ROLE DESCRIPTION SUMMARY

In anticipation of future bids and projects in Defence and Public Security sectors, Engineering Department requires system engineers who has a track record of building, deploying and maintaining the IT infrastructure in an enterprise environment. Domain knowledge in enterprise data networks and/or cybersecurity is desirable.

The System Engineer is to assist with IT infrastructure solutions according to project requirements and drive transformation for internal/external customers by adopting established platforms. The candidate will be involved with the requirements gathering, preparation of proposals, and conduct of presentations to customers or system owners. As an IT Infrastructure System Engineer, you are accountable for:

· Assist project or team leads in evaluating and recommending the appropriate IT infrastructure products (commercial or open source) that will meet project or customer requirements

The successful candidate will play a critical role in system implementation, ongoing maintenance, and support of existing systems, as well as providing proposals for new projects. This role will primarily serve a key customer, a prominent Japanese bank in Singapore.

Job Duties:

• System Implementation: Lead end-to-end system implementation projects, including planning, design, setup, testing, and system release.
• System Maintenance & Support: Provide troubleshooting and issue resolution for existing systems to ensure smooth operations.
• Project Proposal & Requirements Gathering: Collaborate with clients to understand requirements, evaluate solutions, and prepare detailed project proposals.

Key Qualifications:

• Education: Bachelor’s degree in computer science, IT Engineering, or a related field.
• Experience: - 8+ years in IT projects, particularly within banking or financial institutions. - 5+ years of hands-on experience in system infrastructure implementation. - 3+ years of experience working with major banks in Japan is highly preferred.
• Technical Expertise: Strong knowledge of system infrastructure, including Windows OS, Oracle Database, VMware, and other system operation products. Familiarity with JP1 or similar enterprise-level system operation tools. Proficient in programming and scripting languages (e.g., WinBatch, PowerShell).
• Language Proficiency: Advanced skills in listening, reading, writing, and speaking in both English and Japanese language to effectively communicate with clients and teams.
• Customer-Focused: Strong customer service orientation, with the ability to understand and address client needs effectively.
• Additional Skills: Ability to diagnose and resolve software-related issues in collaboration with product support teams. Strong communication and negotiation skills, with experience in working cross-functionally with internal and external IT teams.

1. IT Technical Responsibilities

1. Maintenance, administration and monitoring of Servers
2. Perform Server administration and management of windows servers, VMWare, AD Domain services, AD Certificate services, DHCP, DNS, MS Exchange and Email filtering
3. User account creation and deletion for Windows, Emails, BT, VPN, Messenger and door access
4. Maintenance/ Administration of Network Infrastructure
5. Maintain and update firewall settings
6. Monitor and maintain computer systems and networks, routers, switches, voice circuits, leased lines, telephone lines, etc for the smooth operations of the Company
7. Assist IT Manager in implementing information and cyber security and control structures
8. Handle system backup, storage management and system recovery.
9. Conduct servers backup (daily/weekly/monthly backup)
10. Handle renewal of maintenance services for IT equipment/ software licenses
11. Perform tests and evaluations on new software and hardware
12. Liaise with vendors for IT equipment purchase and technical support
13. Liaise with vendors for new voice circuits, leased lines, data subscriptions, etc
14. Check invoices from vendors & perform cost allocation (Voice circuits & data subscription) for Finance
15. Provide desktop support duties
16. Workstation and trading phone setup for new users
17. Install and configure computer hardware, software, systems networks, printers and scanners, etc.
18. Provide technical support for User Desktops, BT Trading system, voice circuits, etc across the company (in person or over phone)
19. Support of desktop applications like Bloomberg and Refinitiv related applications
20. Troubleshoot hardware and software issues
21. Rollout Windows updates and patches
22. Regular checks for PC and Server OS patches and updates

2. Others

1. Assist in office renovation
2. Shifting of User positions or desk positions
3. Perform duties of an SMO – Safe Management Officer (acting as a back-up for the main SMO)
4. Any adhoc assignments by Management

Requirements:

- Minimum Diploma in Information Technology related field

- Minimum 1 year of experience

- Experience in firewalls, routers and switches configurations

- Experience in MS Active Directory Account, MS Exchange, VMWare and Linux administration

- Meticulous, resourceful, independent, good interpersonal skills and sense of responsibility

- Possess MCSA, MCP, CCNA knowledge and working experience in financial sector will be added advantage

- Good interpersonal skills

- Willingness to work on weekends and public holidays occasionally

The incumbent is responsible for project delivery, provide deep coaching to instil the project management / agile principles and values to ensure consistent practices are communicated across teams.

Key Roles & Responsibilities

Project Management:

• Establish project plans, resources, budgets and time frames, and assign tasks
• Identify, track and communicate project progress, milestones, deliverables changes and dependencies within the schedule, costs, issues and risks
• Manage team’s performance of project tasks, provide technical advice and guidance, schedule assignments and training for development, prepare performance appraisals
• Coordinate project activities across multiple teams in a matrix organization
• Secure acceptance and approval of deliverables or revisions to the project from the project sponsor and stakeholders
• Ensure work deliverables are in compliance with bank policies and regulatory requirements.
• Plan for and oversee preparation of documentation of each project phase (business requirements, functional specification, project plan, test strategy, test plan, etc), training and support in new/modified applications.
• Plan and conduct the Project Steering Committee Meetings for regular updates to Project Sponsors and Key Senior Stakeholders
  Domain Knowledge:
• Knowledge in Securities Domain – At least one of these areas – Trading Platform - Order Management, Execution Management, Post Trade Systems and Data Management is essential.
• Experience in handling Datawarehouse (EDW) and/ or Hadoop related Projects is essential.
• Understanding of technical aspects of system integration in a mix technology environment.

Requirements

• Tertiary education required – University Degree in Computer Science or Equivalent.
• Over 10 years in project management in IT bank delivering projects exceeding S$ 1 mil
• Over 5 years in Program / Large Project Management
• Certification or formal training PMP, CSM, CPO, SAFe in project management is an advantage.
