The QA/QC Manager for Offshore Substation (OSS) is responsible for the overall quality assurance and quality control of all activities related to the design, procurement, construction, installation, testing, and commissioning of the offshore substation. The role ensures that all processes, systems, and deliverables meet the required quality standards, industry regulations, and Employer Requirement. The QA/QC Manager will implement and oversee the project-specific quality management system (QMS), ensure compliance with quality standards, and lead efforts to identify and mitigate quality risks throughout the project lifecycle.

DUTIES AND RESPONSIBILITIES

Quality Assurance (QA):

• Develop, implement, and improve the project’s QMS in line with Employer Requirement, industry standards (ISO 9001, IEC, DNV, etc.), and Korea regulatory requirements where necessary.
• Develop detailed quality plan, procedures, and work instructions specific to offshore substations, ensuring alignment with project scope and requirements.

• Ensure all project documentation (e.g., Inspection, Test and Audit Plan, Project Quality Plan, drawings, technical specifications, procedures, and reports) are properly prepared, controlled, stored, and accessible to authorized personnel.
• Organize and deliver training for the project team on quality procedures, requirements, and tools to ensure consistent understanding and adherence to quality standards.
• Identify and manage quality risks associated with the engineering, procurement, construction, and commissioning phases. Develop risk mitigation strategies and contingency plans in cooperation with Interface and Risk Manager

Quality Control (QC):

• Supervise all quality control activities related to offshore substation BOP and materials, including inspections, testing, factory acceptance tests (FAT), and site acceptance tests (SAT or HAT) for the main electrical equipment (MEQ), structures, and other BOP.
• Conduct regular site inspections to ensure that construction and installation activities comply with quality specifications. Monitor offshore installation activities, including Topside construction, equipment commissioning, and so on.
• Track, report, and manage non-conformities (NCs) for materials, processes, and equipment. Ensure that root causes are identified, corrective actions are implemented, and preventive actions are taken to avoid recurrence.
• Ensure that all testing, including electrical, mechanical, and structural tests, are carried out according to Employer Requirement, approved standards, procedures, and protocols.
• Make sure that the offshore substation meets DNV Project Certification based on DNV-ST-0145 (2021 Edition) primarily.
• Supervise the commissioning process to verify that the offshore substation meets all operational and safety requirements.
• Maintain detailed, accurate records of inspections, testing, and commissioning activities. Ensure all QC-related documents are in compliance with regulatory requirements and Employer’s expectations.
• Ensure the compilation and completion of quality records, inspection reports, and test certificates for final handover to Employer upon project completion.

Project Integration & Coordination:

• Work closely with the project engineering, procurement, construction, and commissioning teams to ensure quality management is integrated into all phases of the project lifecycle.
• Interface with external stakeholders such as regulatory authorities, certifying bodies, and Employer to ensure the quality system and results meet project standards and expectations.
• Communicate quality-related issues, risks, and actions to Project Manager, Interface and Risk Manager, and other stakeholders in a clear and timely manner.

Risk and Issue Management:

• Identify quality-related risks, including those related to offshore conditions, materials handling, and installation processes. Develop strategies to mitigate these risks and prevent issues from impacting project timelines, costs, or safety.
• Lead the resolution of quality-related issues on-site, ensuring effective communication and collaboration across teams. Ensure non-conformity reports (NCRs) are documented and appropriate corrective actions are implemented promptly.

Education

• Private Banker Relationships: Establish and cultivate strong, trust-based relationships with private bankers at top financial institutions.
• Referral Generation: Secure referrals from private bankers to UHNW individuals and families who would benefit from our insurance and financial services offerings.

WHAT IS NEEDED FROM YOU

• At least 3 years experience in Insurance banking industry, doing wealth planning / sales / relationship management
• Proven experience selling within financial services or insurance industry, with UHNW clients.
• Established relationships with private bankers, wealth managers, and other financial professionals.
• Track record managing multi-million dollar portfolios.
• Strong knowledge of insurance and financial products tailored to UHNW clients.
• Excellent communication, negotiation, and interpersonal skills - with strong proficiency in English & Mandarin.
• Ability to independently drive business development & manage a sales pipeline.
• Demonstrated success in generating referrals and meeting sales targets.

What You’ll Do

As a Solution Architect, you will be working with a variety of customers from all sectors and industries to provide consultancy and Oracle Cloud implementation services for our customers. YOU HAVE broad understanding of solutions, industry best practices, multiple business processes or technology designs across multiple product/technology families within Oracle Fusion Cloud suite of products. Works directly with Consulting sales to analyze customer business needs and owns and drive solution architecture in large deals and large projects.

Your core responsibility is to operate independently to provide quality work products to an engagement, understand customers' business challenges and requirements, identify business processes and opportunities to increase efficiency, recommend and influence customer leadership in acceptance of best practice based and innovative solutions using Oracle's Cloud Applications and Technology solutions. A*STAR Strategic Research and Translational Thrusts (SRTTs) are mission-focused programmes in strategic and emerging areas that are cross-disciplinary and of wider strategic interest to A*STAR and Singapore. Set up to address ambitious technological challenges towards impactful outcomes, each SRTT is led by a Programme Director (PD) and is centrally facilitated and supported by A*STAR HQ.

The Singapore Integrative Biosystems & Engineering Research (SIBER) SRTT harnesses synthetic biology capabilities to aid the sustainable transformation of Singapore Energy & Chemicals sector with the aim to expand to other sectors. It will initially create a synthetic biology platform for sustainable chemicals and fuels, powered by a unique library utilising the biodiversity of Singapore. SIBER vision is to be a premier hub in industrial biotechnology innovation for the energy / chemicals as well as other sectors, empowering Singapore to seize opportunities in the future bioeconomy.

Job Descriptions:

• Responsible for managing R&D projects and product delivery within SIBER SRTT by planning, and organizing, communications with all SIBER SRTT team members and external stake holders under the guidance of SIBER SRTT Programme Director (PD) and Scientific Programme Manager (SPgM).
• Establish internal and external stakeholder communication & escalation plans, build project / programme schedules, identify and manage major risks, and define clear project / programme deliverables and milestones.
• Assist the SIBER SRTT PD and SPgM to ensure successful delivery of project / programme scope and targets while managing project / programme risk, quality, delivery, scope, schedule, and budget.
• Work closely with A*STAR Central Project Management Office and Scientific Program Manager to implement project management best practices for SIBER SRTT projects.
• Work with SIBER SRTT scientists and SPgM to bring together grant proposals to secure competitive funding and coordinate cross-project activities, under the guidance of Programme Director.
• Assist the SIBER SRTT PD and SPgM to lead, monitor and report the progress of the multiple projects to all internal and external stakeholders.
• Assist the SIBER SRTT PD and SPgM to manage and implement project / programme changes and interventions to achieve project deliverables and mitigate risk.
• Work closely with Tech-Biz officer to support industry engagements and projects, ensuring effective communication throughout the project life cycle.

Job Requirements:
