Deliver all assigned C&N activities in a cost-effective, safe and efficient manner through contractors with minimum interruption to operating plant and ensure field work sequences are aligned,
Lead contractors in field activities with high safety standards; ensure all field activities comply with authorities, industrial and company HSE standards and requirements.
Organize and chair risk assessments discussions to ensure hazard are identified and mitigated for all C&N assigned activities.
Collaborate with stakeholders, coordinates reviews and schedule optimizations, resource leveling etc. and prompt updates to the C&N Work Plan.
Provide conceptual ideas for field route piping and produce quality sketches, Check accuracy of approved construction drawing and documentation for execution. Carry out mechanical line and equipment checks, able to coordinate Civil and E&I activities progress, Support Construability reviews for Projects.
Conduct site inspection and explain work requirements to contractors; develop work plan with contractors, operations, maintenance, and other stakeholders for execution with minimum interruption to operating plant and ensure field work sequences are aligned. Able to coordinate with multi-disciplines during field execution.
Drive Contractors management to deliver contractors productivity improvements, contractors’ competency & assurance, including developing relevant work procedures and QA/QC. Accept or reject the quality of work & goods provided by contractors/vendors.
Establish time schedule/execution plan for more complex project with multi-disciplinary involvement amongst operations, maintenance, and contractors. Approval of construction related method statements.
Prepare and deliver weekly works & field progress report. Support computation and calculation of progress measurement, monitor work progress and able to provide schedule catch-up plan. Validate field work quotations and value of work done (VOWD)
Executes the Quality Assurance and Control Plan and Project Specifications. Reviews and approves Inspection Test Plan (ITP) according to Shell HSSE, Technical, and Process Safety Standards, and relevant industry code.
Perform as Permit Requestor (PR) and Authorized Engineer (AE), including for lifting works, as per SJI Permit to Work (PTW) requirement
Organize Mechanical Completion review and assist in operation readiness review for project handing over.
Carry out any other related duties as required, including temporary assignments in other sections within the MTAC department on site.
Educational Qualifications:
· Diploma/ Degree in Mechanical Engineering
Technical Qualifications:
· NACE Coating Inspector Level 2 (Validity Required)
· Qualified MOM OPSOC (Supervisor) or equivalent
· Qualified MOM CSOC (Supervisor) or equivalent
· Qualified MOM Manhole Supervisor
· Qualified MOM Confined Space Safety Assessor
· Qualified MOM Lifting Supervisor and Rigger/Signalman
· Qualified Work at Height Assessor
Professional Experience:
· Minimum 10 years of relevant experience in oil & gas, chemical & petrochemical industry in the below fields.
o Piping/Pipeline Construction, inspection and maintenance
o Tank maintenance
o Application of Protective Coatings (Organic Coatings, Thermal Spray Aluminum)
o Installation and maintenance of Insulation systems.
· Experience in Plant Turnaround Project planning, preparation and execution
· Experience with catalyst change out is a bonus.
