The Procurement and Contract Coordinator will be responsible for all aspects of the procurement process and oversee contracts administration at Singapore American School. This role includes ensuring that procurement activities are efficient, compliant with school’s policies and procedures and aligned with school’s objectives. Procurement activities will include but not be limited to negotiating with vendors and suppliers, and managing contracts in an effort to obtain cost-effective quality services, products and supplies with a goal of managing procurement expenses schoolwide.

We are seeking an innovative leader with experience developing, implementing and enforcing consistent purchasing policies and procedures across academic and operational functional areas of the school.

Responsibilities:

Procurement Management

• Develop procurement strategies that are inventive and cost effective
• Review procurement policy and procedures, and provide support and advice to other departments
• Act as an advisor and key point of contact for decentralized purchasing activities performed within the school
• Conduct and lead purchasing and procurement training sessions to ensure that all employees involved in purchasing decisions and activities have a clear understanding of procurement guidelines and purchasing parameters

Purchasing activities

• Perform purchasing activities (tender, award, issuance of purchase orders, review of agreements and the follow up on product and service delivery) for overseas purchases related to educational materials

Vendors and suppliers management

• Review vendors’ qualification and perform financial due diligence on qualified vendors
• Maintain a database of vendors in SAP
• Build and maintain strong relationships with vendors and suppliers to support the school’s procurement needs

Contracts administration

• Review and approve contracts as per delegation of authority,
• Maintain contracts database, ensuring all contracts are up-to-date and properly executed
• Monitor contract performance

Others

• Act as a key user for procurement activities conducted in SAP
• Maintain positive relationships with vendors and internal stakeholders
• Identify opportunities to streamline existing procurement processes. Reinforce internal controls related to purchasing activities and ensure compliance
• Develop reporting and Key Performance Indicators (KPIs) on purchasing performance and spending and regularly report to the Finance Director

Required Qualifications:

• Bachelor degree in purchasing, supply management, logistics or business administration
• At least 5 years of procurement management experience
• Demonstrated ability to lead teams and to influence without direct authority across a large organization
• Experience in education industry procurement / purchasing would be a plus through is not a requirement for success in this role
• Experience with e-procurement and Enterprise Resource Planning (ERP) such as SAP S4 Hana
• In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiating terms of agreement
• Proficient in Microsoft Office and Google suite
• Ability to effectively prioritize and execute tasks in a high-pressure environment to drive results
• Excellent customer service and communication skills
• High level of integrity, professionalism and demonstrated attention to detail

Review electrical engineering drawings and refer issues requiring changes.

Assign job tasks and work as per electrical project schedules.

Review all electrical drawings with Leadmen performing on assigned jobs to them.

Stimulate fabrication standards to ensure quality work attained from assigned staff.

Recruit, guide, train, monitor and terminate assigned employees as required.

Recommend effective solutions specified particular weight related to employment status of employees.

Schedule, assign, plan and supervise electrical shop personnel performance on different electrical projects.

JOB RESPONSIBILITIES AND DESCRIPTION

1. Support Logistics department in the management of Lean Transformation programmed through the implementation of Lean initiatives and Kaizen events.

2. Lead and champion LEAN, quality improvement and change management vis-à-vis the alignment with the company’s business goals.

3. Facilitate and drive Lean implementation across the company through the development of training framework, project cycle framework, etc; and guide the Lean teams in project implementation to achieve the project goals.

4. Review and drive Lean standardisation and consistency approach with respect to workflow and problem resolution processes.

5. Work closely with internal and external stakeholders in executing and implementing existing or new policies and procedures as well as to ensure company procedures, processes and practices are in compliance with company standards and regulations.

6. Lead the team in measuring and analyzing the effectiveness of improvement processes, including performing benchmarking exercise against industry standards.

7. Review and establish Lean accreditation framework to audit Lean value stream activities at business units.

8. Review and establish Lean role mandate for all levels of the organization.

9. Review the organization’s Lean capability needs and work with the organization to establish the coaching requirements of Lean trainers, facilitators, specialists and staff to sustain high standards of staff proficiency.

10. Assess and certify in-house Lean trainers and facilitators upon completion of required training and demonstrated competencies.

11. Expand and sustain the Lean deployment efforts through establishing Kaizen and continuous improvement events.

12. Gather data and compile meaningful reports for customer data analysis and internal data quality scoring.

13. Analyze customer and campaign data - focusing on data that accurately measures actionable results.

14. Develop ongoing and ad-hoc reports to track key performance metrics, Lean transformation progress.

15. Assist in creating and maintaining client-facing & internal business-reports/dashboards.

16. Reviewed documents for completeness, accuracy, and authenticity by performing quality/lean reviews and complying with document control procedures and any relevant documents.

17. Perform any other duties as assigned by Senior Management.

JOB REQUIREMENTS

· Diploma or Bachelor Degree in Business or relevant quantitative disciplines.

· More than 3-5 years of relevant experience, ideally in Lean implementation and sustainment.

· Strong expertise in Lean principles, and is the go-to person to seek advice in Lean methodologies, including value stream design, implementation and sustainment.

· Excellent project management skills, detailed and merticulous.

· Proven leadership success in driving Lean in a large organization.

· Great leadership with good interpersonal skills in leading and motivating a team, influencing and driving changes across operations, business units and customers.

· Demonstrated experience with development processes- particularly design controls, risk management (ISO Standards), and documents/process controls.

· Familiar with Singapore and regional GDPMDS and ISO standards would be an advantage.

Responsibilities

• Able to use primavera 6 and Microsoft project for project scheduling
• Gather pertinent data, perform related calculations and analyse schedule impact, include critical path method (CPM).
• Produce and maintain the good quality work on project schedule, inclusive frequent updating project schedule with physical site progress
• Able develop progress reports, daily, weekly and monthly basis (e.g., overall S-curve, plan vs actual table)
• Proactively engage and communicate with Construction Team on schedule matters for developing quality schedule and updated the status
• Determine project requirements and estimate resources by allocating correct resources such as manpower, materials and equipment.
• Coordinate between interdisciplinary for logical connection among activities.
• Prepare construction schedules, resource and cost loaded with governance of major project milestones stated in the project contract.
• Oversee the master schedule and highlight deviations that critical enough to pay attention to supervisor/project management team.
• Coordinate with Contract Engineer on project progress claims matters.
• Interface with sub-contractors and client’s representative to finalise the baseline schedule.

Requirements

• Candidate must possess at least a Diploma, Advanced/Higher/Graduate Diploma, Bachelor's Degree, Post Graduate Diploma, Professional Degree, Engineering (Civil), Engineering (Electrical/Electronic), Engineering (Mechanical), Engineering (Environmental/Health/Safety), Logistic/Transportation or equivalent.
