Accounts Receivable

• Prompt review and approval on monthly accounts receivables journals.

• Prepare audit schedules and follow up on outstanding items.

• Periodic review of the fees and charges, working with stakeholders to ensure compliance

• Periodic reporting to parent Ministry and MOF

• Establish and review Standard Operating Procedures (SOP) for accounts receivable, ensuring regulatory compliance

• Support and provide advisory to the divisions on all receivables matter.

• Enhance the existing billing processes and involve in the revenue sub-systems integrations with WorkDay including system requirements, design, UAT and deployment

• Work with the executives to improve the existing accounts receivables processes.

• Liaise with internal and external auditors on accounts receivables queries and requests.

General Ledger

• Prepare/review daily bank reconciliations for bank accounts and follow up with discrepancies.

• Establish matching rules to facilitate automatic matching on bank receipts and transactions.

• Prepare quarterly variance analysis for management review.

Including any other duties assigned by the supervisor.

Pre-requisites

• Tertiary qualifications in in Accountancy / Finance with at least 8 years of relevant working experience

• Preferably a member of ISCA

• Must possess a good working attitude and analytical skills

• Meticulous as well as able to work independently and under pressure

• Good communication and team playing skills are essential

• Knowledge of WorkDay ERP would be an added advantage

• Prior experience in the public sector would be preferred.

You will be part of the TradeTrust team under the Sectoral Transformation Group who will support efforts on the Digital Utility - TradeTrust, relating to Govt-to-Govt projects, International Standards Development, legal and accreditation related matters.

Responsibilities

• Develop and execute plans for Govt-to-Govt engagements and lead industry trials through collaboration with project stakeholders such as Trading companies, Financial Institutions, Logistics companies, and Business Service Providers to achieve our sector transformation objectives
• Drive IMDA interests in standards development efforts with international experts at international forums
• Develop and execute plans to build strategic partnerships with international bodies such as the International Chamber of Commerce
• Support team efforts including but not limited to legal and Protection & Indemnity-related matters
• Conduct research on policies and trends related to trade digitalisation and transformative technologies
• Foster strong relationship with industry partners, and be regarded as a trusted trade digitalisation subject matter expert within and outside of the organisation
• Participate in projects and initiatives beyond direct line of responsibility to support higher level organisation goals

Requirements

• Background in International trade/ Economics/ Engineering/ Computer Science preferred
• Interest in international relations and Infocomm technologies, particularly in international trade
• Good understanding of cross-border trade (trade financing processes is a bonus)
• Stakeholder management and engagement skills
• Project management skills (manage budget, manage timeline, scope and allocate work)
• Communication skills (Good grasp of English, proficiency in a second language is a bonus)

Requirements

• At least 2 to 3 years of relevant working experience, where prior experience in these areas is preferred: leadership development, organisation development, human resource development.

• Strong in designing, planning and executing communications and engagement collaterals, campaigns, and/or events, and proficient in the management and use of digital communications and social network platforms.

Responsibilities:

• Lead/Support research and studies on key local/global emerging data-related technology trends and developments, global regulatory developments for these technologies and good practices/concerns relating to data protection and innovation which may have policy implications on Singapore’s data strategies and protection framework.

• Lea/Support the formulation, review and update of technology-related policy positions, frameworks, advisory guides, strategies and other related resources relating to data innovation and the protection of personal data.

• Lead/Support consultations with key stakeholders (public, industry, government agencies) on technology-related policy positions and address stakeholders’ feedback in the review and formulation of these policies.

• Support collaborations in intra-agency and inter-agency development of technical projects, ICT security guidelines, publications, and training material pertaining to data protection and innovation.

• Conduct ICT security review and assessment, and provide technical consultancy to support PDPC’s data breach investigations and prosecution of non-compliance to the PDPA

• Collaborate with foreign data protection authorities (DPAs) or relevant government/public agencies on matters relating to technology-related data protection policies.

Requirements: 

(A) Academic

• At least a bachelor’s degree in relevant technical, law and/or public policy disciplines such as Engineering, Computer Science, Economics, Political Science, Public Administration or Law.

• Professional certification in data forensics, data analytics, data protection, cybersecurity will be an advantage

(B) Experience

• At least 3 to 7 years of experience in public policy making, policies and/or IT governance roles. Regulatory or legislative development experience in the government relating to emerging technologies will be an added advantage.

• Good understanding of local and international standards on data protection technologies, information security and digital forensics

• Good understanding of emerging and data-related technologies e.g. ad-tech, Artificial Intelligence, data analytics, IoT and blockchain etc.

• Experience in development or deployment of emerging and data-related technology applications, e.g. ad-tech, Artificial Intelligence, data analytics, IoT and blockchain would be an advantage.

• Some experience and understanding of international laws and diplomacy would be advantageous.

Responsibilities

• Partner divisions to understand divisions’ priorities and effectively develop and implement communications plans, and media materials, specific to Singapore’s telecoms and postal sectors

Job Requirements:

• At least 5-8 years of relevant experience in Journalism, Public Relations, Government Comms
• Experience working with and pitching to reporters from manpower, tech, media, business beats across media channels an advantage (but not a pre-requisite)
• Experience with managing 3rd party agencies/vendors/suppliers
• Good communications and interpersonal skills, adept at engaging external and internal stakeholders, including multi-agency and cross-functional teams
• Ability to understand business units’ needs and translate these needs into impactful communications plans
• Curiosity and interest in the tech and media industry
