• Undertake projects related to IT infrastructure (physical and virtual servers, storage, network, on-premises, and cloud), i.e., systems provisioning, installations, configurations, as well as monitoring and maintenance.

You will assist in planning and implementing strategic workplans and projects for Allied Health across the SingHealth cluster, ensuring smooth project delivery and making a tangible impact on healthcare practices. Preparing reports and utilising analytics, you will evaluate project effectiveness, providing valuable insights for decision-making.

Staying abreast of cutting-edge developments in healthcare technology, you will support Allied Health Professionals in process re-engineering. You assist in conducting exploratory and pilot studies to ascertain project feasibility and source funding to support innovative projects from both internal and external sources, playing a crucial role in bringing new ideas to life.

Your responsibilities will also include secretariat duties such as preparing meeting agendas and coordinating meetings, ensuring smooth communication and collaboration across teams.

Job Requirements:

· Bachelor’s Degree in any discipline

· 1-2 years of experience in administration and project management, preferably in healthcare-related industries.

Job Description

Operational support of ongoing services:

• Co-ordinate collaborative processes with internal partners, particularly within the SAMH and SACS service units to ensure smooth and effective service integration to kick start new services and projects.
• Support ED in managing the operations of the dietary (e.g resident food services) and laundry services, including the linen room functions.
• Support new work teams of SANH in overseeing ongoing operational matters within these new services, as well as operational matters relating to external services provided by vendors to ensure smooth delivery of patient care, accountability and internal control.
• Conduct review audits of the new services/projects to ensure that they are up to the mark and meet all the requirements/KPls of the licensing authorities (e.g. the MOH) and funding agencies (e.g. AlC).
• Establish systems to ensure quality records are maintained within the statutory required retention periods through proper identification, filing, storage, maintenance and disposition of records (Medical Records).
• Coordinate the renewal of all outsourced services, including the sourcing for quotations and preparation of vendor evaluation.
• Manage service agreements. Keep track of the expiry and renewal dates of all agreements; conduct market survey and review rental rates for renewal.

Procurement

• Obtains cost estimates for materials, supplies and services.
• Identifies potential suppliers/vendors, gathers and analyses information on them; recommends prospective vendors to Management.
• Prepares vendor contract and negotiates terms with vendors.
• Maintains inventory of materials, supplies and maintains records.
• Periodically assesses inventories and compares with market activity; may recommend adjustment of the procurement plan to Management.
• Reviews, analyses receiving/inspection documentation; forward receiving documents to Finance for vendor payment.
• Maintains records of approved suppliers and periodically evaluates vendor performance (e.g., conformance with stated requirements, trends, anamolies).

Emergency preparedness and response

• Develop operational procedures to ensure business continuity in response to and in managing emergency situations and national crisis (Business Continuity Plan, Flu Pandemic SOP, Mass Casualty Response Plan).
• Plan and conduct exercises and drills with new work teams to ensure the services’ preparedness to respond expeditiously in a crisis situation (eg Table Top Exercises).

About the role:

1) Responsible for planning, and defining contracting strategy

Contracting Management

• Develop the Contracting Strategy appropriate for the project scope, project strategy and contractor market; to be involved as early as Investment Proposal in the development of Contracting Strategy.
• Manage the pre-qualification process;
• Set up the contract (s), execution of potential scope changes, schedule obstacles, and in cooperation and alignment with the Project Manager;
• Manage the tendering and contracting process up to contract awards;
• Set-up contracting, sourcing plan and organize Division/Global tender board according to Global Tender Procedure

Supplier Management

• Organize pre-qualification for the tender under allocation
• Ensure updating of approved vendor list for qualified vendors/contractors
• To organize and conduct site visit of contractors for growth projects as required.

Contract management

• Ensure proper implementation and follow-up of procurement contracts
• Facilitate visibility and availability of contracts.
• Ensure adequate usage of contracts.
• Ensure that supplier contracts are managed in line with the specifications of the Procurement Policies and principles (compliance).
• Evaluate and improve use of contracts and decide on contract development together with stakeholders (e.g. termination or modification).
• Work with Project Manager to negotiate the Variation Orders for growth projects

Purchase to pay

• Effectively execute and/or manage the relevant S&P steps in the P2P process (Request, Approve, Order, Expedite and Receive) in order to get the right service/product at the right place at the right time. Effectively use the supporting ERP system.

Tendering

• For purchases larger than SGD40K without framework agreement, execute and manage an optimal supplier selection process via all required steps such as: conduct internal and market analysis, determine selection criteria, develop and evaluate RFI and RFP, execute clarification meetings, communicate to bidders and cooperate with internal business partners.

Project & Category Strategy Development

• Based on key categories of procurement plan, develop and execute a project strategy and category strategy. This includes conducting internal and external analyses, defining and agreeing with stakeholders on the best strategy in order to realize, secure and sustain optimal value for the business (in terms of costs, efficiency, risk, etc)..

2) Responsible for ensuring the availability of the goods and services according to functional budget and planning requirements

• Execute the annual terminal procurement plan and budget as per allocation
• Perform spend analysis, contract analyses, categories review, process improvement analyses and define initiatives to be included in the annual terminal procurement plan and budget cycle.
• Align the plan with all stakeholders and subsequently govern execution of the procurement plan.

3) Responsible for developing continuous process improvements through analyses

• Continuous reviewing S&P policies, standards and systems and propose improvement to the P2P process to Manager S&P.

4) Performance Measurement

• Understand and periodically measure and analyse processes and their performance/results by measuring global and local KPIs (e.g. P2P, savings,contractor safety, etc.). Provide recommendations to improve the performance

About you:

• Bachelor’s Degree in any discipline
• At least 3 years’ experience in Contracting Management or Procurement related experiences.
• Must have EPC experience for services e.g. Civil works, mechanical works (not just buying equipment)
• Able to administer EPC contracts in terms of reviewing deviations and accessing VO and contracting disputes
• Strong commercial awareness and experience of Contract Law, which includes drafting contract/specification clauses.
• Proven experience in contract negotiations; vendor management.
• Strong negotiation and communication skills.
• Analytical and decisive with high initiative.
• A quick-learner, a good team player as well as possess the aptitude to work well independently.
