Proactively identify and propose grants that align with business goals, talent development, and HR initiatives.
• Oversee grant applications, submissions, and compliance requirements, ensuring successful funding and execution.
• Liaise with government agencies (e.g., Enterprise Singapore, Workforce Singapore, SkillsFuture Singapore) to maximize funding opportunities.
Office Management
• Oversee office administration, ensuring an efficient, well-organized, and productive work environment.
• Manage office supplies, facilities, vendor relationships, and workplace safety protocols.
• Serve as the main point of contact for office-related matters, ensuring smooth daily operations.
Qualifications & Requirements
• Bachelor’s degree in Human Resources, Business Administration, or related field.
• 5+ years of HR experience, with a strong focus on recruitment, HR generalist functions, and office management.
• Experience in identifying, applying for, and managing government grants is highly preferred.
• Strong understanding of HR policies, labor laws, and employment regulations in Singapore.
• Ability to work independently, prioritize multiple tasks, and drive HR initiatives with minimal supervision.
• Excellent interpersonal and communication skills to engage with employees and stakeholders at all levels.
• Hands-on, problem-solving mindset with a high sense of ownership and accountability.
