The IT Manager will be responsible for the planning, implementation and maintenance of all IT systems used by SSVP Ltd and the Society of St. Vincent de Paul (National Council of Singapore) (“SSVP Singapore”) through contract management of outsourced vendors and in close partnerships with SSVP Singapore IT volunteers. The IT Manager enforces the standards and policies in relation to technology, IT security, risk management and project management.

Job Description

• Collaborate with Leadership Management on analysing SSVP Singapore’s IT vision and needs, identify opportunities and vulnerabilities, boost productivity, efficiency, and accuracy to enable the right business decisions. Manage the revisions to the 5-Year IT Vision Roadmap based on strategic and tactical directions agreed by the Board members.
• Take primary responsibility for project implementations for SSVP Singapore, working with approved vendors and end-users on functional requirements, UATs, integration testing, configuration management and ‘go-live’ application support within the planned project timeframe and budget.
• Prepare cost–benefit analysis for management approval when IT initiatives or enhancements are necessary and monitor the vendors to ensure that they are offering the best-possible service and value for fulfilling the business needs.
• Manage the operational relationship with the vendors to ensure that contractual agreements and obligations for service delivery are met. Work with the vendors on areas of concerns and the respective timeframe for improvement.
• Manage and communicate the timeframes and activities for major IT projects including system updates, upgrades, migration and outages to internal stakeholders and end-users.
• Train SSVP Singapore members and employees when required on the use of approved software and hardware; troubleshoot issues and provide prompt technical support when needed.
• Manage the Service Desk function for end-user issues as part of IT Service Management, in the areas of Incident and Problem Management, with emphasis on complying with SLA commitment targets.
• Track and maintain hardware and software inventory as part of IT Asset Management.
• Maintain essential IT infrastructure services covering software and hardware pertaining to operating systems, network services, security tools, applications, servers, email systems, laptops and desktops.
• Develop, collaborate and execute disaster planning exercises and maintain appropriate data backups. Work with business stakeholders on business continuity plans encompassing the agreed recovery plans.
• Responsible for the detection and reporting of cyber and data-related incidents highlighting impacted systems and user groups with timely alerts and announcements to stakeholders and end-user community.
• Manage stakeholder expectations and needs by delivering solutions that meet SSVP SIngapore objectives with timely updates and escalations when necessary.

Qualifications and Requirements

• Bachelor’s degree in Information Technology, Computer Science, Information Systems or related field, or equivalent experience.
• Three to five years of experience working in IT operations.
• Adequate knowledge of programming languages and operating systems (ex: Microsoft Exchange, Active Directory), current equipment and technologies, databases and data storage systems, IT security, enterprise backup and recovery procedures, and systems performance monitoring.
• Basic knowledge of ERP applications such as Oracle NetSuite, SAP or MS Business Dynamics.
• Expertise in implementing, configuring, and testing IT solutions.
• Strong critical thinking and decision-making skills.
• Excellent project management skills and strong ability to prioritize.
• Firm grasp on IT infrastructure, including basic computer networking skills, and operations best practice.
• Basic knowledge and exposure to managing Office 365 environments and understanding Office 365 services, Exchange Online, SharePoint Online, Teams, and OneDrive.
• Familiarity with non-profit operations and volunteer management (desirable).
• Flexible work hours; responsibilities will require the person to work closely with Board members and volunteers; as such, meetings and consultations are often scheduled on weekday evenings and on weekends.
