a) Collaborate with stakeholders to gather requirements, understand and
document business needs, business requirements and flows related to the
Authority’s public services and application systems;
b) Review business rules and service journeys, gathering requirement
specifications, engaging stakeholders, creating user journey maps and
wireframes, and providing support on updates to the Authority;
c) Develop user stories, specifications, acceptance criteria, and create detailed
process maps to visualise, understand and streamline current workflows
and business processes;
d) Review design specifications and project deliverables (e.g. monthly project
report, log review for privileged user access, test plan, test reports,
application design/ code) to ensure the completeness for the Authority’s
acceptance;
e) Understand and review source codes from vendor(s) for deployment;
f) Support and review on-site acceptance and System Integration Testing
(SIT);
g) Facilitate and support User Acceptance Test (UAT) and trainings for users;
h) Conduct technical review and assessment of End of Support (EOS) upgrade
proposals before making recommendations to the Authority;
i) Coordinate, facilitate and support any audit to be conducted by the
Authority’s appointed auditor(s) on the system;

j) Project management and governance, ensuring performance and fulfilment
of contractual obligations by the Authority’s appointed contractor
managing the collection system.
k) Provide maintenance and technical operations support for the Authority’s
systems which include:
i. Perform continuous review and recommend improvement to the
project, system managed by the Authority’s appointed contractors or
business processes of the Authority’s systems.
ii. Manage, review and ensure compliance by the Authority’s appointed
contractors on the Authority’s policies, security advisories,
vulnerabilities, circulars, Government Instructions Manual
requirements, polls, etc. issued and applicable for the Authority’s
systems;
iii. Review and validating test cases and results for enhancements to
ensure that requirements are met; and
iv. Develop and maintain documentations related to the works performed.
l) Reviewing impact analysis of all system modifications or new
requirements on the functionality, performance, and security of the
systems, which includes:
i. Collaborate with business stakeholders and work closely with
external parties, ICT providers or government agencies for systems
operational and maintenance works and new
initiatives/enhancements;
ii. Involved in the review and tracking the activities of the Service
Request life cycle; and
iii. Review of contractor’s man-efforts and solutioning.
m) Work closely with external parties, ICT providers or government agencies
for the operational and maintenance works and new
initiatives/enhancements of the Authority’s systems;
n) Performing hands-on development as part of exploration of new
technologies/products and automation of existing processes;
o) Participate and support in incident, troubleshooting, testing and verification
of reported issues, incidents and to follow up with the Authority’s
appointed contractors, stakeholders and business users to ensure timely
escalation where required and completion and closure of the issues or
incident; and

p) Ensure that the deliveries of the project by the Authority’s appointed
contractors are compliant with relevant policies and guidelines and to
identify and close any compliance gaps.
15. The Three (3) Onshore IT System/Business Analysts proposed by the Contractor
shall have at least 3 years of IT experience and the following qualifications and
experiences:
a) Bachelor’s degree in Computer Science, Information/ Infocom
Technology, or related discipline would be preferred;
b) Strong knowledge in application support and maintenance and possesses
hands-on’ knowledge and experience in end-to-end Software Development
Life Cycle;
c) Experience in IT project implementation, specifically on user requirements
gathering, IT business analysis, applic1ation solutioning, UI/UX design
and using automated testing software such as Tricentis TOSCA would be
an added advantage;
d) Experience in the following would be advantageous:
i. Cloud platform and technology;
ii. Application development using Power builder, Java, Delphi or
ASP.Net; and
iii. Government projects.
e) Experience with stakeholder management;
f) Have a positive attitude and good interpersonal skills, able to work and
communicate effectively with stakeholders to ensure business needs are
met; and
g) Experience in working under minimal supervision and to demonstrate
ability to ensure tasks are well completed and project is on schedule.
