About the role

This role exists to provide Logistics, Training and Compliance management for bpMS sea staff and line management of the logistics team. This includes recruitment, training and development, employee relations, chairmanship of the ‘Training Working Group’, and compliance with the relevant laws. In doing so, the incumbent will be encouraged to work closely with the Crewing Team, as well as establish rapport and engage sea staff through ship visits and other sea-staff forums. The role is also accountable for ensuring that officers supplied by bp Maritime Services (Singapore) (bpMSS) are placed on board with all the accurate prerequisites including medical and training course requirements.

Key accountabilities

• Responsible for all team people management requirements.
• Handle the development and training requirements for the fleet and measure their efficiency through various feedback mechanisms. Provide advice on all training issues including the application of industry best process and company policies and procedures.
• Run and lead logistical crewing activities to enable officers’ safe joining and departure from assigned vessels under normal and emergency conditions and appointment to training courses and any other agreed activities.

• Support the BPMSS Occupational Health Adviser (OHA) to ensure the 3rd party medical provider for Occupational Health Services, is performing and meeting the requirements of the contract with bpMSS by taking an active part in the quarterly performance reviews and monitoring of KPIs.
• Lead and personally coordinate training requirements for the fleet by engaging with TWG/bpS SMEs /Crewing Leads to ensure training is appropriate, effective, and maintained to the appropriate standards.
• Support disciplinary procedures for crewing tagged officers as the need arises in conformance with the Seafarer’s Employment Agreement 2 for sea staff.
• Deliver the Learning and Development strategy and all line management activities related to training of bpMS sea staff and cadets.
• Ensure compliance with external and Internal stakeholders for bpMS Singapore such as MLC audits, Internal/external audits, MPA licence to recruit and place people on board.
• Provide efficient management of cost and budget for all activities directly related to Training, Logistics, and development of sea-going officers.
• Lead the Training Working Group to identify training initiatives to fulfil critical proficiency gaps in support of the business strategy.
• Work with Regulatory bodies, Subject Matter Experts, Training Suppliers, and professional networks to develop and maintain a robust training portfolio that delivers desired business results.
• Responsible for producing training management reports for the Senior Crewing Manager.
• In consultation with the Senior Crewing Manager, support the delivery of marine expertise to BP Shipping and the wider BP Group including the promotion of development programmes.
• Support recruitment through the interview of prospective cadets and officers recruits and be involved in the promotion panel when required.
• Provide proficient marine staff to the bp Group for all operated vessels consistent with meeting the agreed operating budget and as appropriate UFA/ SLA.
• Any other task and/or responsibility as required by the company.

People Management

• Develop a team of Admin & Logistic Officers/Asst. Admin & Logistic officers including completion of their appraisals and planning for their development.
• Provide mentorship, supervision, and support to the team on a day-to-day basis.

As part of the work, you will report to Vice President, Accreditation & Professional Development. Your role will also include working with SID’s Accreditation & Professional Development Committees, the SID Executive Team, eco-system partners, and any other relevant committees or working groups as assigned by the CEO.

Scope of Work

You will support the Vice President, Accreditation & Professional Development primarily in the following areas:

1. Competency Framework and Standards Development

• Maintain existing frameworks and standards related to SID Accreditation which include the following:

1. SID Director Competency Model.
2. SID Accreditation Framework (Examination and Qualification Pathways).
3. SID Disciplinary Framework.
4. Mutual Recognition Agreements.
5. Micro-credentialing for Speciality Directorship Badges.

2. Assessment Platform and Question Bank Management

• Lead in assessment technology matters, e.g., remote proctoring systems, digital badging, item banking, preparatory courses etc, to support SID members in their accreditation journey.
• Work with Subject Matter Experts to deepen and expand Accreditation Question Bank based on SID Board Director Competency Model. Apply sound item development principles in alignment with educational measurement best practices.
• Develop a pool of item developers and faculty for the purpose of sustainable question bank maintenance and content development.
• Develop the data analytic capability of the accreditation team for the purpose of optimising accreditation and competency related data.

3. Accreditation & Credentialing Operations

• Manage a team of 2 Accreditation Executives and have operational oversight for all accreditation related activities including point-of-contact queries, service interventions, project management and quality assurance. Accreditation related activities include examinations, professional registry, issuance of digital credentials / post nominals.
• Synergise the accreditation framework and work with Head, Professional Development to curate the required professional development support for candidates pre and post accreditation.

4. Secretariat Duties

• Provide secretariat duties to SID Committees and/or Chapters including supporting the agenda and activities of the Committee and/or Chapter.
• Support SID in the strengthening of any internal functional processes, e.g., in preparation or compliance to ISO Certification.

Requirements

• Degree in Psychology / Education / Learning & Development or equivalent.
• 3 to 5 years of working experience, with at least 1 year experience in developing assessments, certifications or maintaining exam operations.
• Prior knowledge and experience in the implementation and management of remote assessments, (preferably for adult courseware of an institute of higher learning, educational or professional body) will be an advantage.
• Possess competencies in project management, standards setting and product development for training related products or programmes.
• Familiarity with JASP or SPSS will be advantageous.

Overall Job Purpose

To ensure that operations of the assigned vessels is maintained safely and economically in accordance with the OSM Thome, and owners’ commercial requirements; and that all essential support is extended to the vessel for the purpose, and for addressing emergencies.

KEY RESPONSIBILITIES AND DUTIES

Daily Operations

• Responsible for implementing and maintaining a safe, cost-effective and environmentally sound operation standard in compliance with OSM Thome as well as International Marine regulations for a given number of vessels.

• To manage the daily operation of the number of vessels assigned to him in accordance with OSM Thome & Best Practice.

• Advise Masters/Chief Engineers and Ship Staff on

· Cargo & tank/hold

· Port operations

· Anchoring & mooring operations

· Technical/Engine room operations

· Port, passage & war information, insurance coverage for all vessels

• Follow up the on-board maintenance system (BASSnet), monitor the status and act on overdue items.

• Evaluate and monitor the required reporting from the vessels, act as required and inform other office sections and external bodies as is relevant.

• Follow up class and statutory certification status, condition of class and arrange for the necessary surveys and inspections (flag state, certification for Panama Canal etc.)

• Liaise with Principals regarding Vessel safe operations.

Shipboard inspections

• Visit vessels regularly (at least three times a year, including a short sailing visit). On each visit, a Superintendent Visit Report is to be completed and left onboard. Following inspections needs to be conducted during these inspections

• Prepare a Vessel Visit Executive Summary for each Shipboard attendance

• All Audit & Inspection Reports need to be filed/updated in Common drives or Database as applicable. Follow up with vessels/office to close the deficiencies noted during these visits.

• Prepare weekly, monthly, bi-annual, quarterly management

Oil Major/CDI & Other Commercial Inspections

• Assist in coordinating, arranging and timely follow up Oil Major Vetting Inspections as directed.

• Assist in arranging external safety audits and onboard training by co-coordinating with the appointed audit or training company.

• Follow up on closure of deficiencies noted during inspections.

• Incident / Accident / Crisis Management & investigation

• Member of Emergency Response Team.

• Conducts investigation and root cause analysis of Incidents, Accidents, and Near Miss & Stopper Cards.

• Review Corrective Actions, Preventive Actions and Recommendations from investigation and analysis of accidents, marine casualties and near misses.

• Assist and participate in tabletop exercises and emergency drills.

Port, Flag State Inspections & Other Statutory Audits (ISM/ISPS)

• Assist in coordinating and timely follow up Flag State Inspection, External & Internal ISM, ISPS and MLC Audits as directed.

• Support vessels during Port State Inspections and follow up on prompt closure of noted deficiencies as required.

• Follow up, review, approval and submission of the corrective active plan/report to authorities as required.

HSSEQ

• Assisting Vessels for documenting / conducting Risk Assessments. Evaluation and

• Monitoring.

• Evaluate & document Off- Hire records (Planned as well as unplanned).

• Stores Supply & Budget Planning.

• Maintain strict cost control of the Annual Operating Budget for each of the assigned vessels.

• Review monthly cost control and approve monthly financial reports before sending to Fleet Group Manager for review.

• Assimilate input from the assigned vessels as well as other relevant departments and prepare each vessel’s Annual Operating Budget.

• Monitor the requisitions generated from the vessel to ensure that they are submitted in a timely manner. Follow up with the Purchasing Department for delivery of ordered items on board.

• Approve invoices for payment.

• Liaise with the Insurance Manager (or Principals) in H&M claims handling. Provide technical input, and cost information, if required, for P&I claims (cargo and crew) and H&M claims.

Crewing

• Make performance evaluations of Masters/ Chief Engineers assigned to the vessel under supervision.

• Provide input to the Manning Department on recruitment of Senior Officers for the assigned vessels.

Dry Docking & Repairs

• Plan, manage, monitor and execute vessels repairs, dry dockings and conversions within agreed budgets.

• Arrange and follow up repairs and services.

• Coordinate with the assigned vessels and prepare the dry-docking specification in conjunction with Docking Superintendent, Fleet Services. Submit the specification to yards for quotations, evaluate the received quotations and present them to the Fleet Group Manager and/or Chief Operating Officer for review.

• Attend the dry-docking, discuss shipyard invoicing before presenting same to the Fleet Group Manager and/or Chief Operating Officer for approval.

• Prepare docking report
