• Position: Quality Assurance QA/QC Engineer (MUST BE from Marine Engineering)

Main Responsibilities:

• Perform inspection of incoming products, materials or customer items according to job project requirement
• Perform initial inspection and raise report
• Perform in-process inspection according to procedures and customer’s specifications. Raise report whenever necessary. Measure and record the dimension of components/parts using measuring instruments and analyse the findings for discrepancy
• Perform final inspection of items including dimensional and NDT to ensure that all quality requirements has been achieved. Analyse result and decide the acceptance level of the final product
• Prepare and conduct Project Specific Quality requirements training to production Supervisors and Sub-contractors QC Personnel.
• Establishing Work Procedures and Instructions.
• Support QA/QC Manager for establishing WPS, PQR and WQT Qualifications.
• Act as Project Lead QA/QC and control the entire project Quality Assurance and Control activities during construction phase.
• Oversees the Inspector’s performance on the project towards monitoring and control of workmanship towards quality.
• Updating of Inspection status and records on daily basis.
• Attend weekly client progress review, Internal and Sub-Contractors meeting to discuss Quality issues.
• Liaise with client in relation to Quality on Project Specific.
• Schedule and conduct Project Specific Quality Audit as per agreed Plan.

Requirements:

• Degree in Engineering or Diploma in Mechanical/ Marine Engineering or equivalent
• Experience in handling project Audit and liaise with internal & external auditor
• Knowledge in structural fabrication, piping isometric drawing and materials
• Experience in piping line walk, reinstatement inspections by clear understanding of isometric drawings

Responsibilities :

Technical Support

The Resident Engineer (Maintenance) shall act as the Customer’s interface for the flow of information to and from and report to the Singapore office and Service Engineering Head Office in Japan. Such activities include but are not limited to:

• Establishing and maintaining good working relationships with the Customer, ensuring that the customer’s issues and requirements are clearly understood and addressed in an effective and timely manner
• Responding to and resolving Customer and internal stakeholder technical requests concerning relevant operation and maintenance matters of the GTCC Power Plant, making use of product technical knowledge, mechanical know-how of system components, and analytical skills while adhering to sound engineering principles, standards, practices and procedures
• Communicating with and supporting the Customer to act on Technical Information notices to improve or upgrade the plant
• Proactively identifying potential failures, assessing and controlling operational risks on the Power Train with support from the 24/7 remote monitoring hub and expert support
• Proactively advising and assisting the Customer in planning, coordination with company for the execution of relevant inspection and maintenance activities
• Analyzing, tracking and reporting monthly Reliability, Availability, and Maintainability (RAM) data and relevant KPIs for the LTSA, for the purposes of invoicing and for monitoring performance against the contractual guarantees and obligations. If necessary, recommend corrective actions
• Reviewing and presenting the monthly monitoring diagnostic reports to the Custome
• Reviewing and presenting the inspection findings and outage reports to the Customer

Maintenance Work Coordination

The Resident Engineer shall be responsible for coordinating all maintenance activities provided by company under the LTSA, including but not limited to:

• Collaborating with and supporting the technical communications between the Customer, various company's group resources (E.g. LTSA Program Manager, Technical Advisors dispatched by company, Field Services, Engineering) and Local Vendors (E.g. Labour, Onsite Machining, Workshop and other Third Party Services) during each Planned or Unplanned Maintenance
• Supporting the achievement of company’s common goals with the Customer including but not limiting to health and safety, environmental protection, customer satisfaction, unit availability, reliability, performance and emissions
• Presenting and discussing with the Customer the scope and planning of Planned/ Unplanned Maintenance
• Actively contributing to maintenance planning meetings, pre-outage and post-outage meetings between the Customer and MPW, confirming repair status with Repair Facilities
• Supporting the Customer in the selection of spare parts to be kept on stock, aiming to increase the timely availability of necessary spare parts while optimizing inventory costs
• Helping the Customer in selecting tools and equipment required for maintenance of the Covered Equipment
• Coordinating and supporting the efficient dispatch of Parts and Technical Advisory Services

Troubleshooting/Failure Investigations

The Resident Engineer shall be responsible to lead and/or support the troubleshooting of a diverse range of problems that may occur during Plant operation, Planned or Unplanned Maintenance, with the support from the Singapore office and Service Engineering Head Office in Japan. Such activities may include but are not limited to:

• Conducting fact-finding and communicating failure data between the Customer and company
• Investigating various operational problems on the Power Train and Auxiliary systems, which involve analyzing operational, mechanical, instrumentation, control aspects, and suggesting necessary actions to minimize operational risks
• Leading or supporting root cause analysis to determine the original cause of failures that led to plant trips or unplanned maintenance
• Investigating problems that may occur during maintenance works and be capable of providing solutions on urgent basis
• Summarizing findings and conclusions in clear, logical and easily understood reports for external customers or internal departments
• Conducting fact-finding and communicating failure data between the Customer and company
• Investigating various operational problems on the Power Train and Auxiliary systems, which involve analyzing operational, mechanical, instrumentation, control aspects, and suggesting necessary actions to minimize operational risks

Requirements :

• More than 10 years of proven related work experience, preferably in the Power or Process Industries
• Previous site work experience in Long Term Service Agreements, plant commissioning, field service, and/or maintenance and overhaul of GTCC power plants or industrial plants rotating equipment is preferable
• Previous customer facing experience where there is regular interaction with plant personnel to provide troubleshooting support and to resolve problems
• Technical knowledge in GTCC operations and maintenance
• Strong troubleshooting skills, supported by expertise in mechanical systems and components, instrumentation, controls, and plant operational aspects
• Able to develop and write clear and concise technical instructions, procedures, reports, specifications and recommendations
• Able to work in a multidisciplinary team with people from different cultures and nationalities.
• Excellent verbal and written communication skills in English, including ability to effectively communicate with internal and external customers
• Good Knowledge of MS Office software (Word, Excel & PowerPoint)
• Possess own transport/vehicle
• Industry standard training courses on NDT, Machinery Diagnostics, Lubrication, Automation, Quality Control, Metrology would be an added advantage
