Review tender documents/requests for proposals to understand project details and requirements;

• Provides detailed and accurate quantity and component take-offs against the drawings as specified In the tender document
• Lead the QS and responsible for tender cost estimation
• Sourcing materials and send quotation inquiries to the vendors and subcontractors, comparison of quotes, review of prices, to ensure compliance to tender requirement
• Liaise and carry out evaluation and negotiate with suppliers and subcontractors
• Study and identify discrepancies in tender/contract documents and raise queries for clarification.
• Compile all documents required for submission. Reviews and interprets engineering documentation such as drawings/specifications/scope of works to fully understand the project requirements for detailed and accurate estimating.
• To provide timely clarifications for ongoing submission within the tender and request for proposal duration;
• Communicates and negotiates competitive rates with Suppliers and Sub-contractors;
• Responsible for tender cost estimation and the preliminary project cost for tender bids and tender summary for management review
• Analysis of tender price comparison, and updating pre & post-tender clarifications submission and pricing
• Attend site visits & Tender interviews.
• Prepare and coordinate the tender interview agenda and presentation materials
• Liaising with the project team for a smooth transition from tender to Post contract team for tenders awarded
  To prepare the project preliminary cost for the tenders
• Coordinating various departments for preparation of project construction plans & schedules, staff, manpower & equipment deployments, site organisation charts, and method statements and other requirements
• any other assignments given occasionally or on a daily basis by the immediate Superior

Requirement:

• Possess a Degree or Diploma in Building/ Quantity Surveying/Building or equivalent
• Minimum 5 years of working experience in Singapore building construction industry with the Main contractor preferred
• Able to work independently, be meticulous, analytical with excellent problem-solving skills, proactive, a good team player
• Proficient in Microsoft Excel, other Microsoft Office programs
• Proficient in Bluebeam and Glodon will be a plus.
• Ability to work efficiently under pressure to meet tight deadlines

Job Responsibilities:

TENDERING PROJECT

• Source for tender of notice and attend site show round
• Know the nature of tender and allocation of work before collecting of tender documents
• Assist in taking off quantities and BQ
• Check quotation received according to specification requirement
• Prepare cost comparison to management and submit for approval
• Assist in the identification and engagement of good subcontractors / suppliers
• Compilation of suppliers and subcontractors list with grading
• Discuss with the management for the submission of tender at a date of fixed by the contract’s manager / managing director before the closing date of tender (i.e. 4 days prior to tender closing date)

PROGRESS OF PROJECT

Job Responsibilities

• Acts as a professional specialist for the organization in the application of related Rules, Regulations, requirements, concepts, principles and processes;
• Prepares technically accurate and timely reports of inspections and surveys performed;
• Maintains survey files in an orderly and up-to-date manner in area of responsibility;

• Performs routine surveys on classed ships, platforms or other marine structures and at manufacturers sites for compliance with classification and statutory requirements;
• Engages in contact with clients to solve problems within area of expertise.

Qualifications & Skills

• Minimum 5 years experience in the engineering or inspection/survey fields with an IACS member Classification Society and hold qualification of Renewal survey and ISM/ISPS/MLC Audit
• Proficiency in the English language commensurate with the scope of classification, statutory certification, related services and, before assignment, with their future work
• Ability to understand engineering plans and have a basic knowledge of shipbuilding practices and ship operations
• Knowledge of ships' engineering systems and machinery
• Knowledge of related technical interfaces required for group project work
