JOB SUMMARY

• The Operational, Technology and Cyber Risk (OTCR) organisation is instrumental in protecting and ensuring the resilience of Standard Chartered Bank’s operations, data, and IT systems by managing operational, technology and cyber risk across the enterprise. As a critical function reporting into the Group Chief Risk Officer (CRO), the Group OTCR team serves as the second line of defence for assuring that controls are implemented effectively, in accordance with the OTCR Framework, and for instilling a risk culture within the Bank.
• The Executive Director, CIB, Operational Technology and Cyber Risk (Banking) is an important role that requires solid business acumen and a detailed knowledge of CIB and understanding of working in a second line capacity within a risk management organisation. The role reports directly to the Global Head, CIB, Operational, Technology and Cyber Risk.

RESPONSIBILITIES

Strategy

• The purpose of this role is to act as the single point of contact (“SPOC”) within the second line for CIB, in respect of all OTCR matters and decisions, for the portfolio assigned, providing judgement-based input and advice to ensure effective risk management and be a trusted partner collaborating as appropriate with senior stakeholders including SMEs and other risk teams to ensure that risk management practices are integrated into all aspects of CIB.
• The individual is expected to be familiar with CIB specific tools / practices, enabling the CIB first line leads to make right decisions. The individual will be skilled in business risk management, stakeholder management, and communication, with an ability to contribute to a vision for others to follow.
• The successful candidate will add value by helping to deliver customer centric solutions, providing clear direction on effective risk management, taking on tough challenges, addressing difficult issues and responding in a flexible, courageous and collaborative manner to evolving business, regulatory and threat demands.
• This role includes responsibility for monitoring and challenging that CIB meets their obligations under the various non-financial risk frameworks and particularly in the context of the OTCR Framework (“OTCRF”), and that breaches / weaknesses are appropriately identified and escalated. This is discharged in part through collaboration with other second-line risk teams as well as enterprise-wide SMEs, both within Group and Country.

Business/Processes

• We are seeking an experienced Lead in CIB Business who will be responsible for the following areas:

MONITOR

• Risk indicators, metrics, and thresholds – e.g., Risk Appetite thresholds
• Completeness and accuracy of risk identification and assessment
• Regular review of residual risks and concentration of risks (e.g., locations, processes, etc.)
• Impact to risks / regulations which the bank faces (e.g., through internal / external change or events)
• Reporting and escalation of business restrictions where the risks not aligned with Risk Appetite
• Timely and effective completion of actions and treatment plans
• Business adherence to framework, policies, standards, and regulations
• Appropriate application of decision authorities and delegation rights

CHALLENGE

• Business initiatives and decisions to ensure effective adherence of risk, policy, regulations, etc.
• Outputs of business risk identification and assessment activities for completeness and accuracy
• Design and implementation of treatment plans / actions to mitigate risk or improve risk mgmt.
• Risk Appetite Setting: 1LOD proposals on Risk appetite and where Risk Appetite is near breach
• Proactive challenge on strategy, process, product, channel, change activities e.g., new deals / transactions
• Design and operating effectiveness of controls in place to mitigate material risks

APPROVE

• Risk assessment decisions for changes arising from products, processes, and projects etc.
• Treatment plans and actions design to mitigate risks, remediate appetite breaches, improve risk mgmt.
• Other approvals explicitly required by frameworks, policies, and standards

In addition, this role must work with SMEs to ensure that there is adequate support provided by the SME in respect of:

• Policy / regulatory interpretation, application, and implementation
• Provision of information and guidance relating to risk mgmt. processes and frameworks
• Appropriate appetite setting, identification and assessment of risk and input into control design
• Support on investigations and reviews to ensure the right outcomes are reached
• Regulatory horizon scanning, interpretation, application, and implementation
• Opportunities for risk taking / commerciality (e.g., support and input on new business)
• Identification of emerging and horizon risks in area of expertise
• Training and support in communicating complex technical concepts to internal and external stakeholder
• Advise in matters that are high risk and/or complex to provide specialised knowledge, oversight and/or expertise, using deep technical knowledge, interpretation of regulations with data driven judgment and experience
• Analysis of internal and external trends to get early alerts
• Thematic reviews with Assurance teams where required

Our Ideal Candidate

• 10+ years financial services experience, with 8 years in CIB.
• Bachelors Degree level education or equivalent
• Significant experience in OTCR management within the Banking industry with in-depth knowledge of the key organisational and operational challenges faced by a Second-Line Risk function, including relevant regulation and industry trends. In particular, the role holder will demonstrate:

About the Position

• Oversees and work with the team on cost planning and preparation of tender submission.
• Oversees the team on invitation for quotations, negotiations, evaluation, recommendation, and confirmation.
• Engage various stakeholders to draft, review, negotiate, and implement contracts for marine construction projects, ensuring accuracy, completeness, and compliance with legal regulations, all terms and conditions are favourable and in alignment with company objectives. This includes analysing contractual obligations, terms of payment, deliverables, and any associated risks.
• Identify potential risks related to contracts and projects, implementing strategies to mitigate these risks.
• Check monthly progress claims.
• Evaluate subcontractor payment claims.
• Attend Client and Project Site Meetings. Meet with Clients and Consultants to discuss project, cost matters and variation orders.
• Collaborate with project managers, engineers, and other stakeholders to ensure contract terms are followed and project milestones are met.
• Monitor project budgets and expenditures, ensuring compliance with contract terms and identifying opportunities for cost savings.
• Provide legal advice and support to functional units including drafting of contracts, negotiation, and contracts documents administration.
• Liaise with internal and external lawyers for dispute resolution.
• Drafting contractual letters to the Clients, Consultants, Subcontractors on Extension of time claims, etc.
• Maintain detailed records of all contract-related activities and provide regular reports to senior management on contract status, risks, and issues.
• Conduct periodic evaluations to assess contract performance, identify areas for improvement, and drive value optimisation.

Job Requirements:

• Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field.
• At least 8 -10 years of experience in contract management in construction industry, including experience with large-scale projects.
• Legal knowledge and experience with contracts are highly preferred.
• Maintain a high level of professionalism, integrity, and ethical conduct to handle confidential and sensitive information, and adherence to ethical standards for establishing trust and credibility.
• Strong in contract review and negotiation, communication, and organizational skills; proficiency in contract management software and tools.
• Strong analytical and problem-solving abilities to analyse complex contract terms, identify potential risks, and develop solutions to mitigate them.
• Meticulous attention to detail to accurately review, draft, and administer contracts.
• A keen eye for identifying inconsistencies, errors, or potential issues is vital to maintain contract integrity.
• Capable of prioritizing tasks, meeting deadlines, and managing contract-related workflows efficiently.
• In-depth understanding of marine construction processes, industry standards, and regulatory requirements (contract law and legal principles).
