Senior Quantity Surveyor, Tender & Contract

(Civil Projects)

Primary Objective

Ability to sources for all the cost estimated for the construction projects and prepares quotations and tenders for projects.

Providing support in the procurement administration of the project and manage project budgeting, controlling of cash flow and cost, processing of claims, contract payment and settlement of final accounts as well as maintaining proper documentation.

Manages a small team of junior Quantity Surveyors.

Equipped with professionalism, to provide support to the project team, maintaining commercial information and ensuring compliance with contractual requirements and ensure that the Company’s objectives are achieved. Liaise with customer representatives and other third parties on commercial issues including agreement of variations, claims and any additional payments.

Key Activities

· Monitor the progress claims and issuance of payment response. Manage project budget with various stake holders to ensure efficient and timely assignment and submissions.

· Assess the degree of hazards and risks to ensure workplace safety is maintained.

· Communicate with the management, contractors and sub-contractors on the adjustments to cost estimates to facilitate smooth transition of information.

· Conduct the negotiations during the course of the project in order to ensure issues are resolved.

· Control project scope to meet project objectives to enhance project deliverables and key work activities.

· Monitor project costs to ensure the objectives of the project are achieved in accordance to building contract law.

· Oversee and ensure compliance with standards.

· Prepare cost analysis and form cost reduction strategies to ensure the overall value is enhanced for the project.

· Prepare tender and contract documents in accordance to the building and construction regulations.

· Provide advice on contractual claims so that the project scope is managed.

· Assist the team on quantity take offs, estimation, prepare tender submission, cost planning, sourcing sub-contractors, forecast budgeting, variation orders, final accounts

· Preparation of list of prequalified bidders for comparison, cost analysis, negotiations and awarding of sub-contractors· Preparation of tender submissions, when required

· Preparation and Issuance of Contracts to Sub-Contractors and Suppliers

· Preparation of Monthly Progress Claim to Client and Sub-Contractors/Suppliers

· Preparation for Payment Response to sub- contractor and suppliers

· Monitoring and follow-up on the payment response from client until receipt and submission of invoice to client

· Monitoring and submission of monthly Cash Flow and analysis

· Manage team of Junior Quantity Surveyors

Job Requirement

Degree in Construction Management, Quantity Surveying, or related qualifications with experiences in the construction industry.

Minimum 5 years of experiences in civil engineering projects.

Demonstrate a good knowledge of monthly reporting and earned value analysis

Futures & Derivatives Clearing – Front to Back Review - BA

Job Description

Location: Singapore

Responsibilities

· Evaluating front to back control processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions with SME’s and other inputs.

· Leading ongoing reviews of business processes and developing optimisation strategies for Target Operating Models, BRDs, User Stories, Test Case.

· Staying up-to-date on the latest process and operational advancements to automate and modernise systems.

· Conducting meetings and presentations to share ideas and findings.

· Communicating with all stakeholders & to elicit, analyse and validate the requirements for changes to control processes, within workshops, working groups and other forums.

· Identifying, documenting, and analysing business requirements against risk through process discovery and managing these through to completion/escalation

· Analysing the information collected in a detailed manner whilst working independently and as part of the overall team

· Respecting and demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications/ Skills:

· Knowledge on Futures and Options products and Clearing industry

· Experience of working across multiple disciplines within finance or related industry

· Examples of delivering process improvements and controls enhancement

· Knowledge of Operations businesses/ functions in an Investment Banking environment beneficial

· Experience in Data Analysis and any data tracing through multiple systems front to back would be highly beneficial

· Have experience of leading User Acceptance Testing (UAT) projects, including overseeing the development & implementation of the UAT test plan, scripts and tools using the detailed functional requirements document.

· Excellent analytical and problem-solving skills and ability to clearly document findings and put together proposals for solutions.

· Inquisitive mind set and willing to work outside your comfort zone in either skills, time or location

· Be a strong communicator both written and verbal to help explain the problem, capture the team inputs and work through to resolution

· Knowledge & understanding of workflows and controls to enable leadership within the team

· Lead wider teams in proving the effectiveness of the process or controls

· Ability to work independently, multi-task, well organized and have great attention to detail and take ownership of various parts of a project or initiative.

· Able to lead conference calls and produce meeting agendas, materials, and minutes.

· Excellent Excel, Powerpoint and process mapping skillsets

· Ability to work in fast paced environment under tight contractual deadlines.

· Excellent communication and stakeholder management skills, with the ability to communicate to a range of audiences and facilitate discussions.
