We’re a team of engineers, designers, and product managers who build technology for the public good. We proactively identify areas where technology can help, test our prototypes with actual users, and bring our best ones to launch. This includes everything from building better frontend applications for citizens, to automating the internal operations of public agencies. We use and release open source software, keep a flat hierarchy, and bypass bureaucracy to focus on delivery. Our end goal is that through our work, Singapore becomes a model of how governments can use technology to improve the public good. • Experience of at least two of the following- Commercial, CRE/office fit out project for an MNC, advanced manufacturing/R&D/laboratory project
• Minimum of 2-3 years’ experience working with a QS/cost consultancy firm in Singapore
• At least one project with minimum project value of S$5 to S$10m.
• Based in Singapore or Singaporean
• Fluent in English with good interpersonal skills

Desirable attributes

• RICS or SISV qualification is an advantage.

Country Finance Manager (Singapore Market role)

Our client is a leading Global MNC in the service industry with their regional HQ in Singapore.

This role will manage the finance, accounting and other areas as highlighted below and report into the regional finance director based in Singapore.

You should have strong controllership, FP&A business partnering and people management experience.

Key Responsibilities:

• Manage departmental operating budgets and costs according to annual allocation to ensure efficient usage of resources.
• Oversee the financial management, accounting and reporting in the country, including implementation of finance frameworks, policies and processes in accordance with local/international accounting standards.
• Strategically plan and monitor the annual financial budget, capital expenditures, liquidity, funding, etc. to ensure optimal working capital and minimization of financial risks.

Minimum Qualifications, Experience and KSA:

Key Responsibilities:

• Overall accountable and responsible for delivery of testing services across the programme or project/s

• Manage and oversee the day-to-day delivery of test services by Bank appointed vendors in the conduct of testing

• Drive and collaborate with test service providers and relevant stakeholders to plan all testing related deliveries for the programme or project/s

• Works with the testing service providers and relevant stakeholders to review, provide feedback and sign off on the test strategy, test plans and other test service providers’ artefacts for the testing service delivery.

• Coordinates with the Test Governance team to ensure adoption of testing methods, standards and tools, and to coordinate any health checks or audits.

Key Requirements:

• Bachelor’s degree or master’s degree in computer engineering or related field
• Proven working experience in test delivery or equivalent role with at least 10 years’ relevant experience in large and complex organizations, preferably in the area of Banking and Finance and at least 5 years’ senior manager experience in testing
• Extensive experience in managing end to end delivery of testing services from multiple vendor test service providers
• Proven experience in testing standards, tools, processes & methodologies, frameworks, and various delivery methodologies e.g. Agile, Hybrid Agile and Waterfall, DevOps
