Purpose and Scope
The Contracts Engineering team plays a pivotal role in managing the financial & contractual of all projects from pre-tender to post contract phases including quantities, variations, cost estimates, monthly claims, final accounts etc.

Key Roles and Responsibilities:

• Work closely with Project Manager in preparing monthly updated project costing
• Develop suitable subcontract conditions for specific project requirements
• Prepare project budgeting and costing reports
• Responsible in cost estimating, quantity take off, claims preparation, variations and final accounts.
• Review of contracts, prepare tender & contract documentations, tender analyses & reporting, measurement etc
• Review sub-contractors claims and materials on site
• Standardize all agreements (e.g. subcontracts and joint ventures) with alignment to contract policy

Qualification, Skills and Experience:

• Degree in Building/ Construction Management/ Quantity Surveying or its equivalent.
• Minimum 3 years of relevant experience in construction industry.
• Strong in arbitration and negotiation skills.
• Good understanding & knowledge of contracts law and its application.
• Preferably well versed in various form of contracts such as PSSCOC, SIA and FIDIC as well as other international form of contracts.

• Assists the contract manager in providing effective support to project management teams by ensuring that the contracts are administered in accordance with contractual obligations and effective cost management strategies;

• Handles and Supervises contract management of designated projects including project procurement of materials, main contract, and subcontract administration, analysis and evaluation of price comparison and costing summary.
• Supporting in sourcing and comparing suitable three (3) quotations for the project materials request, liaising with suppliers and purchasing, monitoring project order schedule.
• Preparation and Submission of Monthly Progress Claims, Variation Orders, Settlement of Final Account and ensuring all Invoices are submitted in a timely manner.
• Assessment of Subcontractor’s Progress Claim, issuance of Payment Response and final payment.
• Handles issues including Extension of Time, Terms and Conditions, Prolongation Claim, Loss, and Expenses Claims.
• Perform other QS-related duties.

• Have experience in marine or construction field
• Minimum diploma in quantity surveying, civil engineering, construction management, or related field.
• Minimum 2-3 years of work experiences in quantity surveying, open to fresh graduate.
• Proficiency in cost estimation software/tools, involves in sourcing and purchasing, billing etc.
• Strong analytical and numerical skills.
