• Develop and drive SSG’s data strategy, including LOIs, data competency, and maintaining strong links with CIO Office

What you will be working on

The Data Scientist in the Data Strategy and Analytics Division reports to the Principal Manager and plays a pivotal role in deriving business insights from large and real-time datasets for fraud and risk management, strategic planning as well as operational efficiency. This position will develop, deploy and maintain data analytic models as well as have opportunities to also collaborate with other public agencies to introduce and enhance data science capabilities (such as Jobs and Skills) for the organisation. As the domain expert in data analytics the Data Scientist is also expected to coordinate, strategize and guide the SSG officers performing data analytics work to achieve efficiency and accuracy.

• Data Analysis & Model Development
• Research and develop statistical and machine learning models for comprehensive data analysis
• Utilize algorithms and models to mine big data, perform data and error analysis, and ensure data uniformity and accuracy
• Apply data mining techniques and perform statistical analysis to generate insights at scale

• Work closely with both internal and external stakeholders to understand analytic needs and develop effective solutions
• Create machine learning-based tools or processes, such as recommendation engines, and monitor their performance through A/B testing and predictive capabilities

What we are looking for

• Tertiary qualification in a quantitative discipline such as Computer Science, Economics, Statistics, or Applied Mathematics.
• 3-8 years of experience in computer science, applied mathematics, or other quantitative/computational disciplines.
• Proven experience in data visualization tools (e.g., Tableau) and data analysis/processing tools (e.g., R, Python).
• Experience with Cloud Technology (e.g., AWS data and analytics Tech Stack) and distributed computing tools (e.g., Hadoop/Spark).
• Demonstrated ability in building machine learning models at scale, using real-time data pipelines on platforms.
• Strong analytical skills with the ability to communicate complex quantitative analysis in a clear, precise, and actionable manner.
• Proficiency in data engineering, including SQL and manipulating structured and unstructured data sources for analysis.
• Advanced skills in pattern recognition and predictive modeling.
• Experience or specialization in fraud prevention/detection, compliance, forensics, or Jobs and Skills related analysis will be considered advantageous.
• Excellent communication and presentation skills, with a strong emphasis on collaboration and innovation.

Key Responsibilities:

• Handle monthly payroll, ensuring accuracy and compliance with company policies and statutory regulations.
• Generate payroll reports and resolve any discrepancies promptly.
• Manage submissions to IRAS, including annual income tax reporting and other required filings.
• Ensure timely and accurate CPF contributions in line with local regulations.
• Coordinate applications, renewals, and cancellations of work passes via MOM systems.
• Maintain up-to-date records of work pass statuses and expiry dates.
• Oversee the leave application process and ensure leave records are accurately maintained.
• Address employee inquiries related to leave policies and entitlements.
• Prepare certified letters, memos, and other official HR documents as required.
• Maintain accurate and organized employee records, ensuring compliance with employment laws and company policies.

Requirements:

• Diploma/Degree in Human Resources, Business Administration, or a related field.
• Minimum 2 years of relevant HR experience, particularly in payroll and work pass applications.
• Strong knowledge of Singapore employment laws and statutory requirements (IRAS, CPF, MOM).
• Proficiency in HRIS systems and Microsoft Office Suite.
• Excellent organizational and communication skills with attention to detail.
• Ability to handle sensitive and confidential information with discretion.

Job Responsibilities:
Manage the full spectrum of HR management functions (manpower planning, recruitment, onboarding, training & development, policies review, payroll verification, monthly HR reports, etc)
Handle the full spectrum of recruitment and hiring process of management staff and workers, including work pass matters
Provide HR direction and support to the management team
Plan, budget, and execute employee welfare program
Check, reconcile and validate to ensure all payroll transactions and claims are processed accurately and timely
Process accurate and timely reports for submission to IRAS, CPF, and other relevant authorities
Ensure compliance with regulations with CPF, IRAS, MOM, WDA, and other agencies
Prepare employment contracts, HR letters, correspondence, and other HR-related documentation
Create and maintain data, from employee data files, exit interviews, turnover statistics, and absenteeism reports to identify trends, training needs and supervisory issues
Manage WDA training grants, course registration, and all training record
Manage insurance renewal
Manage employee exit/resignation process including conducting exit interviews
Work with managers to provide advice, assistance, and follow-up on employee inquiries relating to administrative support, employee benefits, HR policies and practices
Work across boundaries and cultures to ensure compliance with HR processes and procedures
Review and take responsibility for improving service quality and processes
Provide assistance and administrative support to any other HR project and duties as assigned
Job Requirements:
Possess a Master/Degree in Human Resource Management
Minimum 1 years of related working experience in a related field
Must be bilingual in English & Chinese to liaise with Chinese-speaking internal/external personnel
