Job Description

1. To successfully manage the Preparation of Civil Construction Safety Submission (CNSS), Civil Design Safety Submission (CDSS) and Project Safety Review (PSR)

2. Present at LTA’s project Safety committee Meeting (PSCM) for review of CNSS

3. Perform risk analysis, risk monitoring and reporting

4. Preparation and submission of documentations of Civil Design safety, Construction Safety and Project Safety reviews to LTA

5. Conduct presentations and Risk Management meeting with LTA

6. Maintenance of risk registrar

7. Identify risks and ensure all requirements during design & construction stage are addressed with suitable protection and mitigation measures

8. Prepare, maintain and update project Risk Register as project progresses

9. Able to convene and facilitate Design for Safety Review Workshops / Meeting in accordance to GUIDE 1, GUIDE 2 and GUIDE 3; prepare and Maintain Design Risk Registers, Prepare Design Risk Health and Safety documentation to be handed over to Developers

10. Lead Risk Management team and coordinate Risk Management implementation.

11. Coordinate with QPD and Internal Design team to prepare the documentation for Civil design safety and CNSS submission to LTA.

12. Prepare and deliver all necessary Method Statement & Risk Assessments for the projects

13. Facilitate the hazard identification and Risk assessments for preparation of safety submission.

14. Liaise with the external RMFs on hazard management

15. Liaise with various government authorities and external agencies to get necessary approval.

19. To coordinate with drafters and ensure all the clients requirement are promptly met.

Requirement:

1. Minimum 5 years of geotechnical engineering experience with Degree in Civil Engineering recognised by the PE Board or qualification acceptable to the Commissioner of Building Control as eligible for application as a Resident Engineer or Recognised Degree in the relevant field subject to the acceptance of the Engineer, and at least 3 years of experience in the design of similar scale and complexity.

2. At least 3 years of experience in design for LTA’s project

3. At least 3 years of experience in design for elevated station and Viaduct project (Optional)

4. A registered PE or Architect with a Practicing Certificate or have 10 years of relevant experience in the design (at least 5 years in design which includes contribution to designs, writing specifications) and the supervision of the construction of structures; and have a degree accepted by PEB or BOA and construction-related degree accepted by SISV and SPM. The DfS professional shall also have:

• Reasonable exposure in safety and health for construction;
• Attended the Design for Safety for Professional Course and passed the assessments or equivalent;
• Experience in design and construction management of transit projects; and
• Trained in hazard identification and risk assessment methodology.

Job Purpose:

We are seeking a highly skilled and detail-oriented Manager of Human Resource Information Systems (HRIS) to lead and oversee the strategic management and optimization of our HRIS platform. This role is responsible for ensuring that the system effectively supports HR operations and enhances the employee experience by streamlining HR processes, improving data accuracy, and providing actionable insights. The HRIS Manager will work closely with the HR team, IT, and other departments to implement system enhancements and ensure compliance with data management and security standards.

Key Responsibilities:

HRIS Management & Optimization

· Lead the administration and ongoing optimization of the HRIS (e.g., Workday / SAP / SuccessFactors / PeopleSoft, etc.), ensuring its alignment with business objectives and HR needs.

· Manage system configurations, updates, upgrades, and troubleshooting to ensure the platform is operating efficiently and effectively.

· Collaborate with key stakeholders to identify process improvements and system enhancements.

· Oversee data migration and set algorithms in the system to ensure accurate and efficient data handling.

Data Management & Reporting

· Oversee HR data integrity, ensuring information is accurate and up to date within the system.

· Generate and analyze reports and dashboards to provide HR leadership with actionable insights for decision-making.

· Develop and manage standard operating procedures for data management and HRIS-related processes.

System Implementation & Upgrades

· Lead or support the implementation of new HRIS functionalities or the integration of new modules, ensuring smooth transitions and minimal disruption to HR operations.

· Coordinate with IT, external vendors to support deployment and maintenance of HRIS features.

· Manage system rollouts, including the creation and delivery of communication decks to ensure proper stakeholder engagement and understanding.

User Support & Training

· Provide HR staff and end-users with training and support on HRIS system functionalities, including self-service portals, reporting tools, and new features.

· Primary point of contact for system-related issues, troubleshooting, and user inquiries.

Compliance & Security

· Ensure that HRIS practices and processes comply with legal, regulatory, and organizational data security standards (e.g., GDPR, HIPAA, PDPA etc.).

· Monitor and manage access controls, permissions, and security settings to safeguard sensitive employee data.

Project Management

· Manage and prioritize multiple HRIS-related projects simultaneously, ensuring they are completed on time, within budget, and in line with organizational goals.

· Act as the project manager for HRIS system upgrades, new feature implementations, and cross-functional initiatives.

Collaboration & Continuous Improvement

· Work closely with HR leadership to ensure HRIS capabilities align with the department’s strategic goals and evolving needs.

· Stay up to date with HRIS trends, tools, and technologies, and propose solutions to optimize HR operations and employee experience.

Requirements:

· Bachelor’s Degree in Human Resources, Information Technology, or a related field.

· Minimum of 8 years of experience working with HRIS systems, with at least 2 years in a managerial or lead role.

· Hands-on experience with HRIS platforms (Workday / SAP SuccessFactors / Oracle / PeopleSoft).

· Must have system migration and/or implementation experience.

· Strong understanding of HR functions, including payroll, benefits administration, recruiting, performance management, and talent development.

Position Overview: The Senior Operations Manager will play a pivotal role in overseeing the execution and optimization of multiple renewable energy projects across various regions. This position requires expertise in project planning, operational efficiency, and resource management to deliver projects on time and within budgets. The SOM will harmonize workflows, streamline subcontractor activities, and ensure cost-effective procurement to create economies of scale. As a member of the Management Team, the SOM will provide critical insights on financial performance, risk management, and operational improvements. This role demands a dynamic leader with a deep understanding of renewable energy operations and a proven ability to manage complex, multi-country portfolios.

Key Responsibilities:

(i) Master Project Planning and Oversight:

Develop and manage a Master Gantt chart for projects across business verticals. Develop and/or use existing tools and methods to optimize cost, time, and quality while aligning engineering, procurement, and construction phases across countries. Consolidate purchasing needs for economies of scale, resolve scheduling conflicts, and address resource bottlenecks. Track milestones and provide progress updates to the Management Team.

(ii) Workflow & Process Optimization:

Identify and address inefficiencies at project and SPV levels and implement improvements through harmonised procedures. Introduce automation tools to enhance monitoring and performance. Establish KPIs to track efficiency and synergies, and collaborate with department heads to incorporate best practices for productivity and teamwork.

(iii) HR Resource Allocation:

Coordinate with departments to forecast and allocate personnel for project execution and SPV operations, adjusting staffing based on project phases. Monitor performance, address skill gaps, and optimize team assignments by working with and through heads of departments.

(iv) Subcontractor Harmonization:

Establish performance benchmarks and enforce standards across regions and asset types. Monitor regional labour costs and maintain country-specific contractor charges. Standardize construction activities, develop a robust contractor database, and implement a safety program compliant with ISO, OSHA, and other certifications.

(v) Cash Flow & Financial Planning:

Create portfolio-level cash flow forecasts, accounting for schedules, material purchases, and labour costs. Monitor expenditures against budgets, adjust plans as necessary, and provide financial updates to the Management Team, highlighting risks. Develop contingency strategies to manage cost overruns effectively.

(vi) Risk Identification & Mitigation:

Identify and monitor portfolio-level risks, such as resource shortages, supply chain and logistics issues and regulatory challenges, and develop comprehensive mitigation strategies and contingency plans. Ensure compliance with local laws and industry standards to minimize legal and operational risks.

Reporting:

The Senior Operations Manager reports directly to the CEO and attends weekly Group Management Team Meetings.

Competences & Capabilities:

· Master’s degree in engineering, industrial-business administration, or a related field, preferably combining engineering with business.

· Minimum 10 years in the renewable energy sector, with at least 5 years in a senior role, preferably in the Asia-Pacific region.

· Experience in managing construction and/or renewable energy projects in challenging environments.

· Strong in budget management, financial analysis, and strategic operations planning.

· PMP Certification, Six Sigma, and Operations Excellence/Safety Management certifications.

· Excellent leadership, communication, and interpersonal skills.
