General HR and administrative matters:
Develop clear understanding of business needs and objectives, to provide effective HR solutions to support the achievement of business objections of the various departments in the organization.
Performance Management:
To provide advice and guidance to line management on performance management related matters. To process performance appraisal exercises, mass salary reviews, year-end bonus exercises etc.
Recruitment and Selection:
To establish internal hiring and recruiting practices and to liaise with various project, department as well as the management on the recruitment needs. Understand the hiring requirements and manage the end-to-end recruitment process, candidate screening, selection, offers, onboarding and offboarding matters.
Payroll matters:
To establish and well organize the filing system of the master list of the employees. Administer payroll, benefits and leave management with precision and efficiency. To ensure the Company is fully compliance with labor laws and internal policies, addressing any discrepancies proactively.
Work pass application, Monthly CPF submission, IRAS 21 tax clearance, NS leave claim etc. matters.
Benefits and Compensation:
Manage and process employee welfare benefits, medical insurance. Ensuring all compensation and benefits strategies remains relevant and competitive while maintaining internal equity.
Employees Relations and Engagement:
Drive and coordinate employee engagement and wellness activities.
Plan and coordinate Company events, enhancing team collaboration and engagement.
Manage and resolve employee relation issues and disciplinary actions as wells as address grievances, fostering a positive and compliant work environment.
Learning and Training Development:
Talent Management and succession plans. To develop HR plans and initiatives and to support achievement of business objections of the various departments in the organization.
Oversee the entire training and development functions. Develop and implement learning and development programs to foster and facilitate ongoing learning and skills improvement of the employees.
Analysis in-house training, on the jobs training to internal employees.
Employment Practice & Regulations:
Tripartite Standards Introduction, Grievance Handling, Disciplinary Actions and Dismissals, Conflict of Interest.
Good working knowledge of employment regulations and HR best practices.
Company Credentials:
ISO45001 and bizSAFE Star, BCA work head CRS contractor registration system SY08 L6, ME11 L1 application and renewal matters. To assist with corporate service provider to submit the statutory declaration, Company ACRA Annual return filing, register of controllers etc.
JOB REQUIREMENTS:
- Candidate must possess at least Diploma/Bachelor's Degree/Post Graduate Diploma/Professional Degree, major in Human Resources Management or Business Administration Management or equivalent.
- At least 3-5 Year(s) of working experience in the related field is required for this position.
- Required language(s): English, Mandarin fluency in written and spoken (to coordinate with the Chinese speaking client, supplier, HQ Colleague etc.)
- Required skill(s): MS Office.
- Good interpersonal and communication skills.
- Self-motivated and able to leverage on team.
- Resourceful, meticulous, able to multi-task and handle pressure well.
- Experience working in Regional Rail Transport industry is a plus.
