Responsibilities:

• Responsible for pre-contract and post-contract quantity surveying duties for MEP Works including preparation of cost estimates, procurement and tendering, tender evaluation, cashflow forecast, contract administration, variation, final account, etc.
• Manage the MEP Works taking off from drawings and pricing for cost estimates, tender documents, etc.
• Leading and coaching junior staff in delivery of services, including checking on the works done by junior staff
• Collaborate and develop good relationship with clients and stakeholders internally and externally
• Attend meetings and site inspections when required
• Comply with the Company’s QA requirements and best practice

Requirements:

Role Responsibilities:

Cost Management:

• Prepare and manage budgets, estimates, and cost plans for construction projects.
• Monitor and control project costs, ensuring projects are completed within budget.
• Analyze project costs and recommend cost-saving measures.

Tendering and Contract Management:

• Prepare tender documents, contracts, and bills of quantities.
• Evaluate and negotiate tenders and contracts with contractors and suppliers.
• Ensure all contracts comply with legal and company standards.

Measurement and Valuation:

• Conduct accurate measurements and valuations of construction work.
• Prepare interim valuations and final accounts for projects.
• Assess and verify contractor claims and variations.

Project Coordination:

• Collaborate with project managers, architects, engineers, and other stakeholders to ensure project success.
• Liaise with clients and contractors to resolve any issues related to costs or contracts.
• Attend site meetings and inspections to monitor project progress and quality.

Reporting and Documentation:

• Prepare detailed reports on project costs, progress, and forecasts.
• Maintain accurate and up-to-date records of all financial transactions related to projects.
• Ensure all documentation is compliant with company policies and legal requirements.

Risk Management:

• Identify and assess potential risks and issues related to project costs and contracts.

Roe Requirements:

• Bachelor’s degree in Quantity Surveying, Construction Management, or a related field.
• 2-5 years of experience in quantity surveying within the construction industry.
• Experience in the food and beverages, retail, or hospitality sectors is highly preferred.
• Proficiency in Mandarin is required to communicate effectively with Mandarin-speaking stakeholders.
• Strong knowledge of construction contracts, cost management, and project control principles.
• Excellent analytical and problem-solving skills, with high attention to detail.
• Strong communication and negotiation skills, with the ability to interact effectively with clients, contractors, and team members.
• Ability to work independently and as part of a team, with a proactive and positive attitude.

Duties & Responsibilities

• Provide the cost and contracts administration services.
• Carry out cost control to ensure that the Material Procurement Tender Schedule is within the allocated budget as specified by Client.
• Prepare and report financial projection and carry out budgetary and expenditure control of Contractors’ contract prior to commencement of work.
• Prepare and recommend monthly progress payment claims and final account submitted by the term contractors’ and to ensure timely and complete submission for payment.
• Evaluate and carry out joint measurement with Contractors on their claims for Purchase Order/ Works Order.
• Administer term contract works to be carried out by Contractors (before and after project commencement).
• Compile, check, certify and confirm Contractors’ invoices to ensure that the invoices tally with Purchase Order/ Works Order.
• Review and prepare specifications, evaluate and recommend tender submissions.
• Carry out contract documentation and preparation relating to tender acceptance and contract execution.
• Obtain and monitor the Performance Bonds, Bankers Guarantees and any other forms of insurances.
• Prepare tender documents, tender evaluation report, variation agreements and render professional advice on any penalties, liquidated damages when deem necessary

Qualifications

· Diploma or bachelor’s degree in construction, Construction Management, Engineering, or a related field.

· Applicable experience may be substituted for the degree requirement.

· A minimum of 3 years’ relevant QS experience in the marine, process & construction industry.

· Excellent computer skills and proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint and Access).

· Experience with document control, scheduling, cost control and project management software is preferred.

· Excellent written and verbal communication skills and strong organizational skills.

· Strong analytical and problem-solving skills, and attention to detail.

· Ability to handle large volumes of work and multi-task in a fast-paced environment.

· A minimum of 1 year relevant experience in the Solar industry is preferred.
