Work Hours: Office hours, 5.5 days

Salary: Up to $6.5k + 1 month bonus

Roles and Responsibilities:

• Pre-contract and post contract administration including the following:
• Cost estimating and cost planning.
• Preparation of tender documents (including measurements and Bills of Quantities)
• Check progress claims and invoices and certifying work done by Contractors.
• Review and evaluate extra payment and/or extension of time claims by the Contractors and make recommendations to the Board.
• Tender management including evaluation of tender submission.
• Assist Contracts Manager, Project Manager in Contract management and cost monitoring, management of interim/progress payment, including variation assessment and finalisation of account.
• Possess comprehensive knowledge of construction, logistics, material management and the ability to provide cost and financial advice.
• Relevant duties as and when assigned by reporting manager.

Requirements:

• Shall have relevant degree or certification, and about 5 years of relevant experience in project costing, procurement strategies and scheduling for large used water/water projects or infrastructure projects of similar scale and complexity
• Have about (3) years working experience in similar capacity in Singapore
• Meticulous, independent, highly motivated, results-oriented and good team player.
• Able to manage stakeholders (Contractors, Client and Consultants).
• Good written and oral communication skills.
• Able to meet tight deadlines.
• Experienced in Public Sector Standard Conditions of Contract (PSSCOC) preferred.

Summary

We are seeking a detail-oriented and experienced Financial Reporting Manager to join our team. The primary responsibilities of this role will be to review financial statements and reports for accuracy and compliance with local regulatory requirements under different accounting standards (IFRS and US GAAP, etc.); to coordinate with external auditor’s requests and other external reporting matters; and to prepare accounting memos on specific transactions. The ideal candidate will have a strong background in accounting principles, audit methodoligy (including knowledge on IT audit test), financial reporting standards, and excellent analytical & communication skills. Work experience with coordination with overseas teams is a plus.

Key Responsibilities:

• Review financial statements, reports, schedules prepared under different accounting standards (IFRS and US GAAP, etc) to ensure no significant misstatement or omission in disclosures.
• Coordinate with external auditors with interim/annual audit requests, tests and meetings etc.
• Conduct detailed analysis of financial data and performance metrics.
• Prepare accounting memo for significant transactions in various topics such as consolidation, business combination, impairment test and etc.
• Collaborate with internal accounting/FBP teams to provide financial insights and support decision-making processes.
• Support external auditors on IT related tests annually.
• Identify areas for process improvement and efficiency gains in financial reporting.

Requirements:

• Minimum of 8 years of hands-on global/regional accounting experience.
• CPA or CA certification.
• Excellent self-management practices with a demonstrated ability to be self-directed and resourceful.
• High proficiency in Microsoft Excel.
• Ability to maintain high performance under tight deadlines, including managing multiple projects simultaneously, with exceptional quality, organization and attention to detail.
