We are seeking a skilled Infrastructure as Code (IaC) Engineer to design, develop, and deploy cloud infrastructure in government commercial cloud environments such as AWS GovCloud and Microsoft Azure Government. The role requires expertise in automating infrastructure provisioning, ensuring compliance with government security frameworks, and optimizing for scalability and reliability.

Key Responsibilities:

1.Infrastructure as Code Development

• Write, test, and maintain IaC templates using tools such as Terraform, AWS CloudFormation, and Azure Resource Manager (ARM) templates.
• Develop reusable modules for consistent and scalable cloud resource deployments.
• Implement configuration management using tools like Ansible or Chef for provisioning and state management.

2.Cloud Deployment

• Design and deploy secure, scalable, and highly available cloud infrastructure in AWS GovCloud and Microsoft Azure Government environments.
• Automate provisioning of VPCs, subnets, security groups, EC2 instances, Azure VMs, , , CICD pipe line and other cloud services.
• Ensure seamless integration of cloud resources with on-premises infrastructure in hybrid environments.

3.Security & Compliance

• Ensure all IaC deployments adhere to government standards such as FedRAMP, FISMA, and NIST 800-53.
• Apply security best practices, including encryption, IAM policies, and role-based access controls (RBAC).
• Conduct regular audits and assessments to identify and mitigate security vulnerabilities.

4.Performance & Optimization

• Monitor deployed infrastructure for performance and cost-efficiency using tools such as AWS CloudWatch and Azure Monitor.
• Optimize IaC templates for faster deployment and reduced resource overhead.
• Implement scaling and failover mechanisms for highly available systems.

5.Collaboration & Documentation

• Work closely with DevOps, development, and security teams to align infrastructure deployment with project requirements.
• Document IaC code, deployment processes, and system configurations for future reference and knowledge sharing.
• Provide training and support to internal teams on IaC best practices.

Preferred Skills:

• Experience in hybrid and multi-cloud environments.
• Familiarity with containerization and orchestration tools (e.g., Docker, Kubernetes).
• Knowledge of CI/CD pipelines and DevSecOps practices.
• Prior experience in a government or regulated industry environment.

Responsibilities:

1. Mandatory Reporting & Compliance (ECA, WEMP, GHG, etc.)

• Prepare and submit Energy Management System (EnMS) reports.
• Ensure compliance with Minimum Energy Efficiency Standards (MEES) for water-cooled chilled water systems.
• Update and submit the Energy Efficiency Improvement Plan (EEIP) and Energy Reports as per regulatory requirements.
• Conduct annual energy reviews and support ISO50001 certification processes.
• Monitor and report water usage including recycling and reuse systems.
• Analyze GHG emissions data monthly and prepare yearly submissions for third-party verification.
• Report on Corporate Environmental Performance Management (CEPM) and align with Net Zero and Renewable Energy targets.

2. Corporate Environmental & Sustainability Initiatives:

• Track and report environmental indicators such as power, water, and waste consumption.
• Develop gap analyses and enhancement plans to improve eco-efficiency and recycling rates.
• Support corporate audits and sustainability projects, and environmental goal tracking.

3. Facility Monitoring & Data Management:

• Integrate facility monitoring systems into the Maintenance Management System (IFMS Dashboard).
• Develop automated preventive maintenance schedules and inventory tracking.
• Oversee daily monitoring logs and production support using SharePoint for data analysis and reporting.

Requirements:

• Degree in Environmental Science, Sustainability, Engineering, or a related Engineering field.
• Proven experience in Energy Management, Environmental Sustainability, and Corporate Responsibility reporting.
• Strong technical skills in data analysis, with proficiency in tools such as BMS, SharePoint, and digital metering systems.
• Excellent communication and reporting skills with attention to detail.
• Experience in maintenance management systems and facility monitoring tools.
• Knowledge of regulatory frameworks such as NEA and PUB compliance standards.
• Familiarity with ISO50001, GHG Protocol, and other sustainability frameworks will be an advantage.

Responsibilities:

• Assist Senior Contracts Manager in tender/contract review and finalizing the tender sum.
• Help with contract administration, progress claims, and liaise with the Client's representative on claims and variation costs.
• Compile subcontractor quotes for review and approval.
• Keep Contract Manager updated on all contractual and site matters.
• Review and verify subcontractor/supplier claims and prepare payment certificates for approval.
• Prepare final accounts and variation submissions.
• Maintain quality systems in the Contracts Department.

Requirements:

• Minimum Diploma in Quantity Surveying or equivalents.
• At least 5 years of working experience related field.
• Preferably experienced in pipe jacking works and tunnelling projects.

Job Description

1. Perform site planning, coordination & inspection relating to the construction project so as to ensure that project completion timeline, requirements and budget are met.

2. Support Quantity Surveyors in conducting site measurement and inspections.

3. Able to plan / coordinate site works and resolve drawing details and discrepancies.

4. Any other tasks assigned by the management.

Requirement

1. Candidate must possess at least a Bachelor's Degree, Post Graduate Diploma, Professional Degree, Engineering (Civil/Structural) or equivalent.

2. Minimum 5 years construction experience with experience in civil construction industry.

3. Be able to work independently with minimum guidance and able to work within tight deadlines.

4. Bilingual in English and Mandarin is preferable
