Postdoctoral Fellowship in Asia Research Institute (Science, Technology and Society Research Cluster)

The Asia Research Institute invites outstanding, active researchers from around the world to work on an important piece of Asia-centred research in the social sciences or humanities.

Apart from the quality of the research proposal, and the applicant’s publication track record, positions will be awarded on the basis of the relationship of their research topic to the identified priorities and themes of the cluster.

The Science, Technology, and Society (STS) Cluster concentrates on the relationship between those three domains in and beyond Asian settings, and their intersections with the environment in the past, present and future.

The cluster currently brings together a diverse, interdisciplinary group of researchers who work on the following research themes:

i) climate change and carbon governance;

ii) planetary health and ‘Asian medicines’;

iii) energy transitions, infrastructure and space;

iv) critical minerals.

The cluster welcomes diversity in methodological approaches, fosters interdisciplinary practices and encourages collaborative research projects. • Coordinate all necessary documentation for research collaborations, and work together with different NUS entities to facilitate the drafting and management of Research Collaboration Agreements (RCAs), Memoranda of Understanding (MOUs), and Non-Disclosure Agreements (NDAs).
• Organize and facilitate partner engagement activities, such as workshops, roundtable discussions, or other events, to showcase research advancements and explore new collaboration opportunities.
• Establish and manage a partnership pipeline, tracking potential new partners and strategically aligning their interests with CFISG’s core objectives and ongoing research initiatives.
• Develop mechanisms for collecting feedback from industry partners regarding their experiences with CFISG, using insights to continually enhance partnership administration processes.

c) IP and Technology Translation Management

• Working closely with CFISG researchers, to develop and implement an IP strategy that aligns with CFISG’s long-term goals and research strength, identifying priority areas for patenting, copyright, and other IP protections.
• Use insights from IP analysis to identify potential white spaces, advising on research focus areas that have strong commercialization potential.
• Assist in technology translation activities, agreement preparation, IP management in CFISG

d) Resource and Partnership Management

• Assist Directors in managing agreements, documentation, and resource pledging with external partners, ensuring alignment with organizational goals and compliance requirements.

• Intermediate programming skills in Python. Conversant with algorithm design/analysis, data structure and SQL. Familiarity with functional/object-oriented software development using modern programming languages such as Scala, TypeScript/JavaScript, Java and C# is a plus.
• Exposure in the use of workflow/map-reduce and stream processing systems such as Spark and Kafka for big-data processing.
• Relevant internship or industry experience as a hands-on data scientist/AI engineer in shallow and/or deep learning (you should be very comfortable with most topics covered in the free undergraduate textbook by Gareth James, “An Introduction to Statistical Learning – with Applications in Python”, 2023). Additional exposure in some of the following areas is a plus:

1. Use of recent proprietary/open-source LLMs through prompt engineering (such as OpenAI ChatGPT and Bing Chat). Familiarity with LLM application/data frameworks (such as LlamaIndex and LangChain).
2. Experience of using GPU-accelerated deep learning frameworks (such as PyTorch and TensorFlow).

The role of a Technical Delivery Manager (TDM) is to lead, guide and manage the technical aspects of projects through design, build and implementation phases. They are responsible for ensuring the successful delivery of technology projects by collaborating with cross-functional teams, managing project timelines, and overseeing the development process. TDMs play a crucial role in bridging the gapbetween business requirements and technical solutions, making them instrumental in driving digital transformation initiatives within organizations.

Overall Responsibilities:

• Manage the end-to-end technical delivery of large IT projects, including scope, cost, quality, and time management; stakeholder communications; risk, issue, and dependency management; and project reporting and governance.

• Develop and maintain project plans, status reports, and other project-related documentation to ensure effective communication among stakeholders and project team members.

• Lead and mentor a team of developers, providing guidance and support throughout the project lifecycle.

• Collaborate with cross-functional teams, including business analysts, project managers, and other stakeholders, to ensure alignment and effective communication.

• Identify and mitigate risks and issues related to technical deliverables, proactively resolving any roadblocks to ensure project success.

• Ensure adherence to coding standards, best practices, and security guidelines across all development activities.

• Provide regular updates on project progress, highlighting key milestones, risks, and issues to relevant stakeholders.

• Contribute to the continuous improvement of development processes and methodologies.

1. Project Delivery Management

a. Plan technical deliverables (including any system enhancements and upgrades) to meet Project’s requirements within allocated budget

b. Manage and coordinate across different application teams to manage technical dependencies of the solution

c. Monitor and manage risks/issues related to technical delivery

d. Provide status update related to technical delivery

e. Report to Program and/or Project Manager for the strategic program

2. Requirements Management

a. Partner with SA & subject matter experts to understand and implement functional and technical requirements

b. Provide systems input to specification phase (e.g., effort estimates, high-level delivery plan) based on impact assessment (e.g., function points)

3. Design & Development

a. Partner with Domain Architects, Dev. Manager, and Security Architect to ensure solution design complies with enterprise design principles, security and control standards

b. Partner with Development Manager in managing application teams to build the enhancements

4. Test Management

a. Partner with Test Manager to ensure completion of SIT, UAT testing, performance/load testing and application security testing with quality results

b. Work with GIS to facilitate completion of penetration testing and remediation of findings in accordance with Mitigation Plan

c. Work with GIPS on Infra requirements.

5. Implementation Management

a. Prepare technical implementation plan across application teams

b. Coordinate technical implementation activities across application teams to ensure production cutover and adequate post-implementation support
