Duties & Responsibilities

1. Counselling Students

a. provide direct counselling intervention for students in the College Section, and,

where needed, in the High School Section

b. lead the Case Management Team to provide timely support and intervention for

students who need counselling

c. conference with staff, parents and external professionals / agencies on students

being counselled, and conduct home visits where necessary

2. Working with Staff

a. collaborate and advise school counsellors to formulate suitable counselling and well-

being approaches for the students under the care of the unit

b. engage teachers in managing students with academic, behavioural, and emotional

issues

c. provide and source for counselling training & other workshops for staff to strengthen

their affective skills

d. collaborate with relevant staff teams to set up upstream prevention strategies e.g. in

areas of CCE

3. Working with Parents

a. engage parents in managing students with academic, behavioural, and emotional

issues

b. conduct and/or coordinate workshops for parents to align their expectations with the

school’s and to strengthen their parenting skills

4. School Duties

a. provide counselling support in the event of school emergencies as a member of the

Caring Action in Response to Emergencies (CARE) team

b. monitor the counselling data in college section and provide school leaders with timely

information

5. Any other duty as assigned by the Reporting Officer, Deputy Principal or

Principal

The School Counsellor’s expertise and primary duties are to provide counselling services to

the school. However, the School Counsellor is also an integral member of the Student

Development Team, and would be actively involved in the programmes pertaining to

students’ affective development.

Requirements

• Graduate qualification in counselling, counselling psychology or clinical psychology
• Preferably a registered counsellor and/or clinical supervisor with the Singapore
• Association for Counselling (SAC) or a registered psychologist with the SingaporePsychological Society (SPS)
• A minimum of FIVE years of professional counselling experience and competent in case management, and critical incident management
• Proficient in professional counselling approaches and tools to help clients with diverse issues and conditions
• Experience in working with young adults, preferably in a school setting
• Experience in working in a multi-disciplinary team and conducting or facilitating continual ProfessionalDevelopment training for staff is advantageous

DUTIES & RESPONSIBILITIES

Finance Operations

• In charge of General Ledger including month-end/year-end accounts closing process.
• Supervise and review the work performed by Accounts Receivable/Payable officers.
• Provide guidance to Accounts Receivable/Payable officers.
• Prepare and/or review monthly account reconciliations and schedules ensuring that journal entries are recorded accurately and timely.
• Provide advice to teachers and staff on finance policies, procedures and guidelines.
• Liaise with internal and external stakeholders (i.e. MOE, banks, teachers, funding agencies etc.) on finance-related matters.

Financial Reporting

• Maintain accurate records of financial transactions and documentation.
• Prepare financial reports and supporting audit schedules.
• Prepare and provide financial analysis to support decision-making by the school leaders.
• Coordinate with external auditors on annual audit exercise to ensure timely submission of audited financial statements including balance sheets, income statements, and cash flow reports to MOE.
• Ensure full compliance with all relevant laws and regulations (i.e. tax filings etc.).

Financial Budget

• Prepare annual revised forecast and annual budget in collaboration with the heads of department and school leaders.
• Prepare and/or review periodic budget utilisation reports and analyse budget performance for departments.
• Secretariat duties for Finance Sub-Committee Meetings of the Board of Governors.

Treasury and Banking matters

• Monitor cash flow and placement of fixed deposits.
• Perform administration duties related to banking (i.e. opening/closing of bank account, internet banking platform, corporate/virtual credit cards etc.).

Any Other Matters

• Participate in process improvement and enhancements to accounting systems
• Maintain and communicate finance policies, procedures and guidelines.
• Provide guidance on fundraising and donation matters in accordance with MOE guidelines.
• Support the Finance Director in investment-related matters.
• Any other ad-hoc assignments as required.

REQUIREMENTS

• A bachelor’s degree in accountancy or a related field.
• Professional certification (e.g. CPA) is highly preferred.
• Experience in a supervisory role within an educational institution or a similar environment.
• In-depth knowledge of Singapore Financial Reporting Standards (SFRS) and relevant regulatory frameworks.

• Preparation of internal governance, production of winning proposals and presentations to drive business growth.
• Coordinates and manages proposal technical components, internal governance, pricing and presentations.
• Demonstrates excellent communication skills and the ability to recognise, process, and present information.
• Fully understands the requirements of the RFP, coordinates with technical leads for required technical and commercial inputs.
• Coordinates with other End Markets and Regions to ensure that the RFP scope is addressed adequately and all costs are accurately considered.
• Obtains quotes from sub-consultants as required and negotiates appropriate terms and conditions based on AECOM's standard contract and risk committee requirements.
• Preparation of compelling proposals with win themes based on a complete understanding of client needs.
• Understands the competition and market trends and works closely with the ME Work Winning Team [GC1] / Bid Studio on strategic pursuits.
• Verifies that all legal qualifications and the southeast asia risk committee directives have been included in the final bid document before submission to the client.

Requirements:

• Diploma with a minimum of 4 years working experience for Bids & Proposals
• Possess a flair for communication, both written and verbal
• Proficient level of English both oral and written
• Highly organised, meticulous, with an eye for detail
• Comprehensive range of administrative skills and client support services
• Excellent interpersonal skills. A proactive and effective communicator who can relate well to people at all levels
• Ability to build constructive and effective relationships using diplomacy and tact
• Demonstrated ability to thrive under pressure in a fast-paced, deadline driven environment
• Advanced Word, Excel and PowerPoint computer skills
• Familiar with a suite of e-Procurement systems (GeBIZ, Sesami, Ariba, TenderBoard, etc.)
• Positive thinker with a can do attitude and a willingness to learn
