The Lead Cost Controller is responsible for managing and controlling the project’s financial performance for the Offshore Substation project. This role involves overseeing all cost-related aspects of the project, ensuring that it stays within budget, and providing timely and accurate cost reporting to the Project Manager and senior management. The Lead Cost Controller will work closely with project teams to track expenses, manage forecasting, identify cost-saving opportunities, and mitigate financial risks.

DUTIES & RESPONSIBILITIES

Cost Control and Budget Management:

• Work with the project team to develop and maintain the project’s detailed cost estimates and budgets. Ensure that all elements of the project are accurately included in the budget, including engineering, procurement, construction, transport & installation, and commissioning costs.
• Monitor continuously the actual costs versus the approved budget. Track and manage project expenditures and variances, ensuring costs are accurately recorded, categorized, and controlled.
• Prepare regular cost forecasts on a quarterly basis, identifying trends and predicting future costs. Update cost forecasts based on project performance, changes in scope, or unforeseen circumstances, and provide timely updates to Project Manager and senior management.
• Ensure that project costs are accurately allocated to the relevant department (engineering, procurement, construction, etc.) and work packages, following the project’s cost structure.

Financial Reporting:

• Prepare regular (monthly/quarterly/biannually/annually) cost reports for the Project Manager, senior management, and Employer, detailing project cost performance as the part of Project Report and for the internal use in the project team.
• Develop key performance indicators (KPIs) for cost management, such as cost performance index (CPI), schedule performance index (SPI), and earned value (EV), and present this data to the project team and senior management.
• Perform detailed analysis of cost overruns, identify root causes, and propose corrective actions to bring the project back on track. Report and explain deviations from budget, highlighting potential risks or opportunities for cost-saving.

Change Management:

• Manage and track changes to the project scope, ensuring that all change orders and variations are correctly documented and accounted for. Ensure that cost implications of changes are assessed, approved, and incorporated into the budget.
• Work closely with the engineering, procurement, construction, and commissioning teams to evaluate the cost impact of changes and ensure that the Employer is informed of the financial impact as the part of Progress Report.

Risk Management:

• Identify and assess potential financial risks (e.g., price fluctuations, contractor claims, schedule delays) throughout the project lifecycle. Implement strategies to mitigate cost-related risks and propose contingency plans.
• Track project cash flow, ensuring that costs and payments are aligned with the project schedule. Ensure timely invoicing and payment processing, and monitor cash flow to maintain adequate liquidity.

Coordination with Project Team:

• Work closely with quantity surveyor, project engineers, procurement, construction, and commissioning teams to monitor project activities and track all associated costs. Provide regular updates to ensure all project departments are aware of cost implications.
• Support internal and external audits of the project’s financial records and ensure compliance with financial controls, procedures, and industry standards.

Cost Optimization & Value Engineering:

• Identify opportunities for cost optimization and efficiencies across the project. Work with the project team to evaluate cost-saving initiatives, alternative suppliers, and methods to reduce overall project costs without compromising quality or safety.
• Work closely with quantity surveyor, project engineer and engineering teams to assess value engineering alternatives that could reduce costs or improve value for the project.

REQUIREMENTS

Education

• Bachelor’s degree in Finance, Accounting, Engineering, Project Management, or a related field. A Master’s degree or certification in Project Management (e.g., PMP) or Cost Engineering (e.g., AACE International Certification) is a plus.

Experience

• Minimum 8-12 years of experience in cost control and financial management, with at least 5 years in large-scale offshore energy projects (e.g. offshore oil & gas, offshore substation, or offshore wind industry).
• Experience of cost estimating, cost control procedures, and financial reporting in large infrastructure or offshore wind projects.
• Proven experience in managing project costs for complex offshore projects, including budgeting, forecasting, and variance analysis.

DUTIES & RESPONSIBILITIES

Engineering and Technical Support:

• Coordinate and oversee the detailed design activities for the offshore substation, ensuring compliance with Employer Requirement, industry standards (e.g., IEC, DNV, ISO), and safety regulations.

Commissioning & Handover:

Data Compliance Leadership:

· Develop and implement a scalable data compliance (including data privacy and protection) strategy and framework in one region, (one of: Japan and Korea, USA or EU).

· Lead external local legal resources on execution of strategy and framework to ensure compliance and the highest standard.

· Ensure compliance with international data laws and advise stakeholders on regulatory developments.

Local Entity Compliance:

· Ensure that all local legal entities operate in full compliance with the laws and regulations of the jurisdictions in which they are registered or operate.

· Oversee the maintenance of local entity registration, reporting, and other statutory obligations.

· Provide guidance and counsel to local teams on governance, regulatory reporting, and compliance with local labor, tax, and corporate laws.

· Coordinate with local legal teams and external counsel to ensure compliance with region-specific regulatory requirements, including business licenses, corporate filings, and corporate governance.

· Monitor changes in local laws and regulations, ensuring timely updates and compliance adjustments across all local entities.

Secondary Responsibilities :

Commercial Legal Support:

· Support commercial legal needs, including drafting, reviewing, and negotiating contracts with vendors, partners, and other stakeholders.

· Provide legal advice on upcoming commercial strategies and initiatives.

· Translate legal requirements into actionable, business-friendly policies that integrate seamlessly into product development, marketing, and operations.

Intellectual Property:

· Provide advice on intellectual property matters, including innovations and strategies that require IP protection.

· Oversee agreements involving IP licensing and commercialization.

Risk Mitigation:

· Establish proactive measures to manage and mitigate data-related and other commercial risks.

· Ensure operational data handling, governance, and contractual arrangements are robust, reducing exposure to legal and reputational risks.

· Translate legal requirements into actionable, business-friendly policies that integrate seamlessly into product development, marketing, and operations.

Requirements:

· Bachelor’s degree in law with admission to a recognized bar. Data Privacy certifications (e.g., CIPP/E, CIPM) are highly valued but not mandatory.

· 7+ years of experience with a strong focus on data privacy, data protection, and data compliance, with additional experience in commercial legal work.

· Well-versed in privacy laws across one or more jurisdictions: the US, EU, Japan, and Korea.

· Experience with commercial contracts and/or IP law is an advantage.

· Resourceful and capable of managing big-picture strategies while drilling into granular details as needed.

· Effective in utilizing and guiding overseas resources, including external counsel.

Responsibilities

Management and Financial Reporting:

•Assist Finance Manager on the overall management of the accounting records and financial reports of the hotel ensuring compliance with group, company owner, statutory fiscal requirements, and timelines.

•Support Finance Manager and be part of the business partner to support business unit in all operation accounting related matters, both financial and commercials (where applicable), including the interpretation of monthly financial data (not limited to P&L).

Team Leadership:

•Supervises areas of Accounts Payable (AP) and Cost Control (CC)

•Review bank reconciliation of all bank accounts on a weekly basis, maintaining the highest standards of control over all cash and bank balances kept by team executives.

•Responsible to ensure that controls over accounts receivable are being applied correctly and to take action to rectify any problems identified if they are not.

•Provide guidance and support to ensure efficient and accurate financial operations.

•Review the subordinates daily routine work covering journals, accruals, prepayments, AP and AR, payroll, cashiering and fully in-charge of GL closing.

General Ledger and Reporting:

•Responsibility for the General Ledger (GL), ensuring the accuracy and completeness of financial records. Prepare and submit internal and external financial reports to the corporate office.

•Ensure timely monthly closing and submission to corporate office and internal stakeholders.

•Ensure that the balance sheet is a fair reflection of the assets and liabilities of the hotel, regularly reviewed, and reconciliations of all accounts performed before final closing monthly basis.

•Ensuring all revenue is accurately accounted for financial integrity and performance visibility.

•Submission of GST, Taxes and Pension on a monthly basis.

Compliance and Control, internal and external audit:

•Liaise and co-operate with both internal and external audit ensuring that an effective programme of in-hotel audit is in place and that corrective action is promptly taken where required.

•Emphasis to ensure all revenue are accounted for, making use of a monthly control checklist, and conducting interim self-audits as required.

Best Practices and Procedures:

•Develop best practice financial accounting and control procedures, updating of SOP and P&Ps.

•Maintain a focused system of internal controls, providing effective and efficient control over hotel assets, liabilities, revenue, and costs, ensuring compliance with company and group policy.

•Assist Finance Manager to establish robust credit control and credit management policies within the guidelines set out by Group Policy and following best practice principles.

•Assist in budget / forecast, capital plans keeping to the highest possible standard and privacy.

•Other ad-hoc assignments and projects as needed and when assigned by Finance Manager.
