We are seeking an experienced consultant to support the implementation of voice and chat channel recording and surveillance systems across the APAC region. The role requires a business-driven mindset to assist in the delivery of robust technical solutions and required controls.

• Requires 8+ years of experience, specializing in the implementation of voice and chat channel recording and surveillance, along with setting up necessary controls

Key Responsibilities:

Stakeholder Management (Regional Level):

• Act as the primary liaison between business lines (COOs, Conduct & Control Officers, Front-Office Conduct & Surveillance) and Compliance teams.
• Collect, analyze, and document business scenarios related to voice and chat channels.
• Understand business interactions with clients and external counterparties to meet communication expectations.
• Identify risks and develop frameworks for risk management, user awareness, and consequence management.
• Establish and enforce RACI (Responsible, Accountable, Consulted, Informed) for stakeholder roles in process execution and controls.
• Work with IT teams (Voice, Chat, Archiving, Digital, IT Support) to ensure the delivery of technical solutions, including archiving, security, and surveillance controls.

Global Level:

• Collaborate with global teams to prioritize and plan solutions for the APAC region within the global Voice & E-comm Record Keeping (VERK) and Surveillance frameworks.
• Obtain validation for APAC plans from global stakeholders through established governance processes.

Project Management:

• Track functional project aspects such as business cases, operational controls, conduct risks, legal requirements, and training.
• Maintain synchronization with global and regional IT teams on archiving and surveillance solution deliveries.
• Report progress, address risks, and provide updates to senior management.
• Contribute to steering committee updates and ad-hoc presentations.

Required Competencies:

Soft Skills:

• Strong interpersonal skills: verbal/written communication, listening, negotiation, and consensus-building.
• Detail-oriented to ensure accuracy and completeness in management reporting.

• Fluency in Mandarin is preferred, as the role involves liaising with users and regions where Mandarin language skills may be required.

Job Responsibilities

• Support IT Project Managers to perform due diligence on third-party service engagement following prevailing Third-Party Risk Management framework for new and existing service engagements.
• Support vendor onboarding and contract engagement processes including to perform service classification, risk assessment and materiality check etc.
• Maintain central contract register and contract repository for the entire IT organization.
• Understand the company’s local and Head Office rules, and local regulatory requirements (e.g. PDPA, MAS Outsourcing Guidelines etc) on vendor engagement and service outsourcing to ensure all due diligent checks are performed.

• Play the role of contract owner to onboard and manage the contracts of onshore and offshore vendors with multiple sub-contracts.
• Establish procurement process and guidelines for IT Department, including RFP and tendering process.
• Establish rate card for standard goods and services as a benchmark for IT organization.
• Perform analysis on procurement pattern base on procurement history and contract register to seek benefit from vendor consolidation.
• Understand vision and strategies of IT Management to plan and implement initiatives accordingly.
• Propose and develop processes for new initiatives and operationalize them.
• Promote centralization initiatives across different teams within the Asia Pacific region to optimize resource utilization and improve process efficiency.

Job Requirements

• Bachelor's degree in a relevant field such as Information Technology, Business Administration, Law, Finance, or Procurement Management with minimally 7-10 years of working experience. Diploma with strong working relevant experience would be considered.
• Experience in working as centralized contract and outsourcing risk management function for mid-large-scale institution is essential. Financial Institution will be an added advantage.
• Understanding of contract management processes and generic contract terms and interpretations. Professional certification in fields of Contract Management, Procurement, and/or Vendor Management will be an advantage.
• Working experience in handling contract and outsourcing risk management in Financial Institution is not mandatory but will be advantageous.
• Experience in handling contracts for overseas branches is good to have.
• Understanding of Asia Pacific countries’ PDPA requirements and MAS’s guideline pertaining to Outsourcing, Technology Risk Management, Third Party Risk etc will have added advantage.
• Good communication and stakeholder management skills.
• Able to provide guidance and mentor junior staff.

• Evaluate design package and prepare shop drawing of RC structural works and temporary works.
• Liaise structural design works with design-relevant counter parties and construction team.
• Design of temporary works related to structural design.
• Lead the project department in solving design related matters.

• Degree in Civil Engineering or equivalent
